star this property answer text <p>The COMPASS contract lays down requirements for accommodation standards and for the receipt of enquiries and complaints from service users. The providers are contractually required to provide safe, habitable, fit for purpose and correctly equipped accommodation to comply with relevant mandatory and statutory requirements in relation to housing, including the Housing Act 2004 and the Decent Home standards. <br><br>G4S provide a 24-hour helpline which provides support, advice and opportunity to raise complaints for service users. In addition, G4S and the Home Office conduct regular accommodation inspections across G4S’ property portfolio which presents the opportunity to ensure appropriate accommodation standards are being met and that service users are getting the right level of service.</p><p> </p><p> </p><p> </p> more like this

star this property answer text <p> </p><p>The Home Office has a rigorous contract compliance regime in place including <br>monthly meetings with providers, quarterly and biannual strategic meetings. <br>These aim to ensure the required performance standards expected of all <br>providers as defined in the contracts is met. In addition, the COMPASS <br>contracts contain minimum standards of welfare that the provider must ensure is <br>provided to asylum applicants, this includes briefing applicants on services to <br>which they are entitled. For example giving details of how to use facilities in <br>the accommodation, access to essential services in the local area and contact <br>details for the provider and department so any concerns can be addressed.</p><p> </p> more like this

COMPASS providers have a responsibility to <br>provide suitable accommodation to asylum applicants. The COMPASS contracts <br>allow providers to use alternative or temporary initial accommodation (IA) as <br>contingency in exceptional circumstances, for example when the existing <br>nominated IA is full. This may include the use of hotels for a short term <br>period until such time as the asylum seeker is accommodated in the IA or <br>provided with dispersal accommodation.</p><p> </p> more like this

star this property answer text <p> </p><p>It is a statutory requirement that social housing meets the Decent Homes <br>Standard as defined in the Housing Act 2004.<br><br>All COMPASS contracts incorporate the requirements of the Decent Home Standards <br>for social housing as part of the contractual performance management <br>arrangements and are robustly monitored through three key performance <br>indicators which relate specifically to property standards. <br><br>Providers are required to inspect all properties on a monthly basis or at the <br>point when a service user first occupies the property. In addition, the Home <br>Office has a team of 17 contract compliance officers who also closely monitor <br>property standards as part of their contract compliance and assurance role.<br><br>Any failure of the critical service levels may result in financial penalties.</p><p> </p> more like this

star this property answer text <p> </p><p>The COMPASS contracts lay down requirements for the management of enquiries and <br>complaints received in respect of accommodation services provided to asylum <br>seekers.<br><br>COMPASS providers have a complaints service in place through which the asylum <br>seeker, their representative, the voluntary sector or local authorities can <br>raise concerns or issues direct. Providers also provide asylum seekers with a <br>detailed briefing on how they can raise a complaint as part of the move in <br>process. Asylum seekers can raise a complaint in a confidential way, and with <br>the assistance of an interpreter when required.<br><br>The complaints process is subject to performance management under the Key <br>Performance Indicators regime. Providers are required to report their <br>performance in terms of dealing with complaints on a monthly basis. In <br>addition, the Home Office has a team of 17 contract compliance officers who <br>also closely monitor complaints made to providers or made direct to the Home <br>Office as part of their contract compliance and assurance role.<br><br>Any failure of the critical service levels may result in financial penalties.</p><p> </p>

star this property answer text <p>COMPASS Accommodation providers must abide by specific standards, including rules on shared dwellings. The Home Office monitors the performance of the providers against quality and safety standards to ensure the suitability of accommodation provided for asylum seekers and works with providers to improve these where necessary. Poor performance by the providers can also have financial ramifications if they are found to be non-compliant.The Home Office has established working arrangements with all local authorities to consider the placement of asylum seekers in each area to ensure minimal impact on services and community cohesion. Local authorities are notified of all asylum seekers moving into their area, and they have an obligation to perform a duty of care for all their residents regarding health, social services and schooling for minors. In addition Home Office has appointed three Service Delivery Managers (SDM) to work in partnership with the COMPASS providers and external stakeholders, principally local authorities. The role of the SDM is to arbitrate in difficulties between providers and local authorities.</p><p> </p><p> </p><p> </p>
