	answer	answer is ministerial correction date of answer 14/11/2018 answer text <p>The Secretary of State has set out a clear expectation that airport charges should remain close to 2016 levels under expansion, and Heathrow Airport Limited has stated that it will seek to meet this challenge. The Civil Aviation Authority (CAA) also confirmed in April 2018 that there are credible scenarios in which landing charges could remain close to 2016 levels in real terms.</p><p>As the scheme design and regulatory framework continue to develop, the CAA will scrutinise all proposals for expansion to ensure that, in line with its primary duty, they are in the best interest of the consumer. 	question text	To ask the Secretary of State for Transport, if he will require Heathrow Airport Limited to respond publicly to the recommendations of the Airport Commission that, in order to mitigate the effects of a third runway at Heathrow, (a) there should be a commitment in Parliament not to build a fourth runway, (b) there should be a ban on all scheduled night flights in the period 11.30pm to 6.00am, (c) a third runway should allow periods of predictable respite to be more reliably maintained and (d) additional operations at an expanded Heathrow Airport must be contingent on acceptable performance on air quality.
