star this property answer text <p>Under European Union regulations airport slot allocation in the UK is managed by a designated co-ordinator which is independent of the Government, the Civil Aviation Authority and other interested parties.</p><p> </p><p>The Government will consider how all UK airports, including those in the South East, can best utilise their existing runways to allow the growth of both domestic and international connectivity as part of the new Aviation Strategy. This will be an ambitious programme of work, and we will be consulting widely throughout 2017, leading to publication of an Aviation Strategy White Paper at the end of 2018.</p><p> </p><p>The draft Airports National Policy Statement, currently out for consultation, sets out that expansion at Heathrow would be an opportunity to not only strengthen the frequency of existing domestic routes, but also to develop new domestic connections, including to regions currently unserved. Government would expect Heathrow to add at least six more domestic routes by 2030 bringing the total to 14.</p>

star this property answer text <p>The Airports Commission estimated that the potential costs of the surface access provision for a northwest runway at Heathrow were around £5bn but recognised that the finalised details, and therefore costs, would be determined as part of the statutory planning process.</p><p> </p><p>Heathrow Airport Limited have committed to meet the costs of any surface access proposals that are essential to deliver airport expansion including works on the M25, the A4 and the A3044.</p><p> </p><p>Where proposed surface access projects have wider beneficiaries, such as the Western Rail and Southern Rail proposals, the Government will consider funding a proportion based on benefits for airport users and other beneficiaries in line with our Aviation Policy Framework.</p><p> </p><p>The Government has been clear that as part of any planning application the promoter will need to set out in detail how it would achieve the environmental targets set out in the draft National Policy Statement as part of its plans for mitigating the impact of expansion.</p>

The draft Airports NPS requires any future applicant for development consent to have assessed the effects of removing the plant upon capacity for treatment of waste and to make reasonable endeavours to ensure that sufficient provision is made to address the reduction in waste treatment capacity caused by the loss of the plant.</p> more like this

star this property answer text <p>The costs associated with displaced users were considered in the Airports Commission’s assessment of land acquisition costs in the report “<em>Cost and Commercial Viability: Cost and Revenue Identification Update Heathrow Airport North West Runway” </em>of 30<sup>th</sup> June 2015. An applicant for development consent would need to negotiate commercially with the owner of the Lakeside Energy from Waste plant in order to agree the cost of re-provision or compensation.</p><p> </p><p>The Government recognises the role of the Lakeside Energy from Waste plant in local waste management plans. The draft Airports National Policy Statement is clear that any applicant for a new Northwest Runway at Heathrow Airport should make reasonable endeavours to ensure that sufficient provision is made to address the reduction in waste treatment capacity caused by the loss of the plant.</p><p><strong> </strong></p> more like this

star this property answer text <p>The Secretary of State for Transport and the CAA regularly meet with Heathrow Airport Limited to discuss a number of issues, including the preference for expansion via a new Northwest Runway at Heathrow Airport.</p><p> </p><p>The period of further consultation on the revised draft Airports National Policy Statement has now closed, and the Department will consider all responses made to both periods of consultations before deciding on next steps.</p><p> </p><p>The CAA has also started the process to define the shape and nature of a regulatory settlement, including examining the potential impacts of any expansion. It has done so through a series of public consultations, the latest <a href="https://www.caa.co.uk/CAP1610" target="_blank">CAP1610</a> is currently out for comment.</p><p> </p><p>Lastly, The Airports Commission considered the effects of expansion on Heathrow’s Regulatory Asset Base as part of its assessment of financeability. The Government subsequently validated that work.</p>

star this property answer text <p>As part of its work, the independent Airports Commission shortlisted three schemes for airport expansion, two at Heathrow and one at Gatwick, following analysis of more than fifty proposals to meet the UK’s long term capacity needs.</p><p> </p><p>On 25 October 2016, the Government announced that it accepted the Commission’s recommendation for a new north-west runway at Heathrow Airport as its preferred option to deliver airport expansion in the south-east by 2030.</p><p> </p><p>The Department has undertaken an economic assessment of the impact of a new runway at Heathrow at a national level, taking account of changes in connectivity across the UK and beyond, which shows significant economic benefits of up to £74 billion. The same assessments are included for the Heathrow Extended Northern Runway and Gatwick Second Runway schemes in the Updated Appraisal Report published alongside the Revised Draft Airports National Policy Statement in October 2017.</p> more like this
