star this property answer text <p>The UK has led efforts at the UN to make it illegal for any state, company or individual to trade in oil or oil products with Daesh, including co-sponsoring UN Security Council Resolution 2199 in February 2015. This resolution requires all states to prevent the transfer of economic resources to Daesh. We work closely and continually with allies, particularly in the region, to ensure Resolution 2199 is implemented.</p><p>In addition to UN measures, we have worked to ensure that individuals involved in brokering oil deals between Daesh and the Assad regime have been sanctioned by the EU.</p><p>We have held bilateral and multilateral discussions, including within the Global Coalition’s Counter ISIL Finance Group on this issue. The UK is expanding its work to help regional partners enforce sanctions and stop smuggling. We are also working with the private sector to ensure it takes seriously its responsibilities to ensure Daesh cannot access the spare parts and fuel additives it needs for its oil industry to function.</p><br />

star this property answer text <p>We estimate that Daesh generates around $1.5 million a day in revenue from oil sales, equating to a daily crude production of between 34000 and 40000 barrels. The oil comes primarily from fields in Northern Syria. The vast majority is consumed by Daesh, sold within the territory it controls, or smuggled into regional black markets. The only Government we have evidence of being involved in purchasing oil from Daesh is the Assad regime.</p><p>Individuals involved in brokering oil deals between Daesh and the Assad regime have been sanctioned by the EU. The UK has also led efforts at the UN to make it illegal for any state, company or individual to trade in oil or oil products with Daesh, including co-sponsoring UN Security Council Resolution 2199 in February 2015. We work closely and continually with allies, particularly in the region, to ensure Resolution 2199 is implemented, sanctions are enforced and all smuggling is stopped.</p> more like this

star this property answer text <p>There are no reliable statistics available on how much oil, and related products, are smuggled over the border to Turkey. However, last year the Turkish government greatly increased the number of border guards to tackle oil smuggling across its border with Syria and captured 79 million litres of smuggled oil.</p><p>We work closely with Turkey and there is no evidence to suggest that the Turkish government has been involved in the oil trade.</p> more like this

We co-chair the Global Coalition’s work to counter ISIL’s narrative, and I am hosting the Coalition’s Strategic Communications Working Group later this month. This aims to strengthen the Coalition’s understanding of the challenge posed by ISIL online. We do not approve exports where there is a clear risk that the export could be used in any way which would contravene any of the Consolidated EU and National Arms Export Licensing Criteria (known as the Consolidated Criteria). Risks around human rights violations and conflict are a key part of our assessment. The Government will not issue an export licence if there is a clear risk that the proposed export might be used for internal repression or to provoke or prolong armed conflicts or aggravate existing tensions or conflicts in the country of final destination.</p> more like this

star this property answer text <p>The Foreign and Commonwealth Office only captures information about cases that come to our attention, rather than holding definitive information on the total number of UK nationals who are victims of murder and manslaughter overseas.</p><p>The FCO has provided assistance to the following number of cases recorded as murder and manslaughter in each of the last five years:</p><p>2010 <del class="ministerial">46</del><ins class="ministerial">68</ins><br />2011 <del class="ministerial">70</del><ins class="ministerial">78</ins><br />2012 <del class="ministerial">59</del><ins class="ministerial">53</ins><br />2013 <del class="ministerial">76</del><ins class="ministerial">78</ins><br />2014 <del class="ministerial">89</del><ins class="ministerial">84</ins><br />2015 <del class="ministerial">67 (up to and including July 2015)</del><ins class="ministerial">88</ins>.</p><p>In January 2015, the FCO established a new dedicated team to lead on murder and manslaughter cases. These cases have occurred throughout the world in the past five years. Since January, deaths have occurred in Afghanistan, Brazil, Canada, Denmark, Egypt, France, Ghana, India, Kenya, Mexico, New Zealand, Pakistan, Philippines, South Africa, South Sudan, Spain, Switzerland, Thailand, Trinidad &amp; Tobago, Tunisia, USA, and Zambia.</p><p> </p>

star this property answer text <p>We are aware of Israeli forces responding to illegal rocket fire from Gaza with 29 strikes since the 26 August 2014 Gaza ceasefire agreement. According to figures from the UN Office for the Coordination of Humanitarian Affairs in the Occupied Palestinian Territory, Israeli forces have opened fire into the Gaza Access Restricted Areas on land and sea on at least 696 occasions since then. Officials from our Embassy in Tel Aviv have raised our concerns over the Israel Defence Force’s use of live fire in Gaza with the Israeli Government. We are continuing to urge the parties to prioritise progress towards reaching a durable solution for Gaza.</p> more like this

star this property answer text <p>While we do not speak to Hamas, we have had discussions with the other parties pressing for urgent measures to relieve the humanitarian suffering of those in Gaza, including the rebuilding of homes destroyed in the Gaza conflict of 2014. The UK regularly urges the Israeli authorities to intensify measures to support Gaza’s reconstruction and economic development. We are also urging Egypt, which has played an important role in encouraging the international community to support the reconstruction of Gaza, to show maximum flexibility in opening the Rafah crossing. We receive regular representations from the Palestinian Authority on rebuilding of homes in Gaza, and have urged the Palestinian Authority to take steps to return to Gaza.</p><p>The UK is also supporting the temporary Gaza Reconstruction Mechanism to facilitate the import of construction materials into Gaza. The Department for International Development is providing £0.7 million to the Materials Monitoring Unit which oversees and monitors the import, storage, supply and use of construction materials into Gaza.</p>
