The UK Government has been working closely and effectively with the Welsh Government, the Secretary of State for Wales and Welsh stakeholders on EU Exit to ensure this.</p><p>This includes, for example, the Joint Ministerial Committee on EU Negotiations and the Ministerial Forum on EU Negotiations. The Ministerial Forum recently discussed the UK Government’s proposals for continued cooperation with the EU on culture and education as well as options for continued participation in successor schemes to EU funding programmes, such as Creative Europe, which I understand has played a role in supporting a number of Welsh language projects. To ensure that citizens and businesses in the UK and across the EU can plan for life after our withdrawal with confidence. We have agreed an implementation period that will last for 21 months beginning on exit day until 31 December 2020. During the implementation period, UK boats will have the same access to EU waters as they do now.</p><p>The UK Government sees no reason why pleasure vessels used for recreational purposes should see any change as a result of the UK’s exit from the EU. The Government’s commitment requires the relevant Minister to make and publish a statement for each EU exit bill indicating:</p><ol><li><p>a. whether the bill amends, repeals or revokes any part of the Equality Acts 2006 or 2010 or any secondary legislation made under those Acts and, if it does make such changes, an explanation of the effect of each change; and</p></li><li><p>b. that in relation to the policy which is given effect by the Bill, the relevant Minister “has had due regard to the need to eliminate discrimination, harassment, victimisation and any other conduct that is prohibited by or under the Equality Act 2010.”</p></li><li><p>c. The Government will be making such a statement in respect of the WAB (which will be set out in the Explanatory Notes accompanying the Bill on its introduction); and this analysis has been carried out to inform decision-making on the Withdrawal Agreement and as preparation for the equality statement.</p></li></ol><p>The UK Government is committed to ensuring that there is no regression inequalities as we leave the EU. The Equality Act 2010 sets out wide-ranging equalities protections, and incorporates virtually all existing EU equalities law and Court of Justice of the European Union (CJEU) case law. In some areas, domestic legislation goes further than EU requirements - for example the public sector equality duty, which places a proactive duty on public authorities to consider how their policies or decisions would affect people who are protected under the Equality Act. There are also domestic requirements that ensure non-discrimination in access to goods and services on grounds of disability.</p><p>The Withdrawal Agreement also sets out a commitment to 'no diminution of rights, safeguards or equality of opportunity' in Northern Ireland, as set out in the Rights, Safeguards and Equality of Opportunity Chapter of the Belfast (Good Friday) Agreement, results from the UK's withdrawal from the EU. Last year, our former Minister Rt. Hon. Baroness Anelay met with members of the Disability Charities Consortium, which represents eight disability charities.</p><p>It is important to note that all disability protections covered in domestic legislation, namely the Equality Act 2006 and Equality Act 2010 (and equivalent legislation in Northern Ireland) will also continue to apply after exit.</p><p>Part of the design of the Settled Status scheme for EU citizens in the UK has been to meet the needs of this group. On 25 October, the Home Office announced grant funding of up to £9 million for voluntary and community organisations across the UK to provide support to EU citizens who might need additional help when applying for their immigration status through the EU Settlement Scheme. This, along with Political Declaration on the Future Relationship, was agreed by the EU member states at the special European Council on Sunday 25 November and will now be voted on in Parliament.</p><p>The Withdrawal Agreement offers certainty to universities and other UK recipients of EU research funding programmes, including Horizon 2020, by providing for continued UK participation until the current programmes end in 2020, including where funding agreed before the end of the implementation period extends beyond 2020. UK based organisations and individuals will be able to bid for funding, participate in and lead consortia, until programme closure, replacing the need for the government’s existing funding guarantee.</p><p>We want to build on the progress made in recent negotiations and continue to pursue a far-reaching relationship on science and innovation with the EU, which is mutually beneficial for the UK, the EU, our scientific communities, and our citizens. The UK, in a letter to the EU Council, and the Council, in the minutes of the Special November Council, set out their shared interpretation that Article 184 of the Withdrawal Agreement, which concerns the UK and the EU’s future relationship, imposes no obligations regarding the territorial scope of future agreements. The UK also made clear we will only agree a deal on the future which works for the whole UK family and we will negotiate a deal that works for Gibraltar.</p><p>The Article 50 Council guidelines are an internal matter for the Council in Article 50 format. Statements or actions by the EU institutions or other member states have no effect on the United Kingdom’s sovereignty over Gibraltar.</p><p>On Gibraltar, we have worked constructively with both the EU and the Government of Gibraltar throughout the process of agreeing the Withdrawal Agreement. The Withdrawal Agreement ensures that the UK’s membership of the EU, and the CJEU’s jurisdiction in the UK, is wound down in a sensible and orderly way. In keeping with this, and in the interests of ensuring citizens’ rights are interpreted consistently, the UK has agreed that a very narrow group of issues will be able to be referred to the CJEU for an interpretation, having due regard to whether relevant case law already exists.</p><p>For questions that relate to the settled status of EU citizens, UK courts will be able to refer questions of interpretation to the CJEU eight years from exit day, because settled status applications will be made from exit day. The fee is set at an affordable rate (£65), less than the cost of a UK passport. Outsourced workers are not employees of the Department and therefore this would be a decision for their employers.</p><p>The number of non-UK EU citizens employed across the Civil Service is not consistently collected across Government. It is therefore not possible to estimate the cost of paying the settled status fee for non-UK EU nationals employed directly by the department.</p><p>We value the significant contribution made by EU citizens working in the Civil Service and we want these colleagues to continue to play a full role in the work of the Civil Service. We are committed to supporting our EU citizen employees across the Civil Service; the important engagement with EU national networks across government will continue over the coming months.</p><p>The Government has confirmed that, in a no deal scenario, the EU Settlement Scheme will continue to be implemented, enabling EU citizens and their family members living in the UK by 29 March 2019 to secure their status and continue to be able to work, study, and access benefits and services in the UK. These negotiations involved both officials and Ministers. They included discussions about setting out a legally operative backstop, as part of the Government’s commitment to avoiding a hard border between Northern Ireland and Ireland, and as set out in the December 2017 Joint Report.</p><p>The outcome of those discussions is reflected in the draft Withdrawal Agreement laid before Parliament on 26 November. This guarantees that in the event that the UK’s future relationship with the EU is not in place by the end of the implementation period, there will be no hard border between Northern Ireland and Ireland, while maintaining the economic and constitutional integrity of the UK.</p><p>As the Government has made clear, however, this would be an insurance policy that neither the UK nor the EU expects to use. A majority of members of the House have said they would support a deal with changes to the backstop.
