	answer	answer is ministerial correction date of answer 24/06/2019 answer text <p>Current updated River Basin Management Plans, published in 2016, provide the framework for protecting and improving the water environment for wildlife, people and the economy for the period up to 2021. Plans for England confirm over £3 billion of investment by 2021, leading to improvements in at least 680 water bodies, with an overall target to enhance at least 5000 miles of waters by 2021. These plans will be reviewed and updated in 2021 to take account of progress that has been made and what can be achieved by 2027.</p><p> </p><p>Over the last two decades there have been significant improvements in water quality in rivers. Independent analysis of Environment Agency (EA) data by the University of Cardiff in 2014 showed that wildlife such as Atlantic salmon, mayflies, and dippers dependent on cleaner waters have been progressively recolonising in England's urban rivers over this 20 year period. However, there is still more to do to improve river habitats and to protect the environment from deterioration in the future.</p><p> </p><p>For recreational swimmers, there are over 400 locations in England formally designated as bathing waters which are managed to meet stringent water quality standards to protect health. The EA monitors these waters throughout the bathing season (May to September), investigates pollution sources and works with partners to reduce pollution risks. The EA also issues daily forecasts of bathing water during the bathing season on the internet to help inform bathers of pollution risks. Woodland creation is a key activity of our 25 Year Environment Plan.</p><p> </p><p>The Government already provides a range of support to landowners to plant trees through Countryside Stewardship, the Woodland Carbon Fund and the HS2 Woodland Fund. These are open to new applications from farmers and landowners who can meet the criteria for funding.</p><p><strong> </strong></p><p>In the Autumn Budget the Government announced an additional £60 million for tree planting initiatives, comprising £10 million to fund urban tree planting and £50 million for a Woodland Carbon Guarantee scheme. All known exports of catch from the UK glass eel fishery in recent years have been destined for the known legal market in the EU for restocking and aquaculture.</p><p> </p><p>Moreover, the UK continues to contribute to and support Operation Lake – Europol’s operation to tackle illegal eel trafficking across international borders. This proposal will ensure the packaging labelling scheme will be: (a) highly visible, (b) unambiguous and (c) on the front of packaging.</p><p> </p><p>The consultation closed on 13 May and we are currently analysing the responses. Our consultation on ‘consistency in household and business recycling collections in England’ sought views on how to do this. Key ambitions include delivering a 65% municipal waste recycling rate by 2035, a minimum 70% recycling rate for packaging waste by 2030 and implementing a deposit return scheme for drinks containers, subject to consultation. The publication of the Strategy, setting out the long-term policy environment will encourage and support the required investment.</p><p> </p><p>Specific measures taken by the Government that are already supporting the creation of new recycling infrastructure include:</p><p> </p><ul><li>£4.7m of grant funding, which was announced on 12 June and made available through the Waste and Resources Action Programme, to support new capital infrastructure projects that will help to recycle difficult plastic packaging and textile materials. Further grant opportunities around recycling will follow in due course.</li></ul><p> </p><ul><li>The packaging waste producer responsibility scheme, which raised £130 million in 2018 through the purchase by producers of packaging waste recovery and export notes. Just under £82 million of this supported the development of infrastructure. Proposed reforms will support the development of new and improved recycling infrastructure.</li></ul><p> </p><ul><li>Investment of £3 billion of grant funding in 24 Private Finance Initiative waste infrastructure projects. 	answer	answer is ministerial correction date of answer 18/06/2019 answer text <p>The Government remains focused on ensuring our smooth and orderly withdrawal from the EU, with a deal, as soon as possible.</p><p> </p><p>Leaving without a withdrawal agreement remains the legal default at the end of the extension period, and as a responsible Government we have been preparing to minimise any disruption in the event of no deal for over two years.</p><p> </p><p>In light of the agreed extension to the EU departure date, departments are making pragmatic decisions about the timing and pace at which some of this work is progressing. We continue to prepare for all exit scenarios.</p><p> </p><p>Defra has been proportionate in putting in place a range of mitigations to minimise any disruption arising from leaving the EU without a deal. This has included creating six new IT systems, ensuring a large number of secondary and primary legislation was passed, and setting up a Business Readiness Directorate to support increased levels of stakeholder engagement.</p><p><strong> </strong></p><p>We have also taken extensive steps to provide businesses and citizens with advice and guidance aimed at helping to mitigate the potential impacts of no deal. 	answer	answer is ministerial correction date of answer 18/06/2019 answer text <p>Over the past 25 years, the water industry has spent over £25 billion on sewage treatment works and sewerage system upgrades driven by environmental directives to improve water quality. This has delivered a 61% reduction in the amount of polluting phosphorus and a 72% reduction in the amount of ammonia discharged from wastewater treatment works since 1995. In addition, 7,000 combined sewer overflows have been improved, reducing the impact of pollution from sewage discharges.</p><p><em> </em></p><p>In the current investment period (2015-2020) the water companies are investing over £3 billion to improve their sewage treatment and sewerage infrastructure. During the next investment period (2020-2025), plans have been put forward to deliver over £4.5 billion on environmental improvements. We are one of the first major economies in the world to legislate for a net zero target. Meeting this target will require us to build on the progress already made, by further reducing emissions across all sectors of the economy.</p><p> </p><p>Forests are vital in the fight against climate change and we are determined to grow woodland cover. The Government is delivering on a range of afforestation commitments including contributing £5.7M to kick start planting in the Northern Forest, £10 million for trees in towns and cities through the Urban Tree Challenge Fund and £50 million for new woodland through the Woodland Carbon Guarantee. There is now guidance to ensure better recognition of the wider natural capital benefits that trees can provide and we have just reappointed our Tree Champion for a further year to continue to lead engagement on a new England tree strategy, which we will consult on later this year.</p><p> </p><p>The Committee for Climate Change’s recent report recognises the work we have done to lay the foundations to build a net zero economy. These measures include import bans on livestock and products of animal origin from high risk areas, a movement standstill regime and ban on swill feeding to pigs.</p><p> </p><p>The International Disease Monitoring team regularly assess the changing global animal disease presence and its potential risk to the UK. The most recent assessment was made on June 2019. These ASF assessments are published on the<a href="https://www.gov.uk/government/collections/animal-diseases-international-monitoring#outbreak-assessments-2019" target="_blank"> gov.uk</a> website.</p><p> </p><p>There is existing legislation which requires the cleansing and disinfection of any vehicles used to transport livestock. Local Authorities are responsible for enforcement and have powers to take action if they believe an operator has not complied with these regulations.</p><p> </p><p>A Government led campaign is currently running to raise awareness of the increased risk of ASF and measures that individuals can take to avoid the accidental introduction of disease. The government recognises continued action is required and it is committed to a ‘twin track approach’, of reducing demand for water and increasing supply in parallel.</p><p> </p><p>Water companies have a statutory duty to provide clean and reliable water to customers under the Water Industry Act 1991. To fulfil this duty there is a statutory requirement to maintain water resources management plans, which balance water supply and demand at least twenty-five years into the future.</p><p> </p><p>The government, the Environment Agency and Ofwat issued guidance to water companies in 2016 on how they should be planning to supply water to a growing population, while protecting and enhancing our environment, including taking appropriate action to respond to climate projections. Water companies are currently revising their plans.</p><p> </p><p>The government is taking steps to improve water resources planning to ensure that there is better collaboration between water companies and other water using sectors on their water supply resilience. This includes the Environment Agency developing a National Framework for water resources, which use evidence to illustrate the regional and national challenge of water availability. The government has also consulted on legislative improvements to ensure that water companies’ plans are informed by effective collaboration.</p><p> </p><p>The Environment Agency is also implementing the abstraction plan, published in 2017. The work is being facilitated by a range of stakeholders, including farmer groups, representative bodies and non-governmental organisations, and covers a range of geographies and sectors. 47 proposals are being taken forward in phase 1. We are working closely with stakeholders to finalise these. Depending on the complexity of the test or trial we anticipate the first of these commencing in Autumn 2019. We have received over 200 proposals for phase 2. Detailed planning of the pilot is in train. The pilot will run for three years, and will aim to assess the end-to-end operability and deliverability of the scheme and allow us to identify and refine any issues or barriers that occur in practice.</p><p> </p><p>To support the development of ELM we are undertaking a number of test and trials. The work is being facilitated by a range of stakeholders, including farmer groups, representative bodies and non-governmental organisations, and covers a range of geographies and sectors. 47 proposals are being taken forward in phase 1. We are working closely with stakeholders to finalise these. Depending on the complexity of the test or trial we anticipate the first of these commencing in Autumn 2019. We have received over 200 proposals for phase 2. 	answer	answer is ministerial correction date of answer 13/06/2019 answer text <p>The Clean Air Strategy was published in January 2019 and sets out the actions the Government will take to reduce ammonia emissions from farming in line with our clean air targets. Those that are relevant to dairy and beef farming include:</p><p>- Regulating to reduce emissions from urea based fertilisers.</p><p>- Introducing legislation requiring use of low emissions spreading techniques by 2025.</p><p>- Extending environmental permitting to the dairy and intensive beef sectors by 2025.</p><p>- Regulation to require slurry and digestate stores to be covered by 2027.</p><p> </p><p>In addition to these regulatory measures, the Government is providing technical and financial support for farmers to change management practices and invest in equipment to reduce ammonia emissions. For example:</p><p>- The Government is delivering a £3 million programme of support to farmers over three years showcasing low emission spreading equipment and providing advice on practical ammonia mitigation methods.</p><p> </p><p>- Last year we published a code of good agricultural practice which provides guidance to farmers on how to reduce ammonia emissions.</p><p> </p><p>- We have supported farmers to invest in low emissions slurry spreading equipment and slurry store covers through grant schemes such as the Farming Ammonia Reduction Grant, the Countryside Stewardship scheme and the Countryside Productivity scheme.
