star this property answer text <p>As at 1 January 2024, there were 138,100 UK Forces personnel, of which 132,360 are based in-country.</p><p> </p><p>As at 1 January 2024 there were 32,650 Future Reserves 2020 (FR20) of which an estimated 32,310 are based in-country.</p><p> </p><p>The stationed location data for Future Reserves 2020 (FR20) Reserves has not been fully verified, therefore the figure provided is considered to be an estimate. Future Reserves 2020 includes volunteer reserves who are mobilised, HRR and volunteer reserve personnel serving on Additional Duties Commitment (ADC) or FTRS contracts.</p><p> </p><p>Figures have been rounded to the nearest 10 to prevent inadvertent disclosure. However, numbers ending in &quot;5&quot; have been rounded to the nearest 20 to prevent systematic bias. star this property answer text <p>Our Armed Forces are always ready to protect and defend the UK and we continue to meet all operational commitments, including participating in every single NATO mission.</p><p> </p><p>The Defence Command Paper 23 sets out our plan to deliver a credible warfighting force, generated and employed to protect the nation and help it prosper now and in the years to come. This plan will deliver the biggest transformation and strengthening of our national defence since the Cold War.</p><p> </p><p>To support this, defence spending will increase to £87 billion a year by the end of the decade. As part of this, we're investing £10 billion in munitions production to ensure we have rapid production capacity and stockpiles of next generation munitions.</p> more like this

star this property answer text <p>Since 2020 UK defence spending has seen several substantial increases, starting with a £20 billion cash increase in SR20, additional funding for munitions and wider resilience, as well as an additional £11 billion as part of the 2023 Spring Statement</p><p> </p><p>Over the next decade we have increased the budget for our Equipment Plan to £288.6 billion to ensure that the Armed Forces have the next generation equipment they need to defend Britain and maintain a strategic advantage.</p><p> </p><p>During this time we have continued to meet all operational commitments, including participating in every single NATO mission, as well as supporting the Granting in Kind of equipment, and training to Ukraine.</p><p> </p><p>We recognise the world is more uncertain and volatile than it has been for several years, and we have set out our longer-term aspiration to invest 2.5% of GDP on defence when the fiscal and economic circumstances allow.</p><p> </p><p> </p> more like this

star this property answer text <p>Further to the table provided to you in my letter of 7 February, the British Army regiments which have been disbanded since 2010 have been listed below.</p><p> </p><p>As noted in that letter, this information represents single Service estimates based on management information which is not gathered for statistical purposes or subject to the same level of scrutiny as official statistics produced by Defence Statistics. I have attached an updated table to reflect minor discrepancies in the original which were observed during further analysis.</p><p> </p><p>Within the Royal Armoured Corps, the 1<sup>st</sup> and 2<sup>nd</sup> Royal Tank Regiments were merged to become The Royal Tank Regiment in 2014. The Queen’s Royal Lancers merged with the 9th/12th Royal Lancers (Prince of Wales’s) to become the Royal Lancers in 2015. For the Reserves, the Royal Mercian and Lancastrian Yeomanry was placed in suspended animation in 2014. The Scottish and North Irish Yeomanry was created in the same year.</p><p> </p><p>Within the Army Air Corps, 9<sup>th</sup> Regiment Army Air Corps was disbanded as a front-line regiment in 2016 and re-established as a flying regiment in 2018.</p><p> </p><p>Within the Royal Artillery, 40<sup>th</sup> Regiment Royal Artillery was placed into suspended animation in 2012 as was 39<sup>th</sup> Regiment in 2015. For the Reserves, 100 (Yeomanry) Regiment Royal Artillery was placed in suspended animation in 2014.</p><p> </p><p>The table below has been updated for the Royal Engineers. Within this Corps, 25 Engineer Regiment was disbanded in 2012 as was 38 Engineer Regiment in 2013. 28 Engineer Regiment was disbanded in 2014 but re-established in 2018. For the Reserves, both 72 and 73 Engineer Regiments disbanded in 2014. There were also two hybridised regiments; 101 Engineer Regiment and 33 Engineer Regiment. 101 Engineer Regiment became a Reserve regiment in 2018 and 33 Engineer Regiment became Regular regiment.</p><p> </p><p>Within the Royal Signals, 7 Signal Regiment disbanded in 2012. 15 Signal Regiment was re-formed in 2015 and 13 Signal Regiment in 2020. For the Reserves, 38 Signal Regiment disbanded in 2015.</p><p> </p><p>The table below has been updated for the Royal Electrical Mechanical Engineers (REME). Within this Regiment, 5 Battalion REME was formed in 2013. In 2015, 10 Battalion REME and 11 Battalion REME merged to become 8 Battalion REME. For the Reserves, 104 Battalion REME was disbanded in 2013. This was then re-established in 2015 along with 105 and 106 Battalions. However, in 2018, 104 Battalion merged with 103, 105 Battalion merged with 101, and 106 Battalion merged with 102.</p><p> </p><p>The table below has been updated for the Royal Logistic Corps (RLC). Within this Corps, 8 Regiment RLC was disbanded in 2012. 12 Logistic Support Regiment was disbanded in 2013. 2 Logistic Support Regiment, 23 and 24 Regiment RLC were disbanded in 2014. 5 Training Regiment RLC disbanded in 2016 and 3 Regiment RLC in 2023. For the Reserves, 88 Postal and Courier Regiment, 155 and 160 Transport Regiments, 166 Supply Regiment and 168 Pioneer Regiment were disbanded in 2014.</p><p> </p><p>Within the Royal Army Medical Corps, 2 Medical Regiment and 33 Field Hospital were disbanded in 2018. 3 Medical Regiment disbanded in 2022 when a number of re-designations took place. star this property answer text <p>Defence is working to implement the Pan Defence Skills Framework (PDSF) as a new Whole Force approach to identifying, defining, and managing the skills of Defence's people and their associated roles. The PDSF will be used by Regular and Reserve Armed Forces personnel as well as Civil Servants, giving Defence a Whole Force view of the skills we have and allowing us to identify the areas where we need to focus our resources.</p><p>The PDSF will also enable us to better recognise skills, as recommended in the Haythornthwaite Review into Armed Forces Incentivisation, to be able to better reward Armed Forces personnel for the skills they hold. Extensive work is currently underway to codify the skills we have in Defence. The PDSF project team expect to begin a phased roll-out of the PDSF through 2024 and we anticipate the whole Defence force will be incorporated by 30 March 2025.</p><p>As we move forward, the data provided by the PDSF will facilitate flexible deployment, zig-zag careers, lateral entry, empowered careers and will introduce more transparency to appraisal and promotion. It will ultimately enable teams to deploy personnel where they are needed most, helping Defence create the fighting force the nation needs for the future.</p>

star this property answer text <p>The Ministry of Defence (MOD) follows the Code of Good Practice for corporate governance in central government departments and undertakes regular reviews of its governance structure to ensure it remains fit for purpose for managing delivery and performance.</p><p> </p><p>The Lead Non-Executive Director assesses Board performance each year and the department has challenge functions for its senior committees to help bring diversity of thought to decision making. The department also undertakes regular reviews of its Operating Model. The Defence Operating Model outlines the roles, responsibilities, authorities and accountabilities across Defence and the key delivery, decision-making, management and assurance processes.</p><p> </p><p>The Annual Report and Accounts 2022-23 pages 72 to 76 details how risks are managed within the department. The Defence Command Paper Refresh (DCPR) published on 18 July 2023 sets out Defence’s priority to embed a sophisticated approach to managing risk through a significant improvement programme. This will align the Department’s risks with the commitments outlined in the DCPR, Defence Strategy and wider cross-government priorities, providing a clear line of sight from Board level risks through to all disaggregated levels of departmental risks. The Defence Board and the Defence Audit, Risk and Assurance Committee (DARAC) have approved the improvement programme and have oversight of delivery. These changes will be delivered across whole Defence enterprise, including functions and front-line commands. MOD continues to mature the operation of its functions, in support of the wider development of the Government’s Functional model.</p><p> </p><p>Improvement activities as set out in the Annual Report and Accounts 2022-23 on page 76 include maturing the annual assurance reporting process, refreshing the risk management framework for the Department, strengthening the three Lines of Defence model to clarify the accountabilities and governance requirements for each line, and developing a risk-based assurance map. These improvements will integrate assurance across the three Lines of Defence, ensuring assurance activities remain proportionate to the level of risk in the department and its risk appetite.</p><p> </p>

star this property answer text <p>The acceptance of the Haythornthwaite Report into Armed Forces Incentivisation, and the subsequent Defence Command Paper refresh in summer 2023, provided a clear mandate to drive and deliver change in how the Armed Forces recruits and retains its people. <br> <br> Modernising a base-fed model designed in the 1950s is a complicated task but the Defence People function has begun a substantial work programme to support it. Much progress is already being made and the Department has been capturing and aligning that work as well as beginning several distinct programmes regarded as key priorities; either enabling projects to lay the foundations of future work or realising change in the short term.</p><p> </p><p>Priorities for the coming months include designing the first elements of a trial to explore a ‘Total Reward Approach’, exploring flexible terms and conditions of service through the development of a ‘Spectrum of Service’ and the optimisation of the myriad of policies and processes.</p><p> </p><p>A formal and more detailed Government Response, which will include proposals for the legislative approach, will be published in the New Year.</p>

star this property answer text <p>Across the Armed Forces, there are extensive medical and welfare systems that offer support for those in need, provided by the Chain of Command, medical staff, welfare and pastoral staff. The Ministry of Defence also works closely with the National Health Service, the Defence Medical Services, Service charities, third parties and the single Services to provide 24-hour mental health services accessible for all Armed Forces personnel. This includes a 24-hour mental health helpline, funded by Defence, and delivered by Combat Stress.</p><p>Each Service also has dedicated suicide and self-harm policies and risk management procedures tailored to their specific nature, all of which are regularly reviewed and updated. The results of this robust process are reported to senior military officers and Ministers. These activities support the maintenance of readiness in response to evolving threats. star this property answer text <p>The 2021 Integrated Review and Defence Command Paper highlighted that we must focus on capabilities rather than troop numbers. Through Future Soldier, the Army will have a whole force of over 100,000 comprising of 73,000 Regular Service Personnel and 30,100 Army Reserve.</p><p>The Army is re-organising and re-equipping to face future threats, however, as the Secretary of State has stated, as the threat changes, we need to change with it. In line with the agile planning and delivery mechanisms, and as part of the Prime Minister's decision to update the Integrated Review, Defence will continue to review our capabilities and readiness levels accordingly.</p><p>Any specific policy changes required for Defence will be determined once the Government's update of the Integrated Review has concluded.</p> more like this

The British Army will be more integrated and active, with a whole force of over 100,000 regulars and reservists, to address the current and future threats from across the globe.</p><p>Whilst the regular Army reorganises to its new structure of 73,000, naturally this will result in workforce cost savings. This reduction has been estimated to present £3.9 billion in savings over the 10 years following the financial year 2021-22. It should however be recognised more broadly that the department is seeing record investment, providing £41.3 billion to Army support and equipment.</p> more like this

star this property answer text <p>In 2012 the Secretary of State for Defence invited the National Audit Office to review the department's Equipment Plan for the first time. We have published a report in parallel with an NAO investigation, in each year since, to provide Parliament and the public with information about the Defence programme. This includes a summary of the Equipment Plan of each Front Line Command presented in a standardised format. As part of their annual investigation, the NAO speak to each of the Front Line Commands and review their financial position. All Front Line Commands use the same financial management system and report their financial position using a consistent methodology. star this property answer text <p>The Future Reserves 2020 Programme has delivered Reserve Forces that are better integrated with their Regular counterparts as an element of the Whole Force. Reserves from all three Services regularly train with Regulars and use the same kit and equipment as them. Call-out Orders are routinely put in place to enable Reservists to be brought into permanent service (mobilised) as required to serve on operations alongside Regulars, either in individual roles or as formed units.</p><p> </p><p>Maritime Reservists routinely join their Regular colleagues on operations, principally providing specialist skill sets such as Maritime Trade Operations. For example, Royal Marines Reserves are mobilised annually to support the Lead Commando Group and Royal Naval Reserves are routinely mobilised to the Offshore Patrol Squadron.</p><p> </p><p>The Army has paired Reserve units with their Regular counterparts, and they train alongside them and deploy with them where necessary. Army Reserves were a vital part of the forces supporting the Government’s response to COVID-19 and have been mobilised to assist in preparation for post-BREXIT transition as well as for other operations in the UK and overseas.</p><p> </p><p>RAF Reservists are trained to be interoperable with their Regular counterparts and on completion of any pre-deployment training they are routinely deployed alongside them. As part of the Defence response to COVID-19, several hundred RAF Reservists were mobilised to support a range of tasks including as Liaison Officers to Other Government Departments, Planners and to support Mobile Testing and the Vaccination Task Force.</p>
