star this property answer text <p>The Ministry of Justice published Experimental Statistics in October 2018, which estimated the numbers of former service personnel in the prison population. The department is due to release the next estimate in October 2019.</p><p> </p><p>This new analysis indicated that as at 30 June 2018, 2032 prisoners had declared as ‘ex-service personnel’ when they were first received into custody between January 2015 and June 2018. The attached table shows the number of ex-service personnel serving a prison sentence in all prisons in Yorkshire as at 30 June 2018.</p><p> </p><p>The Ministry of Justice is committed to ensuring that those who have served in the Armed Forces and who find themselves in the Criminal Justice System are able to access support, whether they are serving their sentence in custody or in the community.</p> more like this

star this property answer text <p>The Probation Service is responsible for producing Pre-Sentence Reports (PSRs) when they are requested by the Court. A PSR includes a sentencing recommendation based on an offender's individual circumstances and consideration of public protection concerns, alongside suitable rehabilitative and punitive requirements.</p><p>A PSR can be delivered to Courts in a range of formats including the longer written Standard Delivery Report (SDR), and the Short Format Report (SFR) which can be delivered in written or oral format.</p><p>The key principles for decisions on the format of report delivery to Court are:</p><ol><li>What information is available to the PSR author and the Court on the day of sentence. Access to information regarding risk from other agencies does inform the risk assessment and so can affect proposals to the court. Where this information is not available on the day, the impact of this needs to be assessed to determine whether a longer adjournment is needed.</li><li>Complexity of the risk assessment. The presence of factors that require additional assessment, professional discussion, and / or multiple enquiries to aid risk assessment has an important bearing on whether reports should be delivered on the day of request or adjourned for further assessment.</li></ol><p>As a general rule all report types are suitable for use across the sentencing thresholds. Guidance is available for probation staff to assist them in determining when to request for a longer adjournment to facilitate an SDR report.</p><p>The Probation Service is working on a range of initiatives to increase the number of cases in which the Courts receive written reports. These are:</p><ul><li>A pilot scheme across fifteen courts, aimed at targeting written reports at specific cohorts where a more detailed exploration of complex issues relating to trauma, maturity and the loss of liberty may be needed.</li><li>Rolling out across England and Wales a scheme to provide PSRs on committal from magistrates’ courts to the Crown Court, following a successful pilot in Bristol. The Probation Service continues to utilise a PSR before plea process, which enables PSRs to be prepared on cases ahead of the first hearing if an indication of an intended guilty plea is given.</li><li>Supporting case progression in appropriate cases with PSRs prepared in advance of first hearing at both Crown and Magistrates’ Courts.</li></ul>

star this property answer text <p>We are committed to supporting restorative justice as a way to help victims cope and, as far as possible, recover from the impact of crime. That is why, under the Code of Practice for Victims of Crime (‘the Victims’ Code’), all adult victims must be told about the option of restorative justice and how to access it. We also provide Police and Crime Commissioners with grant funding for victim support services, including restorative justice services. They are best placed to assess local need and commission services based on the needs of the population in the local area. Restorative justice services should be targeted to the most appropriate cases, where we have clear evidence for the benefits of that approach and should only take place when both the victim and the offender agree, and it is considered safe.</p><p> </p><p>HMPPS has work underway to look at how to better support MoJ funded restorative justice. This work is aimed at identifying the factors supporting quality practice and to test effective, evidence-based access to, and delivery of RJ services.  HMPPS will also work with PCC areas to improve referrals to RJ services. Once complete HMPPS will share the lessons learned more widely.</p><p> </p><p>We do not currently plan to publish a restorative justice action plan because it is not clear that this is necessary or an appropriate fit with the existing activity to improve the consistent and targeted provision of restorative justice services at a local level.</p>

The draft NHS Standard Contract for 2020/21 includes a proposal for annual targets for trust and clinical commissioning group-level reductions in <em>E. coli</em>, Methicillin-Sensitive Staphylococcus aureus, Klebsiella and Pseudomonas bloodstream infections. The draft contract is out for consultation until 31 January 2020.</p><p> </p><p>The NHS Standard Contract will continue to include targets for both methicillin-resistant Staphylococcus aureus (MRSA) and Clostridium difficile (CDI). The zero-tolerance approach for MRSA bacteraemia will continue, and all acute providers submit monthly data on all positive MRSA bacteraemia specimens. CDI thresholds are published annually by NHS England and NHS Improvement and all acute providers must report positive CDI specimens.</p><p>National targets for vaccine preventable disease/immunisation are 95% national coverage for key vaccines, and 50% coverage for the childhood flu vaccine. The UK has also committed to meeting the World Health Organization elimination targets for hepatitis C, hepatitis B and Tuberculosis (TB) ahead of 2030, and is committed to eradicating HIV transmission in England by 2030 (Public Health England’s infectious disease strategy).</p>

star this property answer text <p>No services have transferred from secondary to primary care during the COVID-19 pandemic. A number of steps have been taken to ensure patients can be treated safely, and that sufficient capacity was available in hospitals to treat patients with COVID-19. No updates to the NHS Standard Contract were required to facilitate these changes, which included:</p><p>- All practices have adopted total triage model, allowing them to appropriately treat patients either face to face or remotely;</p><p>- COVID-19 Clinical Assessment Service arrangements were put in place to supplement existing 111 services, to ensure patients were assessed and referred to appropriate treatment in the community or in hospital as required, and;</p><p>- New discharge funding arrangements have been in place to ensure allow the safe and rapid discharge of those people who no longer need to be in a hospital bed. This funding has allowed patients to be quickly discharged either to their homes, for rehabilitation or short-term care, or for ongoing nursing care, often in a bedded setting.</p><p> </p><p>Ongoing collaboration between secondary and primary care providers is essential to ensuring patients are treated appropriately, led by local systems.</p><p> </p><p> </p>

star this property answer text <p>Following discussions between the Department and NHS England and NHS Improvement, Integrated Care System (ICS) boundaries which are not aligned with local authority boundaries are being reviewed to ensure future arrangements can support effective partnership working between the National Health Service and local government. South Yorkshire and Bassetlaw ICS has been identified as one of the areas included in this boundary review. NHS England and NHS Improvement will continue supporting any affected ICS to ensure they are able to achieve the greatest effectiveness and opportunity from their current working arrangements.</p><p>Along with placing ICS on a statutory footing, greater alignment of ICS and local authority boundaries will help bring together the delivery of health services, the delivery of social care and the delivery of local public health advice and services into and across shared geographical footprints. This will support areas to continue to address issues that rely on joined up approaches such as tackling health inequalities.</p>

star this property answer text <p>The Getting It Right First Time (GIRFT) programme is now embedded within NHS England and NHS Improvement’s programmes to improve quality and productivity, ensuring best practice is adopted throughout the National Health Service. GIRFT practices are incorporated into the Pathway Redesign Programme and fast track surgical hubs, which are tackling waiting lists in high volume, low acuity specialties such as orthopaedics by increasing surgical productivity across the NHS.</p><p>GIRFT metrics are also used in the model hospital system, which is a digital tool that provides an overview of a trust’s opportunities to enhance productivity. This enables peers to benchmark directly against one another and identify where improved practices can be adopted across the NHS.</p> more like this

An estimated 96% of general practitioners and 98% of consultants are out of scope of the taper based on National Health Service earnings.</p><p>An individual may choose to reduce their working hours or take early retirement for a range of reasons. The Department monitors retirement patterns and hours worked by senior doctors. star this property answer text <p>The publication of the female offender strategy on 27 June is the start of a new and significant programme of work to deliver better outcomes for female offenders at all points of the justice system. It sets out our vision to see fewer women in custody, especially on short-term sentences, and a greater proportion of women managed in the community successfully.</p><p> </p><p>Our vision for the ‘residential women’s centres’ pilot is the provision of an intensive residential support package in the community for women at risk of, or having served, short custodial sentences. The intention is to divert them from custody where appropriate and support them to address the underlying causes of their offending behaviour.</p><p> </p><p>We are not aware of any past or existing provision that fully accords with this, therefore we are unable to provide any information about how many places in women’s residential centres were funded by the Government in each year since 2010. However, there are several similar small-scale models such as Willowdene Farm, Anawim and Threshold Housing First, whose experiences and knowledge will be used to inform the work undertaken in the residential women’s centres pilot.</p>

star this property answer text <p>Our Female Offender Strategy is committed to improving outcomes for women at all stages of the justice system, and this includes supporting those who have children. We know that female prisoners are more likely than male prisoners to be a primary carer and imprisoned mothers are more likely to be living with their children prior to custody – around 60% of women compared with about 45% of men in prison who have children. Figures from a 2015 data matching exercise with the Ministry of Justice and the Department for Work and Pensions showed that between 24% and 31% of all female offenders were estimated to have one or more child dependents.</p><p><br>We know that when coming into contact with the criminal justice system, some women choose not to disclose that they have dependent children for a number of reasons. As such, iIt is difficult to create an accurate estimate of the number of women who choose not to disclose and to provide appropriate targeted support. However, we want all women to feel safe enough to disclose and are taking steps to encourage this, as outlined below. This includes, but is not limited to, ensuring that the National Probation Service’s pre-sentence reports, which assist the court in making sentencing decisions, highlight the fact an offender has dependent children and supporting the roll out of the ‘Safeguarding Children When Sentencing Mothers’ training material developed by Dr Shona Minson.</p>

The MoJ has provided funding to both, but does not oversee their work and bears no responsibility for maintaining records of them. Maps have been produced in the past showing snapshots of their number and location at that point in time. The women’s centres map was published in guidance for the police on working with vulnerable women, alongside the female offender strategy in June 2018; the rape support centres map has been shared with various stakeholders, but has not been published and there are no plans at present to publish it.</p><p>Our female offender’s strategy sets out a programme of work to improve outcomes for female offenders, based on our vision of seeing fewer women entering the justice system and serving short custodial sentences, and better conditions for those women in custody. We are keen to work in partnership with women’s centres and other local organisations to deliver this vision.</p> more like this

star this property answer text <p>Our probation staff do a vital and challenging job reforming offenders and protecting the public.</p><p>In 2017, HMPPS benchmarked the pay ranges within the NPS and found them appropriate and in alignment with other public sector workforces. The time taken for new staff to reach the top of their probation pay scale is judged against them acquiring the unique and necessary skills and competencies to be a proficient probation officer. This is not comparable to the time taken to progress in other public sector roles.</p> more like this
