star this property answer text <p>The Department does not measure the supply of domiciliary care relative to local need in local authorities in England. The Care Act 2014 recognises that local authorities are best placed to understand and plan for the care and support needs of the local population. Local authorities have a duty to shape care markets to ensure that a diverse range of high quality, sustainable, person-centred care and support services is provided. The Department monitors the number of domiciliary care agencies at national, regional and local authority level using monthly data collected by the Care Quality Commission.</p> more like this

star this property answer text <p>Local authorities are responsible for assessing individuals’ care and support needs and, where eligible, for meeting those needs. Where individuals do not meet the eligibility threshold, they can get support from their local authorities in making their own arrangements for care services, as set out in the Care Act 2014.</p><p> </p><p>Eligible needs are those which relate to, for example, maintaining personal hygiene and nutrition, and maintaining and developing relationships, and which significantly impact on the adult’s wellbeing. Full details of the eligibility requirements can be found in The Care and Support (Eligibility Criteria) Regulations 2014.</p><p> </p><p>We do not currently hold data on how many applications for social care have been assessed for need. Through a new data collection, Client Level Data, we are beginning to collect event-level information from local authorities on adult social care activity. This will include records of assessment of eligible needs and the funding status of local authority-commissioned services.</p><p> </p><p>To assess means, local authorities must follow The Care and Support (Charging and Assessment of Resources) Regulations 2014 and have regard to the Care and Support Statutory (CASS) guidance. The responsibility for interpreting and applying the Regulations and the CASS guidance rests with local authorities.</p><p> </p><p>Whether or not a person qualifies for any financial support towards their care costs depends on their capital assets as follows: anyone who has above the upper capital limit of £23,250 is expected to meet the full cost of their care; anyone who has below the lower capital limit of £14,250 pays what they can afford from income only; and anyone between the above two limits pays what they can afford from income plus a contribution from their assets.</p><p> </p><p>A means-tested contribution from assets is determined by tariff income, which assumes that a person can afford to pay £1 per week for every £250 of assets between the limits. In 2021/22 there were almost 1,978,550 requests for support from new clients received by local authorities. Data on the funding of means testing done in the past 10 years is not held centrally.</p>

star this property answer text <p>It is right that social care funding is agreed alongside the rest of the local government settlement at the forthcoming spending review. However, we recognise that the health and social care systems are two sides of the same coin and we will ensure that social care places no additional pressure on the National Health Service. We also know that decisions on future reforms must be aligned, and this is precisely why it makes sense that we are now publishing the Green Paper in the autumn, around the same time as the NHS plan.</p> more like this

There is no plan to publish a further workforce strategy for adult social care.</p><p> </p><p>To support the National Health Service workforce, we have published the NHS Long Term Workforce Plan, which sets out the steps the NHS and its partners need to take to deliver an NHS workforce that meets the changing needs of the population over the next 15 years. star this property answer text <p>The reported aerial bombardment of civilians in the Heiban locality of South Kordofan is appalling. Targeting of civilians would be a clear breach of International Humanitarian Law. We continue to make clear to the Government of Sudan that they have a responsibility to protect citizens, distinguish between combatants and non-combatants and uphold International Humanitarian Law.</p><p>We consistently raise the importance of ending the conflicts in South Kordofan and Blue Nile directly with both the Government of Sudan and the Opposition; most recently, the UK Special Representative for Sudan and South Sudan raised this issue during his visit to Khartoum earlier this month. We continue to call on all sides to end the violence and believe that the Roadmap proposed by the African Union High-Level Implementation Panel represents a viable way forward.</p> more like this

star this property answer text <p>Information on the number of providers of publicly funded home care and residential and nursing home care services who have handed back contracts is not held centrally. Ministers have received representations from a number of local authorities (LAs) about market fragility which have touched on the risk of and alluded to actual handing back of contracts.</p><p><strong> </strong></p><p>Following the Chancellor’s announcement in the Budget, LAs in England will receive an additional £2 billion for social care over the next three years.</p><p> </p><p>The additional resources will help LAs commission care services that are sustainable, diverse and offer sufficient high quality care and support for people in their areas.</p><p> </p><p>There is a complex relationship between social care and NHS services. NHS England is working with the Department to identify a fuller understanding of the linkages between health and social care services. It is aiming to undertake some detailed work at local level to exploit linked data where it is available to analyse more fully how changes and variation in the provision of social care impacts on health care services.</p><p> </p><p>The results of the best available academic study indicate that for each additional £1 spent on social care, there is a saving to the National Health Service of £0.35. Also, £1 additional NHS spend corresponds to just over £0.35 reduction on social care.</p>
