star this property answer text <p>a) Budget</p><p>• Decisions on the size of the Police Transformation Fund (PTF) are made by Ministers as part of the annual Police Funding Settlement. The Final Police Funding Settlement voted for by Parliament in 16/17 included PTF of £76m, and £175m for 17/18 and 18/19. The Final Police Funding Settlement for 19/20, debated in Parliament today, includes £175m for the PTF. Each of these years include a Spending Review commitment to fund a national Firearms Uplift.</p><p>• So far the planned spend for 19/20 is limited to existing commitment levels and, subject to Ministerial agreement, further funding allocations will be confirmed as per recommendations by the Police Reform and Transformation Board (PRTB) to further progress its Reform Portfolio.</p><p>b) Force level allocation</p><p>• Recommendations on the use of the sector led PTF is made by the PRTB to Ministers for final decision. The PRTB use the National Policing Vision 2025, agreed with the sector to identify priority areas of Police Reform with bids commissioned from Lead Forces that deliver programmes and projects. star this property answer text <p>With the exception of funding for counter-terrorism policing, central Government funding to the police is provided to Police and Crime Commissioners (PCCs) on a non ring-fenced basis. Decisions about the allocation of police resources and deployment of officers, within the force area, are for Chief Constables and democratically accountable PCCs. They are responsible for ensuring the needs of the local community are met.</p><p>Before making decisions on the 2018/19 police funding settlement, I spoke to every police force in England and Wales to understand how demands on them were changing. This year, police funding will increase by £460m including a £280m increase in funding from precept. Most PCCs have set out plans to use this additional income to protect or enhance front line policing, and several are currently recruiting new officers.</p> more like this

star this property answer text <p>While the independent Crime Survey for England and Wales continues to show that, for those crimes covered by the Survey, people in rural areas are less likely to be the victims of crime than those in urban areas, we do recognise the impact that crime can have on rural communities. However, it is for chief constables and Police and Crime Commissioners, as operational leaders and elected local representatives, to decide how best to deploy resources to manage and respond to crime, in both rural and urban areas alike.</p> more like this

star this property answer text <p>While it is expected that a person experiencing a mental health crisis should normally be transported by ambulance, there are circumstances in which for public safety reasons use of a police vehicle may be deemed necessary. Where police vehicles were used during 2017/18 in 62% of cases this was due to a risk assessment or an ambulance was not requested or the reasons was not recorded.</p><p>The costs of such use will vary depending on the circumstances of individual cases and cannot easily be calculated. Nevertheless the Government has been very clear that the inappropriate use of police vehicles is undesirable from a patient perspective and abstracts police from their core policing duties.</p><p>The Home Office is therefore working with police and health partners to find ways of identifying the reasons for and reducing conveyance by police vehicle. In addition the NHS Long Term Plan includes plans to introduce new mental health vehicles to reduce inappropriate use of ambulances and police vehicles.</p>

star this property answer text <p>When deciding whether to certify an extradition request, the Secretary of State follows the following criteria as set out in Section 70 of the 2003 Extradition Act: -</p><p>(1) The Secretary of State must issue a certificate under this section if he receives a valid request for the extradition to a category 2 territory of a person who is in the United Kingdom.</p><p>(2) But subsection (1) does not apply if the Secretary of State decides under section 126 that the request is not to be proceeded with.</p><p>(3) A request for a person’s extradition is valid if— <br>(a) it contains the statement referred to in subsection (4), and <br>(b) it is made in the approved way.</p><p>(4) The statement is one that the person— <br>(a) is accused in the category 2 territory of the commission of an offence specified in the request, or <br>(b) is alleged to be unlawfully at large after conviction by a court in the cate-gory 2 territory of an offence specified in the request.</p><p>(5) A request for extradition to a category 2 territory which is a British over-seas territory is made in the approved way if it is made by or on behalf of the person administering the territory.</p><p>(6) A request for extradition to a category 2 territory which is the Hong Kong Special Administrative Region of the People’s Republic of China is made in the approved way if it is made by or on behalf of the government of the Re-gion.</p><p>(7) A request for extradition to any other category 2 territory is made in the ap-proved way if it is made— <br>(a) by an authority of the territory which the Secretary of State believes has the function of making requests for extradition in that territory, or <br>(b) by a person recognised by the Secretary of State as a diplomatic or consu-lar representative of the territory.</p><p>(8) A certificate under this section must certify that the request is made in the approved way.</p><p>(9) If a certificate is issued under this section the Secretary of State must send these documents to the appropriate judge— <br>(a) the request; <br>(b) the certificate; <br>(c) a copy of any relevant Order in Council.</p>

star this property answer text <p>When an adult detainee in police custody is identified as being mentally disordered or otherwise mentally vulnerable, the Police and Criminal Evidence Act 1984 Code of Practice C (detention) and H (detention – terrorism) requires the police to call for an appropriate adult. Whilst there is no explicit statutory requirement for provision of appropriate adults in these circumstances, there are currently various commissioning arrangements in operation across England and Wales to meet appropriate adult demand, led principally by local authorities.</p><p> </p><p>In recognition of the importance of appropriate adult support for vulnerable adults, and the challenges identified by the National Appropriate Adult Network in their report ‘There to Help: Ensuring provision of appropriate adults for mentally vulnerable adults detained or interviewed by the police’, the Government is working with partners through the Vulnerable Adult Working Group to explore how best to improve appropriate adult support across England and Wales.</p><p> </p><p>There are currently no plans to introduce a specific statutory requirement concerning provision.</p>
