	answer	answer is ministerial correction date of answer 25/05/2022 answer text <p>Children may be placed in police cells for several reasons, on which we do not hold data. However, the police, children’s social care, legal advisers, Crown Prosecution Service, and the youth justice system should work together to ensure that the time a child spends in police cells is reduced to the minimum.</p><p>Police custody is governed by the Police and Criminal Evidence Act 1984 (PACE) Codes of Practice, which makes it clear that children and young people are a protected group with specific vulnerabilities. The local authority has a duty (discharged by its youth justice services) to provide all under 18-year-olds with an appropriate adult. In addition to protection under domestic law, their treatment in detention is governed by the United Nations Convention on the Rights of Child, which the UK has signed and ratified.</p><p>The department’s statutory guidance, Working Together to Safeguard Children (2018) sets out a framework for the three local safeguarding partners (including the police) to work together to safeguard and promote the welfare of children and meet their needs. This guidance is clear that children who are offenders (or alleged offenders) are entitled to the same safeguarding as other children and due regard should be always given to their welfare. The police’s Vulnerability Knowledge and Practice Programme, funded by the Home Office, identifies, and shares best practice across forces in responding to incidents involving vulnerable children.</p><p>The ideal situation is to prevent children coming into the justice system. Turnaround is a new £60m youth early intervention programme led by the Ministry of Justice. Building on the success of the Government’s Supporting Families programme, Turnaround will provide funding for youth justice teams to intervene earlier, working with children to address their needs and build on their strengths and help them access support to turn their lives around.</p><p>Where accommodating a child or young person in a specialist unit is appropriate, this should be actioned as soon as possible. 	answer	answer is ministerial correction date of answer 22/02/2019 answer text <p>The UK pushed hard in negotiations to include the right to stand and vote in local elections for UK nationals living in the EU, and EU citizens in the UK, but they will not be included in the Withdrawal Agreement as the Commission said it was out of scope.</p><p>The Government has made clear that we will pursue bilateral arrangements with individual Member States. Ministers have written to all member states to offer bilateral agreements on local voting rights.</p><p>We have now reached an agreement with Spain that will secure the rights of UK nationals living in Spain, and Spanish citizens living in the UK, to stand and vote in local elections. That is why we have proposed reciprocal mobility arrangements with the EU that support businesses to provide services and move their talented people. We also want to discuss how to facilitate the temporary mobility of self-employed professionals and employees providing services.</p><p>The Political Declaration agreed between the UK and the EU negotiating parties specifically acknowledges the importance of mobility for cultural cooperation. The detail of our reciprocal mobility arrangements will be discussed in the next phase of negotiations. 	answer	answer is ministerial correction date of answer 23/03/2021 answer text <p>I have made clear the high priority on which I place having the Troubles Permanent Disablement Scheme open and receiving applications as soon as possible, so that people can begin to receive the payments to which they are morally and legally entitled as soon as possible.</p><p> </p><p>This is a devolved scheme which the Executive is required to fund from the resources available to it through the block grant and the Executive’s own revenue. However, following engagement with Executive Ministers and to enable them to progress the scheme without further delay, I want to ensure that budget management issues should not stand in the way of progress. I have therefore taken the exceptional approach of offering access to NDNA funds that will help the Executive manage the cost of the Scheme in the early years when the annual costs are expected to be greatest, significantly reducing the costs in any year where costs exceed £60m.</p><p> </p><p>This flexibility means there is nothing now standing in the way of the Executive delivering the scheme as set out in legislation. Many veterans already use our services to support service leavers into Initial Teacher Training (ITT) each year.</p><p>Through collaboration with the science, technology, engineering and maths communities and the Office for Veterans’ Affairs, and in partnership with the Careers Transition Partnership in the Ministry of Defence, we are working to further develop this offer. This will include increased signposting, tailored communications, hosting webinars, careers fairs, and information sessions for service leavers.</p><p>The department plans to track several data points through all these activities to determine the success of, and engagement with, the offer, and over the longer term track the wider journey through to ITT.
