star this property answer text <p>Under European Union regulations airport slot allocation in the UK is managed by a designated co-ordinator which is independent of the Government, the Civil Aviation Authority and other interested parties.</p><p> </p><p>The Government will consider how all UK airports, including those in the South East, can best utilise their existing runways to allow the growth of both domestic and international connectivity as part of the new Aviation Strategy. This will be an ambitious programme of work, and we will be consulting widely throughout 2017, leading to publication of an Aviation Strategy White Paper at the end of 2018.</p><p> </p><p>The draft Airports National Policy Statement, currently out for consultation, sets out that expansion at Heathrow would be an opportunity to not only strengthen the frequency of existing domestic routes, but also to develop new domestic connections, including to regions currently unserved. Government would expect Heathrow to add at least six more domestic routes by 2030 bringing the total to 14.</p>

star this property answer text <p>The Airports Commission estimated that the potential costs of the surface access provision for a northwest runway at Heathrow were around £5bn but recognised that the finalised details, and therefore costs, would be determined as part of the statutory planning process.</p><p> </p><p>Heathrow Airport Limited have committed to meet the costs of any surface access proposals that are essential to deliver airport expansion including works on the M25, the A4 and the A3044.</p><p> </p><p>Where proposed surface access projects have wider beneficiaries, such as the Western Rail and Southern Rail proposals, the Government will consider funding a proportion based on benefits for airport users and other beneficiaries in line with our Aviation Policy Framework.</p><p> </p><p>The Government has been clear that as part of any planning application the promoter will need to set out in detail how it would achieve the environmental targets set out in the draft National Policy Statement as part of its plans for mitigating the impact of expansion.</p>

star this property answer text <p>As part of its work, the independent Airports Commission shortlisted three schemes for airport expansion, two at Heathrow and one at Gatwick, following analysis of more than fifty proposals to meet the UK’s long term capacity needs.</p><p> </p><p>On 25 October 2016, the Government announced that it accepted the Commission’s recommendation for a new north-west runway at Heathrow Airport as its preferred option to deliver airport expansion in the south-east by 2030.</p><p> </p><p>The Department has undertaken an economic assessment of the impact of a new runway at Heathrow at a national level, taking account of changes in connectivity across the UK and beyond, which shows significant economic benefits of up to £74 billion. The same assessments are included for the Heathrow Extended Northern Runway and Gatwick Second Runway schemes in the Updated Appraisal Report published alongside the Revised Draft Airports National Policy Statement in October 2017.</p> more like this

star this property answer text <p>The Airports Commission found that despite an increase in airport charges, fares paid by passengers could remain level or even fall due to the benefits of expansion.</p><p> </p><p>In 2016 the Secretary of State set out his ambition for airlines and Heathrow to work together to develop solutions for expansion which keep airport charges close to current levels. In April 2018, the Civil Aviation Authority published their latest consultation on ‘the economic regulation of capacity expansion at Heathrow’ which concludes that ‘there are credible scenarios in which capacity expansion can be delivered affordably and financeably, with airport charges per passenger remaining close to current levels in real terms and line with the ambition expressed by the SoS on these matters in 2016’.</p><p> </p><p>The Government has been clear that increases in airport capacity must be funded by the private sector.</p> more like this

The analysis included a detailed assessment of transport network impacts for each of the Commission’s three short-listed options.</p><p> </p><p>Copies of the Commission’s Surface Access: Dynamic Modelling Report, it’s Local and Strategic Roads Modelling Study for the Heathrow Airport North West Runway Proposals, and the Commission’s Freight Impact Study were published alongside its Final Report, and are available online from the Commission website.</p><p> </p><p>As part of the surface access requirements in the draft Airports National Policy Statement, Government has specified that any applicant for development consent should set out the mitigation measures that it considers are required to minimise and mitigate the effect of expansion on existing surface access arrangements.</p> more like this
