This is an average of six successful applicants per month.</p><p>In the current academic year we have introduced the new Troops to Teachers undergraduate route. This is not comparable to previous years as it is a dedicated undergraduate route which is only for service leavers.</p><p>982 service leavers applied to Cohort 1, and the application process ran for 4 months. 41 service leavers joined the programme in January 2014. This is an average of 10 successful applicants per month. It provides a route into teaching for non-graduates with relevant skills and experience. It is a school-based two year programme, at the end of which service leavers will have both a degree and Qualified Teacher Status.</p><p>982 service leavers submitted an initial application to cohort 1 of the new undergraduate Troops to Teachers programme. 332 of these applications went forward to be considered by the initial teacher training provider, which is the normal first stage for initial teacher training applications. 41 service leavers joined the Troops to Teachers programme in January 2014.</p><p>These figures represent only the first cohort of Troops to Teachers trainees. We are able to achieve this without any local authority receiving a cut to its per-pupil schools budget.</p><p> </p><p>We are able to deliver this boost by using money from within our protected schools budget and because HM Treasury will provide additional funding as required.</p><p> </p><p>The Department for Education intends to find the majority of the £350 million from within its existing protected schools budget as determined at the Spending Round in June 2013. We do, however, expect schools to have full regard to their responsibilities under equalities law, and to act sensibly, fairly and flexibly in the interests of all their students in setting their school uniform policy.</p><p>Any dress code for school staff is an issue for the employer, whether that is the governing body or the local authority. Local authorities (LAs) are also free to use their budgets for improvement and maintenance to support this objective. We allocated £1.4 billion to schools, LAs and the Academies Capital Maintenance Fund for maintenance and improvement in 2014-15.</p><p>On 6 March we launched a package of implementation support measures to help schools to provide meals to eligible pupils. This includes a national UIFSM support service, run by school food experts, which will offer advice and guidance to schools that need assistance in implementing UIFSM. The early years block per pupil units of funding in 2013-14 were £3,515 for Staffordshire and £5,930 for Brent. In 2013-14, high needs funding was no longer allocated on a per-pupil basis. However total high needs block funding for the year was £57.483 million for Staffordshire and £53.7 million for Brent.</p><p>In addition, since financial year 2011-12 schools have received pupil premium per qualifying pupil, which targets funding at pupils from the most deprived backgrounds to help them achieve their full potential. In 2012-13, coverage was expanded to include pupils known to have been eligible for free school meals at any point in the last six years. The Government's main programme to address the condition needs of the school estate is the Priority Schools Building Programme (PSBP) and the majority of work will be procured using the Education Funding Agency's (EFA) Contractors' Framework, which commenced in November 2013.</p><p>All PSBP procurements carried out by the EFA through this Framework will require the use of project bank accounts (PBAs)</p><p>PBAs differ from traditional construction industry payment arrangements whereby the procuring party under the building contract makes payment to the main contractor, who in turn makes payment down his supply chain. This can lead to delay and cashflow problems for small and medium sized businesses, who typically make up a significant proportion of the supply chain.</p><p>Instead, the procuring party will make payment into a trust account established specifically for the project. The majority of members of the supply chain are nominated as beneficiaries of that trust account, and the building contract requires that payment must be made from the PBA to the supply chain as soon as possible after the PBA is placed in funds, typically within three to four working days (although varying slightly depending on the specific banking arrangements).</p><p>There are a small number of PSBP projects being procured through a private finance route. For these projects, the project agreement does not deal with construction payments as no payment is made until the project is operational. Before that, payments for construction works are made by the single-purpose company (SPC) set up to carry out the project, to its subcontractors, and then down the contractual chain. The SPC's solvency is, in its contracts with first-tier subcontractors, protected by industry-standard provisions with which PBAs are not compatible. As Staffordshire already attracts funding above these levels, it will not receive additional money as part of these proposals. Staffordshire receives funding on a per pupil basis, so the amount allocated to schools in Staffordshire will increase in line with demographic growth.</p><p>Schools in Staffordshire local authority received over £22 million of pupil premium funding in 2013-14. This is a significant Government investment in addition to mainstream school funding. The characteristics we selected were as follows:</p><p>1. An age-weighted basic per pupil unit of funding; and</p><p>2. Additional units of funding for:</p><p>2.1. deprived pupils;</p><p>2.2. pupils with low attainment;</p><p>2.3. pupils with English as an additional language;</p><p>2.4. children who are looked after, for example in foster care;</p><p>2.5. a lump sum for all schools, regardless of size, to help with fixed costs; and</p><p>2.6. funding for schools serving sparsely populated rural areas.</p><p>These are all characteristics that local authorities already use in distributing schools funding. We looked at the average value attached by local authorities to each of these characteristics and used these as a basis for our proposed minimum funding levels for primary and secondary pupils and schools. 	answer	answer is ministerial correction date of answer 31/03/2014 answer text <p>The Chancellor announced in his Autumn Statement on 5 December that we would be providing over £1 billion of additional revenue funding over the next two financial years, and £150 million of capital funding in 2014-15, to support the introduction of universal infant free school meals.</p><p>On 6 March we published a departmental advice document which sets out further information about the funding available and about the support available to schools. This document is available at: https://www.gov.uk/government/publications/universal-infant-free-school-meals</p><p>On 6 March we also launched a support service, which consists of a telephone and online advice service for schools, local authorities and caterers and a direct-support service for schools facing significant challenges. The service is being provided by school food experts, the Children's Food Trust and the Lead Association for Catering in Education, in conjunction with a number of delivery partners.
