star this property answer text <p>Regular attendance at school is vital for children’s education, wellbeing, and long-term development. School attendance is mandatory, and parents have a duty, under Section 7 of the Education Act 1996 to ensure that their child of compulsory age (5-16) receives an efficient full-time education either by attendance at school or otherwise.</p><p>The department appreciates that barriers to attendance are wide and complex, particularly for pupils with Special Educational Needs and Disabilities (SEND). Addressing these requires strong relationships and close working between families, schools, local authorities, and other relevant local services. This is the intention of the attendance clauses in the Schools Bill.</p><p> </p><p>The Bill will put the department’s new attendance guidance ‘Working together to improve school attendance’ onto a statutory footing. This will ensure greater consistency in the attendance support offered to pupils and families, regardless of where in the country they live, and emphasises the importance of providing attendance support in an earlier and more targeted way to respond to pupils’ individual needs.</p><p> </p><p>The new guidance makes it clear that schools should develop and maintain a whole school culture that promotes the benefits of attendance, whilst recognising the interplay between attendance and wider school improvement efforts, such as strategies on mental health, wellbeing, and SEND. Schools will be expected to have sensitive conversations with pupils about their needs and work with families to develop specific support approaches for pupils with SEND. This includes establishing strategies for removing in-school barriers to attendance, ensuring attendance data of this group of pupils is regularly monitored to spot patterns and provide support earlier, including ensuring joined-up pastoral care is in place and referring pupils to support from other services and partners where necessary.</p><p> </p><p>These expectations, alongside the expectations placed on academy trust boards, governing bodies, and local authorities to work in conjunction with school staff to provide joined-up support for all pupils and families, will ensure that pupils with SEND are supported to attend school regularly.</p><p> </p><p>Alongside the new expectations in the Schools Bill, the department is currently consulting on proposed changes we want to make to the SEND and alternative provision (AP) system in England.</p><p> </p><p>The Special Educational Needs and Disabilities (SEND) and Alternative Provision (AP) Green Paper, which is open for public consultation until 22 July 2022, sets out the department’s proposals for a system that offers children and young people the opportunity to thrive, with access to the right support, in the right place, and at the right time.</p><p> </p>

star this property answer text <p>The Department for Exiting the EU has engaged with a range of higher education institutions and groups through visits, meetings and forums. Over the coming weeks and months the department will continue to engage with key stakeholders in business and civil society, including universities, through roundtables, bi-laterals and visits across the UK.</p><p>We have been clear that we want to create an environment in which the UK as a whole can continue to be a world leader in research, science and the tertiary education sector more broadly. The government has announced that UK researchers can still apply for Horizon 2020 projects and the Treasury will underwrite the payment of such awards, even when specific projects continue beyond the UK’s departure from the EU. Equally, existing EU students and those starting courses in 2017/18 will continue to be eligible for student loans and will be for the duration of their course.</p><p>Jo Johnson - Minister for Universities, Science, Research and Innovation – has also set up a forum with a number of senior representatives of UK research and innovation organisations to discuss opportunities and issues arising from the UK’s exit from the European Union. This group will work with Government to ensure it has the best evidence to keep the UK punching above its weight in research and innovation.</p>

star this property answer text <p>The former Minister for the School System met with representatives from All Saints school, the Diocese of Middlesbrough and York City Council in June to discuss the condition issues facing the school, and a capital adviser from the department visited the school in July to understand the condition of the buildings. I have written to the Member for York Central regarding this matter.</p><p>The department allocates annual condition funding to schools and those responsible for school buildings to support them meet their duties to maintain schools in safe and operational condition. Local authorities, large multi-academy trusts and large voluntary-aided bodies (such as dioceses) receive a School Condition Allocation to invest in priorities across the schools for which they are responsible.</p><p>The Dioceses of Leeds and Middlesbrough chain received a combined School Condition Allocation of £3,112,383 in the 2021-22 financial year to invest in improving the condition of their schools. All Saints Roman Catholic School also received a Devolved Formula Capital payment of £32,247 in the 2021-22 financial year to spend on their capital priorities.</p><p>The department is also replacing poor condition and ageing school buildings with modern, energy efficient designs through the School Rebuilding Programme. The first 100 schools in the programme have been announced as part of a commitment to 500 projects over the next decade. The department recently launched a consultation on its approach to prioritising schools for future rounds of the programme, which ran until 8 October 2021. star this property answer text <p>The department allocates annual condition funding to schools and those responsible for school buildings to support them to meet their duties in maintaining schools in a safe and operational condition.</p><p>Large Voluntary-Aided (VA) bodies are eligible to receive a School Condition Allocation (SCA) to invest in priorities across the schools for which they are responsible. VA bodies are also allowed to form a chain, and, if that chain meets the relevant eligibility requirements, to receive a single allocation of SCA.</p><p>The Dioceses of Leeds and Middlesbrough have formed a chain for the purposes of SCA and received an allocation of £3,112,383 in the 2021-22 financial year. It is for the Diocese of Leeds and the Diocese of Middlesbrough to collectively agree how to prioritise their allocation, taking account of capital need across their combined school estate. The department does not insist on any ringfencing of this grant other than the funding be spent on capital projects, within the permitted time frame and for the purposes set out within the terms and conditions.</p><p> </p>

star this property answer text <p>The current nomination round for the School Rebuilding Programme closes for nominations in March. Following that, we aim to select schools to proceed into the programme later this year. We have not yet assessed the nomination for any school in this round.</p><p>The department recently consulted on the approach to future selection rounds of the School Rebuilding Programme. The primary goal of the consultation was to seek views on how to prioritise schools fairly and effectively for the programme. star this property answer text <p>The department is aware of the condition issues facing the All Saints Roman Catholic School. The former Minister for the School System, my noble Friend, Baroness Berridge, met with the hon. member for York Central, as well as representatives from the school, the Diocese of Middlesbrough and York City Council in June to discuss this matter, and a capital adviser from the department visited the school in July to understand the condition need of the school. My noble Friend, the Minister for the School System, will also write to the hon. member for York Central to cover the issues in more detail.</p><p>Overall, the department allocated £1.8 billion in funding in 2021-22 to maintain and improve school condition. Local authorities, large multi academy trusts and large voluntary-aided bodies receive a School Condition Allocation to invest in priorities across the schools for which they are responsible.</p><p>Our aim for this condition funding is to ensure that responsible bodies receive a fair share of the available budget that takes into account their relative investment needs. The funding methodology for 2021-22 has been updated with the latest data from the school Condition Data Collection, which provides a high-level assessment of the relative condition of state funded schools. We expect responsible bodies to use their own detailed condition reports and knowledge to prioritise investment across their schools to address condition issues, including structural issues.</p><p>The Diocese of Leeds and the Diocese of Middlesbrough received a combined School Condition Allocation of £3,112,383 in 2021-22 to invest in improving the condition of their schools.</p><p>All Saints Roman Catholic School also received a Devolved Formula Capital payment of £32,247 in 2021-22 to spend on their capital priorities.</p><p>Over and above condition allocations, the department has also launched a new School Rebuilding Programme with a commitment to 500 projects over the next decade and has already announced the first 100 schools. We are consulting on how we will prioritise future places on the School Rebuilding Programme, and we welcome views from those with an interest in how the condition of the school estate is maintained and funded, including bodies responsible for school buildings. The department encourages All Saints Roman Catholic School, the diocese of Middlesbrough and York City Council to take part in the consultation and share their views on the future prioritisation of projects for the programme.</p>

With the significant impact of COVID-19 on children’s learning, the department’s priorities have inevitably had to focus on education recovery in the recent Spending Review. The government remains committed to the ambitions in the Plan for Cultural Education published in 2013, and will give consideration for a future arts premium in due course</p><p>In recognition of the merit of these subjects and how they contribute to a broad and balanced education in and out of school settings, the department will continue to invest around £115 million per annum in cultural education over the next three years, though our music, arts and heritage programmes.</p> more like this

star this property answer text <p>Children may be placed in police cells for several reasons, on which we do not hold data. However, the police, children’s social care, legal advisers, Crown Prosecution Service, and the youth justice system should work together to ensure that the time a child spends in police cells is reduced to the minimum.</p><p>Police custody is governed by the Police and Criminal Evidence Act 1984 (PACE) Codes of Practice, which makes it clear that children and young people are a protected group with specific vulnerabilities. The local authority has a duty (discharged by its youth justice services) to provide all under 18-year-olds with an appropriate adult. In addition to protection under domestic law, their treatment in detention is governed by the United Nations Convention on the Rights of Child, which the UK has signed and ratified.</p><p>The department’s statutory guidance, Working Together to Safeguard Children (2018) sets out a framework for the three local safeguarding partners (including the police) to work together to safeguard and promote the welfare of children and meet their needs. This guidance is clear that children who are offenders (or alleged offenders) are entitled to the same safeguarding as other children and due regard should be always given to their welfare. The full guidance can be accessed here: <a href="https://www.gov.uk/government/publications/working-together-to-safeguard-children--2" target="_blank">https://www.gov.uk/government/publications/working-together-to-safeguard-children--2</a></p><p>The fact that a child has been taken into police custody may indicate a wider safeguarding risk in their life which requires input from other agencies. The police’s Vulnerability Knowledge and Practice Programme, funded by the Home Office, identifies, and shares best practice across forces in responding to incidents involving vulnerable children.</p><p>The ideal situation is to prevent children coming into the justice system. Turnaround is a new £60m youth early intervention programme led by the Ministry of Justice. Building on the success of the Government’s Supporting Families programme, Turnaround will provide funding for youth justice teams to intervene earlier, working with children to address their needs and build on their strengths and help them access support to turn their lives around.</p><p>Where accommodating a child or young person in a specialist unit is appropriate, this should be actioned as soon as possible. Legislation introduced in 2017 banned the use of police cells as a place of safety for children in mental health crisis under the Mental Health Act 1983.</p>

star this property answer text <p>Ofcom runs an annual survey which publishes data on children’s access to technology, available here: <a href="https://www.ofcom.org.uk/research-and-data/media-literacy-research/childrens" target="_blank">https://www.ofcom.org.uk/research-and-data/media-literacy-research/childrens</a>. This data informed the Department for Education’s COVID-19 response through the Get Help with Technology programme.</p><p>The department has invested over £400 million to support access to remote education and online social care. Over 1.35 million laptops and tablets have been distributed to schools, colleges, academy trusts and local authorities, supporting disadvantaged children and young people who would not otherwise have access to a digital device.</p><p>The department has provided support for over 110,000 families to get online through uplifts in mobile data and 4G wireless routers. This included partnering with the UK’s leading mobile operators to provide free data to help over 33,000 disadvantaged children get online and delivering over 77,000 4G wireless routers for pupils without connection at home.</p><p>The department has recently announced new funding to support schools and colleges in providing internet access for disadvantaged pupils whose face-to-face education is disrupted during the autumn term. We have continued to enable ordering of 4G wireless routers for pupils without internet access.</p><p>The department supports the role of the Department for Digital, Culture, Media and Sport (DCMS) in leading digital inclusion across government. We are working closely with DCMS to improve broadband connections in schools. DCMS has powers to address some affordability issues for some telecoms services.</p><p> </p>

Most are paid according to local government pay scales, and all are required to be paid at least the statutory minimum wage.</p><p>While the department does not set the pay for non-teaching staff, we can confirm that an agreement has been reached regarding support staff pay. Eligible support staff on pay spine points 2 and above will receive a 1.75% per annum pay rise, payable from April 2021, with staff on point 1 receiving a 2.75% rise.</p><p>TAs have a critical role in provide a huge breadth of support to pupils in different contexts, including supporting pupil outcomes. The department recently published the Special Educational Needs and Disabilities (SEND) and Alternative Provision (AP) Green Paper, which highlights the key role of TAs in supporting children and young people with SEND to access learning in the classroom. We will set out clear guidance on the effective use and deployment of TAs to support children and young people with SEND as part of the national standards.</p><p>The Education Endowment Foundation has produced guidance for schools on making the best use of TAs and has conducted research which highlights the benefits made by TAs on pupil attainment and learning when deployed in educational settings.</p>
