star this property answer text <p>The NHS Long Term Plan, published 7 January 2019, sets out a vital strategic framework to ensure that over the next 10 years the National Health Service will have the staff it needs, so that nurses have the time they need to administer the expert compassionate care they are committed providing.</p><p> </p><p>The Interim People Plan published June 2019, commits to providing clinical placement funding for an additional 5,000 clinical placements for pre-registration nursing and midwifery training each year.</p><p>In support of this commitment, NHS Improvement and NHS England are currently delivering a rapid clinical placement expansion programme, working with trust directors of nursing to provide targeted support and resource to increase placement capacity for the September 2019 intake, and will undertake a comprehensive review of clinical placement activity to increase expansion and student intakes in future years.</p><p> </p><p> </p> more like this

star this property answer text <p>The National Health Service published its Interim People Plan on 3 June. This ‘Workforce Implementation Plan’ sets out the actions required to meet the health requirements of the population outlined in the Long Term Plan. The Interim People plan puts NHS people at the heart of NHS policy and a key programme is to make the NHS the best place to work. It was developed by engaging widely with staff, patients, employers, professional organisations, regulatory bodies, voluntary sector, academia and other experts. A new offer for all NHS staff will be developed.</p><p> </p><p>A Written Ministerial Statement (<a href="https://www.parliament.uk/business/publications/written-questions-answers-statements/written-statement/Commons/2019-06-04/HCWS1587/" target="_blank">HCWS1587</a>) was laid before the House on 4 June 2019 announcing the launch of the Interim NHS People Plan with the expectation that the final NHS People Plan will be published soon after the conclusion of the Spending Review later this year.</p>

It sets out a plan of action to meet the long-term challenges of supply, reform, culture and leadership, and puts NHS people at the heart of NHS policy and delivery.</p><p>In developing this plan, the NHS has engaged widely with staff, patients, employers, professional organisations, regulatory bodies, voluntary sector, academia and other experts.</p><p>In advance of publishing the final People Plan, the NHS will establish a national programme board to address geographical and specialty shortages in medicine. We expect the final People Plan to be published soon after the Spending Review.</p> more like this

star this property answer text <p>Following the publication of the NHS Long Term Plan in January this year, the National Health Service has been working with a broad range of experts to lead the development of a new People Plan. The aim of the plan is to provide clarity and detail to the 10-year workforce vision set out in the Long Term Plan, including making sure the NHS has the staff it needs.</p><p>The plan’s initial recommendations will be presented to the Department this spring, with the final People Plan currently scheduled for publication following the Spending Review.</p> more like this

star this property answer text <p>As at December 2018, the National Health Service employed near-record levels of staff, with an increase of almost 72,800 full time equivalent staff since 2010. There are currently over 52,000 nurses in undergraduate training, over 30,000 doctors in undergraduate training, and over 50,000 doctors currently in foundation and specialty postgraduate medical training.</p><p> </p><p>The Government is already increasing nurse training places by 25%, with 5,000 additional nurse training places available every year from September 2018. Additionally, in 2018, up to 5,000 nursing associates commenced training through the apprentice route and the Department has a commitment to train up to a further 7,500 in 2019. The Government also made a commitment to have 5,000 additional doctors in general practice. The Department has started to roll out an extra 1,500 medical school places for domestic students, with the first 630 places taken up in September 2018. By 2020, five new medical schools will have opened to help deliver the expansion.</p><p> </p><p>Furthermore, the NHS Long Term Plan sets out a vital strategic framework to ensure that over the next 10 years the NHS will have the staff it needs, so that nurses and doctors can administer the expert compassionate care they are committed to providing. Baroness Dido Harding, Chair of NHS Improvement, working closely with Sir David Behan, Chair of Health Education England, will lead a number of programmes to develop a detailed workforce implementation plan. Baroness Harding and Sir David will present these initial recommendations to the Department this spring.</p>

star this property answer text <p>Supporting the mental health of National Health Service staff is the responsibility of NHS employers. NHS trusts are being supported to do this through the NHS staff health and wellbeing framework and NHS Improvement’s NHS staff health and wellbeing collaborative. Both incorporate the mental health standards in ‘Thriving at Work – a review of mental health and employers’ produced by Mind.</p><p> </p><p>Recommendations from the ‘NHS Staff and Learner Mental Wellbeing Programme’ report are being prioritised. The report contained recommendations to support improved mental wellbeing and address gaps or deficiencies in the system, including:</p><p>- the introduction of the Well Being Guardian in every NHS trust and for primary care at a local level to be determined;</p><p> </p><p>- the development of personal wellbeing supervisors for learners that are distinct from those assessing the learner and check-ins with those tutors within two weeks of placement;</p><p> </p><p>- a national NHS protocol implemented in every NHS organisation to independently examine the death by suicide of any member of NHS staff or a learner working in the NHS; and</p><p> </p><p>- the creation of/facilitating access to ‘safe spaces’ which are accessible to all to be used for reflection, learning and during breaks.</p><p> </p><p>The Workforce Implementation Plan (WIP) announced in the NHS Long Term Plan is prioritising recommendations from Health Education England’s ‘Mental Health Commission on NHS staff and learners’ which should give staff access to board level Well Being Guardians and personal wellbeing supervisors, complementing work with the Care Quality Commission and NHS Improvement to ensure staff have high quality supportive supervision and are not asked to work excessive hours. Staff now report any pressure to work excessive hours to the Guardian of Safe Working.</p><p> </p><p>The WIP is also expected to include proposals for making the NHS the best place to work with further commitments to improve staff health and wellbeing, tackling violence, abuse and bullying of staff and provide better opportunities for flexible working.</p>

star this property answer text <p>The numbers of contingent labour working on the Procurement Transformation Programme have fluctuated over the lifecycle of the programme in line with the different levels of requirements needed for procurement work and then moving into transition, with delivery and specific project and contractual milestones needing specialist skillsets. Current contingent labour numbers are 74 as at 29 March 2019.</p><p> </p><p>Supplier resource is agreed based on work packages and costs, not headcount. There are multiple suppliers including public sector bodies and they are required to deliver the work on time and to agreed contractual cost. The programme has no view on how many resources the supplier requires to complete the work.</p><p> </p><p>The programme currently has 11 civil servants working in key positions on the programme with programme director and Senior Responsible Officer included in these numbers as at 29 March 2019.</p> more like this
