	answer	answer is ministerial correction date of answer 04/03/2019 answer text <p>The European University Institute Convention (EUIC) is an agreement between the Member States of the European Union. After 29 March 2019, the United Kingdom will cease to be a Member State of the European Union and, as such, the UK’s membership of the EUIC will automatically cease. Should Parliament approve the deal the Prime Minister has negotiated with the EU, the UK will continue to apply the terms of the EUI Convention for the duration of the implementation period. The UK’s rights and obligations under the Convention would continue during that period, in accordance with the Withdrawal Agreement.</p><p><br>Officials in my department and in the Department for Education have met with the EUI to explore options for future participation in its activities and we will work to ensure that UK students at the EUI will be able to complete their studies. As a result of exiting the EU, the UK will no longer be an EU member state and so, in a no deal scenario, the UK’s membership of the European University Institute Convention (EUIC) will automatically cease on 29 March 2019. In a deal scenario, the UK’s membership of this Convention will continue for the duration of the implementation period.</p><p>The Government has repeatedly made clear that it values international exchange and collaboration in education and training as part of its vision for a Global Britain. The Political Declaration sets out that we will establish general principles, terms and conditions for UK participation in EU programmes in areas of shared interest, and wider dialogues to allow us to share best practice and act together in our mutual interest. On this basis, we will explore with the European University Institute options for future participation in its activities and we will work to ensure that UK students at the EUI will be able to complete their studies. 	answer	answer is ministerial correction date of answer 22/02/2019 answer text <p>The UK pushed hard in negotiations to include the right to stand and vote in local elections for UK nationals living in the EU, and EU citizens in the UK, but they will not be included in the Withdrawal Agreement as the Commission said it was out of scope.</p><p>The Government has made clear that we will pursue bilateral arrangements with individual Member States. Ministers have written to all member states to offer bilateral agreements on local voting rights.</p><p>We have now reached an agreement with Spain that will secure the rights of UK nationals living in Spain, and Spanish citizens living in the UK, to stand and vote in local elections. In most cases we anticipate that repatriated EU functions can be absorbed by UK departments and existing public bodies.</p><p>The Government has previously announced three new agencies; the Trade Remedies Authority; an independent and statutory body holding government to account for the environment; and an independent authority for monitoring the implementation and application of the citizens' rights provisions of the withdrawal agreement. The application of checks and controls at the border would depend on the UK’s commitments, including in relation to the level of alignment.</p><p>This balance will need to be agreed during the course of the future negotiations. Both sides have been clear that they wish to be as ambitious as possible.
