star this property answer text <p>The SEND and AP green paper sets out the government's proposals to improve the outcomes and experiences of children and young people with SEND and their families. The proposals aim to drive national consistency in how needs are assessed, identified, and met across education, health and care through the introduction of national standards. These standards are intended to set out the full range of support for meeting all needs, including those of children and young people with more complex needs. The standards will also include guidance and best practice on reasonable adjustments for disabled children.</p><p>As part of our proposals, our aim is to provide parents and carers with a clearer understanding of the support that should be available to meet their child’s needs and support them to make an informed choice about which education provider they would like their child to attend. Where specialist provision is required, the department is consulting on proposals for a simplified process where parents and carers will be supported to express an informed preference for a suitable placement from a tailored list of providers that are appropriate to meet their child’s needs. The expectation is that all schools on the list will be able to meet the child’s special educational needs as identified in their education health and care needs assessments. This aims to give parents and carers clarity on what is available locally which may still include mainstream, special, independent or out of borough provision where appropriate in order to meet the child’s needs. Our intention is that this will lead to greater transparency about what is available for children and young people in their local school and greater clarity about how it can be provided. The department also aims for this to improve the choice offered to parents and carers by suggesting options they may not have otherwise considered.</p><p>All of the proposals within the green paper are currently open to a full public consultation and the department will be listening carefully to all views expressed to ensure policies secure the departments ambitions to improve outcomes and parental confidence in the system. The department is committed to ensuring everyone has the opportunity to take part in the consultation and encourages everyone to do so.</p>

Friend, the Secretary of State for Health and Social Care, meets regularly with other Cabinet colleagues on a variety of matters pertaining to health and social care, including support for people using medical equipment at home.</p><p>As set out in the Autumn Statement, the Department for Energy Security and Net Zero are exploring the best approach to consumer protection, as part of wider retail market reforms. The Department of Health and Social Care and NHS England are supporting the Department for Energy Security and Net Zero in this.</p><p>An NHS England specialised commissioning team is working to support Department of Health and Social Care colleagues with identifying energy-reliant medical devices used in patients' homes, and identifying clinical expert nominees to advise more widely, as part of their operational response.</p><p>The Government continues to monitor the situation and will keep options under review, including with respect to the most vulnerable households.</p>

star this property answer text <p>The National Institute for Health and Care Excellence (NICE) is the independent body responsible for developing evidence-based recommendations for the NHS on whether new medicines represent a clinically and cost-effective use of resources. NICE appraises all new medicines within their licensed indications, and the National Health Service in England is legally required to fund medicines recommended by NICE.</p><p>Wegovy is not licensed for heart disease and has therefore not been appraised by NICE for the condition. If Wegovy were to be licensed for heart disease in the future, it would then be considered for appraisal by NICE.</p><p>NICE has, however, published guidance which recommends Wegovy as an option for treating people who are overweight or obese and who have at least 1 weight-related comorbidity, which may include heart disease, and meet the other criteria specified in the guidance.</p> more like this

star this property answer text <p>The National Institute for Health and Care Excellence (NICE) is the independent body that guides the National Health Service on funding new medicines, based on clinical and cost-effectiveness.. The NHS is legally required to fund medicines recommended by NICE, usually within 3 months of final guidance.</p><p>NICE has recommended abiraterone for the treatment of metastatic hormone-relapsed prostate cancer before chemotherapy is indicated and for castration-resistant metastatic prostate cancer previously treated with a docetaxel-containing regimen. NHS England funds abiraterone in line with NICE’s recommendations, ensuring access for eligible patients.</p><p>Abiraterone is not licensed for the treatment of non-metastatic prostate cancer and has therefore not been appraised by NICE for such use. NHS England is currently considering a clinical policy proposal for abiraterone as a treatment option for potential use in specific cases. The proposal is due to be discussed later this month, with potential stakeholder testing by January 2024, if supported.</p>

star this property answer text <p>The most recent model articles of association for use by mainstream academies, last updated on 30 June 2021 states:</p><p> </p><p>“Notwithstanding the number of Members from time to time, the maximum aggregate number of votes exercisable by Local Authority Associated Persons shall never exceed 19.9% of the total number of votes exercisable by Members in general meeting and the votes of the other Members having a right to vote at the meeting will be increased on a pro-rata basis.”</p><p> </p><p>This remains the department’s policy position, and we have no plans to change this approach for most types of academy trusts.</p><p> </p><p>The department is testing an approach to allow local authorities to establish new multi academy trusts, where there is a need, to which the above limit on local authority Associated Persons shall not apply. We will, however, require at least one member to be independent of any association with the local authority. We will work with a small number of local authorities to test the concept. Local authority-established multi-academy trusts will be subject to the same oversight and, where necessary, intervention as all trusts. star this property answer text <p>The department published a report on the condition of the school estate in England in May 2021, entitled ‘Condition of School Buildings Survey – Key Findings’. We plan to publish the underlying school level building condition data, collected in the Condition Data Collection programme, later this year.</p><p>Local authorities, academy trusts and governing bodies are responsible for the management of the physical condition and building safety in schools, using their local knowledge, and understanding of their school estate. This includes carrying out the appropriate surveys, condition checks and fire safety inspections on an on-going basis.</p><p>Last year, the department wrote to all responsible bodies in England to remind them of their responsibilities to manage their school estate effectively, maintain it in a safe working condition, and to comply with all relevant regulations. star this property answer text <p>To support accident and emergency (A&amp;E) departments in delivering essential services, NHS England has published the Delivery Plan for Recovering Urgent and Emergency Care Services, which aims to deliver one of the fastest and longest-sustained improvements in emergency waiting times in the National Health Service’s history. This includes bringing down A&amp;E wait times significantly over the next year, and down towards pre-pandemic levels within two years.</p><p>This plan will deliver 5,000 more staffed, permanent beds this year compared to 2022/23 plans, alongside 800 new ambulances, backed by £1 billion of dedicated funding.</p><p>The plan also sets out making greater use of virtual wards, with an extra 3,000 virtual ward beds, to provide over 10,000 in total by this autumn.</p><p>Same Day Emergency Care services will also be in place across every hospital with a major emergency department. This is alongside expanding and better joining up health and care outside hospital, including by scaling urgent community response, frailty and falls services across the whole country, helping to reduce attendances at A&amp;E.</p>

star this property answer text <p>A range of measures are in place. The National Health Service has set out a plan to substantially increase capacity and resilience this winter. NHS bed capacity will be increased by the equivalent of at least 7,000 general and acute beds, helping reduce waits for admission from accident and emergency.</p><p>On 9 January, the Government announced £200 million to improve patient discharge and free up hospital beds, on top of the £500 million Adult Social Care Discharge Fund announced in December 2022. An additional £50 million in capital funding is being made to expand hospital discharge lounges and ambulance hubs to improve patient flow through hospitals, freeing up space in accident and emergency, and allowing ambulances to swiftly get back on the roads.</p><p>The Autumn Statement provides an additional £3.3 billion of NHS funding in both 2023/24 and 2024/25, enabling rapid action to improve urgent and emergency care performance toward pre-pandemic levels. The NHS will set out detailed recovery plans in the coming weeks, including ambitions to improve ambulance response times for Category 2 incidents and deliver year-on-year improvements in accident and emergency waiting times.</p>

The National Health Service winter resilience plan will increase NHS bed capacity by the equivalent of at least 7,000 general and acute beds, helping reduce crowding and long waits for admission from accident and emergency. Our plan for patients announced a £500 million Adult Social Care Discharge Fund, helping people get out of hospitals quickly, freeing up beds and reducing long accident and emergency waits. We are now investing a further £200 million to speed up patient discharge, through direct support to local areas buying thousands of extra beds in care homes and other settings.</p><p>The Autumn Statement provides an additional £3.3 billion of NHS funding in both 2023/24 and 2024/25 to enable rapid action to improve urgent and emergency, elective, and primary care performance towards pre-pandemic levels. In the coming weeks the NHS will set out detailed recovery plans to deliver year-on-year improvements in accident and emergency waiting times.</p>

The National Health Service in England is legally required to make funding available for sotrovimab in line with NICE’s recommendations.</p><p>The Government secured stocks of sotrovimab on behalf of all nations in the United Kingdom. At current levels of use, driven by the existing access policies, there is sufficient stock held to last until the latter half of 2024. Discussions are ongoing with the manufacturer to ensure that stock is available through normal commercial channels when this Government-owned stock is consumed.</p><p>Information on the proportion of hospitals with accident and emergency units that have supplies of Sotrovimab is not held.</p> more like this

star this property answer text <p>Decisions on individual staffing levels in accident and emergency are a matter for local National Health Service trusts to take in responding to patient demand and capacity pressures. We have commissioned NHS England to develop a long term plan for the NHS workforce for the next 15 years. This plan will help ensure that we have the right numbers of staff, with the right skills to transform and deliver high quality services fit for the future.</p><p>As of September 2022, there were almost 9,400 FTE doctors specialising in Emergency medicine. This is an increase of over 400 compared to a year ago. The Government is supporting accident and emergency services with £250 million announced on 9 January to support patient flow.</p> more like this

star this property answer text <p>The National Health Service is increasing bed capacity for winter 2022/23 by the equivalent of at least 7,000 general and acute beds to reduce waiting times for admission from accident and emergency (A&amp;E).</p><p>We have established a £500 million Adult Social Care Discharge Fund to assist medically fit patients to leave hospitals quickly, increase bed capacity and reduce waiting times in A&amp;E. This is in addition to the National Discharge Taskforce which aims to reduce delayed discharge across acute, mental health and community care settings by working with social care partners to implement best practice. We are also preparing for variants of COVID-19 and seasonal respiratory illnesses through an integrated COVID-19 booster and flu vaccination programme.</p> more like this

star this property answer text <p>A range of measures are in place to reduce accident and emergency waiting times in National Health Service hospitals. NHS England has set out a plan to substantially increase capacity and resilience this winter. NHS bed capacity will be increased by the equivalent of at least 7,000 general and acute beds, including a mix of new physical beds and expanding the use of innovative virtual wards to treat patients safely at home.</p><p> </p><p>Our plan for patients set out further urgent action, including £500 million for an Adult Social Care Discharge Fund, helping people get out of hospitals quickly, freeing up beds and reducing long waits in accident and emergency. The Government has also announced an additional £200 million to enable the NHS to immediately buy up beds in the community to safely discharge thousands of patients from hospital and free up hospital capacity helping free up hospital beds so people can be admitted more quickly from accident and emergency to wards, reducing pressure on emergency departments.</p>

star this property answer text <p>The Delivery Plan for Recovering Urgent and Emergency Care Services was published on 30 January. The plan aims to deliver one of the fastest and longest sustained improvements in emergency waiting times in the National Health Service's history, including bringing down accident and emergency (A&amp;E) wait times significantly over the next year and down towards pre-pandemic levels within two years.</p><p>This is supported by additional funding as was announced in the Autumn Statement which provides an additional £3.3 billion in each of 2023/24 and 2024/25.</p><p>The NHS is also building its bed capacity to be more resilient, expanding by the equivalent of 7,000 general and acute beds, helping reduce crowding and long waits for admission from A&amp;E. This is supported by work to get patients out of beds faster, including a £500 million discharge fund.</p> more like this

The Department does not hold hospital site level data on bed occupancy. The latest official statistics published by NHS England for May 2023 show that the general and acute bed occupancy rate at Frimley Health NHS Foundation Trust was 97.7%.</p><p>For the same period, general and acute bed occupancy in the South East was 94.3%, while the general and acute bed occupancy rate in England was 93.0%. Health is a devolved matter, and the Department does not report bed occupancy in the devolved nations.</p><p>As set out in the delivery plan for recovering urgent and emergency care services, there will be 5,000 more staffed beds this year, alongside an extra 3,000 virtual ward beds. This is backed by £1 billion of dedicated funding.</p><p>We are also investing £1.6 billion over the next two years to reduce the numbers of beds occupied by patients ready to be discharged, and Same Day Emergency Care services will be in place across every hospital with a major emergency department, helping avoid unnecessary overnight stays.</p>
