star this property answer text <p>All pregnant women in custody have an individual care and management plan that is communicated to all staff and all pregnant women are seen by a mid-wife at least fortnightly or as required. Healthcare in prisons is provided by trained medics and nurses, but we have also made training on dealing with pregnant women available to all prison officers.</p><p>We know it is extremely rare for a woman to give birth in prison - because every step is taken to get them to hospital - but those unique cases are invariably down to the unpredictability of labour.</p><p> </p><p>Our new Female Offenders Strategy made clear that we want fewer women serving short sentences in custody and more remaining in the community, making use of women’s centres to address needs such as substance misuse and mental health problems.</p> more like this

star this property answer text <p>In our Victims Strategy published in September 2018, we set out our commitment to review the Criminal Injuries Compensation Scheme. The terms of reference for the review were published on 18 December 2018. The review will consider how the Scheme can best reflect the changing nature of violent crime, effectively support victims in their recovery and opportunities for simplification. As part of this work, we will be considering the recommendations made by the Victims’ Commissioner in her report (Compensation without re-traumatisation) which was published on 23 January. We intend to publish proposals later this year.</p> more like this

star this property answer text <p>All Prison Officers complete the Prison Officer Entry Level Training which includes sessions on mental heallth, self-harm and suicide and personality disorder. There has very recently been the development of a new course specifically for the female estate called POWER – Positive Outcomes for Women: Empowerment &amp; Rehabilition. This is a two-day programme and is due to be rolled out shortly across the estate. One of the modules specifically refers to mental health in the female estate, with an aim to ensure delegates gain an overview of the mental health needs of female offenders and how this impacts on offending – including understanding the main disorders found in women in prison; the challenges caused by psychosis and schizophrenia; and explores the personality disorder pathway and personality disorder services.</p><p> </p><p> </p><p> </p> more like this

star this property answer text <p>Employers are responsible for protecting their staff from sexual harassment by members of the public or other staff members. Sexual harassment, a form of unlawful discrimination, should not be tolerated under any circumstances so staff who believe they have been subjected to it should report the incident(s). Employers should ensure they fully support these staff and work with them to ensure appropriate legal action is taken against perpetrators.</p><p>The NHS Social Partnership Forum, chaired by Departmental ministers, is working with National Health Service system leaders, NHS organisations, staff and unions, to encourage the leadership and culture change required to eradicate bullying and all forms of harassment. Now in its third year, one of the “call to action” priorities is tackling sexual harassment.</p><p>The interim NHS People Plan, published on 3 June 2019, committed to developing a new offer for staff, part of which will be how to create a healthy, inclusive and compassionate culture, including a focus on tackling bullying and harassment. This is expected to be published, alongside the final NHS People Plan, later this year.</p>

star this property answer text <p>The Government supports the right of staff working in the National Health Service, including junior doctors, to raise concerns and expects all National Health Service organisations to support staff that wish to do so. A National Guardian was appointed in 2016 and more than 1,000 Freedom to Speak Up local Guardians have now been appointed covering every NHS trust in England. They provide a safe place where staff members can take their concerns about both practice and behaviours in the NHS.</p><p>Speaking up about concerns is a core part of Health Education England’s Quality Framework and in addition the junior doctor contract deal which the British Medical Association agreed earlier this year strengthens existing contractual safeguards, ensuring that junior doctors can raise issues through an exception reporting process – overseen by an independent guardian of safe working.</p> more like this

star this property answer text <p>On 27 June we published our female offender strategy, which sets out the Government’s commitment to a new programme of work for female offenders. We want to see fewer women in custody, especially on short-term sentences, and a greater proportion of women managed in the community successfully.</p><p> </p><p>We recognise that short custodial sentences do not deliver the best results for all offenders, particularly female offenders, and that there is persuasive evidence that short custodial sentences of less than 12 months are less effective in reducing reoffending than community penalties.</p><p> </p><p>That is why, as part of the strategy, we have committed to working with local and national partners to develop a pilot for ‘residential women’s centres’ in at least five sites across England and Wales. The aim of the pilot will be to develop a robust evidence base about what could be effective, sustainable and scalable models for improving outcomes for female offenders and reducing the numbers and frequency of women entering and re-entering custody on short custodial sentences. We will take a consultative approach to identifying the most suitable sites, and designing and delivering the pilot models.</p><p> </p><p>We are also investing £5m over two years in community provision for women. As part of this, we have launched an initial £3.5m grant competition for 2018/19 and 2019/20 for community services and multi-agency, whole system approaches across England and Wales. The grant competition for 2018/19 will close on 29 August this year. We recognise that the availability and sustainability of women-specific provision, such as women’s centres, is essential for ensuring that we can deliver the vision we have outlined in the strategy.</p>
