star this property answer text <p>The Ministry of Defence (MOD) publishes biannual diversity statistics on its civilian staff excluding those employed by organisations with delegated personnel functions (Trading funds, DE&amp;S Bespoke Trading Entity, Executive Agencies, Royal Fleet Auxiliary and Locally engaged civilians (LECs)). The most recent statistics were published in December 2022 at the following link: <a href="https://www.gov.uk/government/statistics/mod-diversity-dashboard-october-2022" target="_blank">https://www.gov.uk/government/statistics/mod-diversity-dashboard-october-2022</a>.</p><p> </p><p>Table 6 - Disability Representation of MOD Main Civilian Personnel shows that as at 1 October 2022, 11.5% of MOD Main civilian personnel had an active declaration of disabled.</p><p> </p><p>The MOD D&amp;I Strategy 2018-30 for its civilian workforce has specific measurable and achievable aims to increase representation of staff with a disability across the department, including the Senior Civil Service. The MOD is an accredited ‘Disability Confident Scheme Leader’ and encourages candidates with disabilities to apply to Defence.</p><p> </p><p>The MOD has several initiatives to support disabled personnel across the whole of Defence, including the Defence and civilian networks and champions. The Civil Service Workplace Adjustment Service is well established, offering specialist advice and access to a review route for disabled employees experiencing difficulties in securing the adjustments they need. The service includes a Workplace Adjustment Passport to facilitate the seamless retention of adjustments on a change of line manager, job role or move between business areas.</p>

star this property answer text <p>One of the Ministry of Defence (MOD)’s commitments in the National Disability Strategy is to publish a plan to increase the disabled civilian workforce to 15.3% by 2030. Implementation of this plan is currently ongoing. <br> <br> As of 1 April 2023, 11.9% of MOD main civilian personnel have declared a disability, an increase of 0.5 percentage points compared with 1 April 2022. Meanwhile, we continue our work as a Disability Confident Leader, ensuring our disabled colleagues are valued and supported, and that workplace adjustments are made in a timely manner.</p> more like this

star this property answer text <p>Under the Armed Forces Compensation Scheme a claimant can ask the Ministry of Defence (MOD) to reconsider its decision. If the claimant remains dissatisfied with the reconsideration decision they can appeal to the independent Tribunal.</p><p> </p><p>The Veterans Welfare Service (VWS) helps veterans with form completion for MOD administered schemes and provides bespoke advice and assistance following a holistic assessment of need which is tailored to each individual's specific circumstances. Where financial assistance is required by veterans the VWS can assist with benefits checks, completion of application forms and signposting to entitlements and support available from the wider public and voluntary sectors.</p><p> </p> more like this

star this property answer text <p>Military Chaplains are professionally qualified to provide pastoral care to everyone, regardless of faith or belief background. However, should a Service person feel uncomfortable with talking to a Chaplain, they are able to seek appropriate professional support from a variety of alternative sources, which can be facilitated by the Chaplain. This includes their Chain of Command, through the Services' professional social workers, medical staff, and dedicated welfare staff. Mutual support is also available via the various staff networks, including the Humanist and Non-Religious in Defence (HAND) Network.</p><p> </p><p>Having carefully considered whether this provision is adequate and suitably reflects the needs of all our people, we have recently conducted a review of this matter and consider the provision of pastoral care merits enhancement so that we can deliver even better support. Accordingly, we are intending to recruit a non-religious pastoral officer for each of the Armed Services, and are currently working with a range of stakeholders from the within the breadth of the AF community to determine how best to take this forward including how we engage with appropriate professional endorsing bodies.</p><p> </p>

star this property answer text <p>Defence continues to work at pace with experts from across Government, and with reference to schemes developed by allies such as Canada, to establish an appropriate scheme for the financial award, working within the £50m limit recommended in Lord Etherton’s Review.</p><p> </p><p>Development of the scheme is at an early stage and therefore Defence cannot yet confirm the details, the expected number of claimants, or the likely size of awards. However, the Government is committed to delivering the report’s recommendation, acknowledging that the process is intricate and must be followed correctly.</p><p> </p><p>Defence will continue to engage with LGBT veterans as plans for the financial award progress. Defence are committed to providing updates on the development of the scheme, including eligibility criteria and the application process, which will be published to the ‘LGBT Veterans: support and next steps’ GOV.UK page as soon as possible.</p><p> </p><p>Ministers are committed to maintaining the momentum of the LGBT Veterans Independent Review and so are exploring the possibility of holding a debate in the House as soon as parliamentary time allows, following publication of the Government response last year.</p><p> </p>
