star this property answer text <p><strong>Consultants</strong></p><p>The Department has drawn upon a number of offers of pro bono support from consultancy firms.</p><p><strong> </strong></p><p><strong>Secondments</strong></p><p>There are currently five secondees to the Department from external bodies outside of the civil service. Due to the small numbers of secondments from individual organisations, it is not possible to give a breakdown of all the organisations from which they were seconded, without risking identification of individuals in breach of data protection rules.</p><p><strong> </strong></p><p><strong>Other Departments</strong></p><p>The Department will be made up of staff and officials from various departments across Government. star this property answer text <p>A new Independent Monitoring Authority will monitor how the Citizens’ Rights provisions of the Withdrawal Agreement are implemented and applied in the UK, helping to provide certainty to EU citizens in the UK. Its powers will have effect from the end of the implementation period. The Withdrawal Agreement and Implementation Bill, which will implement the final Withdrawal Agreement with the European Union, will make provision for the establishment of this independent monitoring authority.</p><p><strong> </strong></p><p>We will come forward in due course with more details about the shape of this new authority, but we are clear that it will need to receive complaints from EU citizens and their family members; conduct its own inquiries into alleged breaches of Part Two of the Agreement by administrative bodies; and institute legal proceedings to seek an adequate remedy. The IMA will publish an annual report to the specialised Committee for Citizens’ Rights, (sitting under the Joint Committee governing the Withdrawal Agreement).</p>

This sits alongside the UK and the EU’s existing commitment to developing alternative arrangements to replace the backstop. The Political Declaration is also clear that this includes looking at how facilitative arrangements and technologies can avoid a hard border. Such arrangements are also referenced in the text of the Withdrawal Agreement.</p><p>The Government plans to continue discussion with members from around the House in the coming days to finalise proposals to go back to the EU.</p><p> </p> more like this

star this property answer text <p>After we leave the EU, the UK hopes to enjoy a deep and special partnership with the European Union, taking in both economic and security cooperation. This will enable prosperity for both the UK and the EU, and allow us to protect our shared European values. We want to have reached agreement about our future partnership by the time the two year Article 50 process has ended, in March 2019. From that point, we believe a time-limited, phased process of implementation will be in our mutual interests, and will help to minimise disruption on both sides. The exact details of an implementation period will be a matter for negotiation.</p> more like this
