It focuses on reducing reoffending by addressing the health needs of offenders that may be contributing to their offending behaviour.</p><p> </p><p>The protocol is operating across five courts within England (as health is devolved in Wales). These sites are Milton Keynes, Northampton, Birmingham, Sefton and Plymouth. The NHS Long Term Plan, published in January 2019 includes a commitment by NHS England to build on these pilots. We remain committed to taking each recommendation from that review forward in some way.</p><p>Ensuring that the courts are both transparent and comprehensible is essential, and publishing sentencing remarks would enable greater public understanding of sentencing decisions. We continue to consider how recommendation 13 could be taken forward. We currently contract with a number of suppliers to provide service to us in a number of different ways. Predominantly we contract with suppliers for outcome based deliverables and as such the supplier is responsible for assessing how many resources they need to deliver. 	answer	answer is ministerial correction date of answer 29/03/2019 answer text <p>Young people with speech and language difficulties are particularly vulnerable, and we are seeking to ensure that those who work with children and young people with a high prevalence of speech, language and communication needs, are trained in recognising and responding appropriately to these needs. Over the last three years we have provided free, national training for Youth Justice professionals supporting them to identify children’s special educational and disability needs and deliver effective engagement and positive long-term outcomes.</p><p> </p><p>Furthermore, in 2015, the Youth Justice Board (YJB) and Royal College of Speech and Language Therapists (RCSLT) published joint practitioner guidance about how to identify children with speech, language and communication needs, how to communicate more effectively with them and how to make written information more accessible.
