We are aware that the Victims’ Commissioner has backed the Daily Mirror’s call for a victims’ bill of rights. We are engaging widely, including with the Victims’ Commissioner, as we develop the strategy and we are looking at legislative and non-legislative options to give effect to it. As such, the Code exists independently of EU laws and therefore leaving the EU will not affect its operability.</p><p> </p><p>Supporting victims of crime is a priority for the Government and we have made a commitment to publish a Victims Strategy this Summer. 	answer	answer is ministerial correction date of answer 26/10/2018 answer text <p>HMP Berwyn in Wrexham, North Wales opened on 27 February 2017, and when fully operational, will create 2,106 modern and efficient prison places holding category C men. The latest data for Berwyn (published September 2018) shows a population of just over 1170 and is currently ramping up its population as part of its safe mobilisation.</p><p> </p><p>When the prison is at full capacity it will be the largest prison in the UK therefore the ramp up of population needs to affiliate with the continual recruitment, training and attrition of staff and the number of purposeful activity spaces available. 	answer	answer is ministerial correction date of answer 26/10/2018 answer text <p>Since the opening of HMP Berwyn in February 2017 there have been four reported faults with electricity, two reported faults with heating and one report of structural damage. All the reported faults were dealt with promptly, with the causes identified and where applicable the potential for other similar issues investigated.</p><p> </p><p>HMP Berwyn is a key part of our investment to reform and modernise the prison estate and it is performing well. We will continue to evaluate the financial implications and as part of the work on reviewing the Victims’ Code and developing the consultation on a Victims’ Law we will consider whether there are any additional funding pressures for devolved services in Wales.
