	answer	answer is ministerial correction date of answer 22/07/2014 answer text <p> </p><p>The Zoo Licensing Act 1981, which sets out comprehensive licensing and inspection requirements for zoos, implements the EC Zoos Directive in Great Britain. Responsibility for administering these requirements rests with local authorities, which have powers to check compliance with zoo licences, to impose conditions and to take action. Ultimately this could mean closing part, or all, of a zoo if the requirements of the legislation are not met. This in turn ensures our compliance with the Directive.</p><p> </p><p> </p><p> </p><p>In response to concerns about how local authorities were carrying out this role, Defra commissioned research into local authority implementation of the Act. The 2011 report, which looked at the period 2008-2010, found no serious problems and indeed there was evidence of significant improvements in a number of areas during this time.</p><p> </p><p> </p><p> </p><p>The report made suggestions for further improvements, such as updating guidance and zoo inspection report forms. This includes migratory species, both on land and at sea.</p><p> </p><p> </p><p> </p><p>The developers of major infrastructure projects such as offshore wind farms are required to assess their impacts on the environment, including birdlife, and mitigate or compensate for impacts that cannot be avoided. 	answer	answer is ministerial correction date of answer 15/12/2014 answer text <p>We recognise that the internet can be used as a route for wildlife-related criminal activity, including illegal trade in species covered by the Convention on International Trade in Endangered Species (CITES).</p><p> </p><p> </p><p> </p><p>The illegal trade in CITES species is one of the six UK wildlife crime priorities and action to tackle such trade is spearheaded by the UK CITES Priority Delivery Group (CPDG) comprising Border Force, the Metropolitan Police Wildlife Crime Unit and the National Wildlife Crime Unit (NWCU). Defra has provided additional funding to the NWCU this year to conduct research into wildlife crime on the internet and we will be considering the findings of their report.</p><p> </p><p> </p><p> </p><p>Powers are available in the UK to tackle illegal internet trade in wildlife products under the Control of Trade in Endangered Species (COTES) legislation. This legislation is currently under review. The review will consider trends in illegal trade and the enforcement practices needed to combat this, including the increasing use of the internet to conduct trade in wildlife products.</p><p> </p><p> </p><p> </p><p>More broadly the National Crime Agency (NCA) focuses on the relentless disruption of serious and organised criminals and those that present the highest risk to the UK and its communities. Where high risk organised criminals are engaged in illegal wildlife trade the NCA will lead, support or coordinate an appropriate level of response. The London Conference Declaration contained 25 commitments to action on enforcement and criminal justice, eradicating the market for illegal wildlife products and sustainable livelihoods.</p><p> </p><p> </p><p> </p><p>A report describing the UK’s progress on delivering the commitments made in the London Conference Declaration will be published this spring. We have also designed a £10 million package, over four years, to support international action to tackle the illegal wildlife trade, focused on the themes discussed at the London Conference. As part of this package, 19 projects around the world will receive over £5.3 million through the Illegal Wildlife Trade Challenge Fund.</p><p> </p><p> </p><p> </p><p>The UK is producing a progress report on behalf of all the countries and Intergovernmental Organisations which adopted the London Conference Declaration.
