star this property answer text <p>We understand that Sheikh Nimr al-Nimr has been sentenced to death. It is still possible for him to appeal the decision, and we will not be making representations while the legal process is ongoing.</p><p>The death penalty undermines human dignity and its abolition is a human rights priority for the UK. Ministers, our Ambassador in Riyadh and the Embassy team raise the issue of the death penalty with the Saudi authorities, both bilaterally and through the European Union. We recognise that total abolition of the death penalty is unlikely in Saudi Arabia in the near future. Our focus is therefore on the introduction of EU minimum standards for the death penalty as a first step, and on supporting access to justice and rule of law.</p> more like this

star this property answer text <p>During my recent visit to Israel and the Occupied Palestinian Territories, I visited the E1 area and met members of the Bedouin community living there who face relocation by the Israeli authorities. They told me that they had no wish to leave, and expressed their fears of being forcibly transferred to make way for the construction of Israeli settlements. Such a move would seriously threaten the possibility of a contiguous Palestinian state, and according to the UN would be contrary to international humanitarian law. Discussions are continuing in Brussels on how the EU can best discourage settlement expansion, and the UK is working closely with other Member States to that end.</p> more like this

Friend the Member for Runnymede and Weybridge discussed it with his Gulf counterparts on 14 October at the UK-GCC Foreign Ministers meeting in Kuwait. Such acts raise tensions and undermine prospects for peace. During my visit to Israel and the Occupied Palestinian Territories between 5-8 October, I discussed my strong concerns about the issue of settlements and land expropriation with the Israeli Justice Minister on 6 October. Discussions are continuing in Brussels on how the EU can best discourage settlement expansion, and the UK is working closely with other Member States to that end.</p> more like this

star this property answer text <p>In collaboration with the Ministry of Defence and Department for International Development, the Foreign and Commonwealth Office carries out regular assessments of United Nations peacekeeping missions. These assessments enable us to make recommendations for improvements and influences our negotiating position in the Security Council when drafting or renewing peacekeeping mandates. Nine out of the current sixteen United Nations peacekeeping missions are in Africa. All the missions in Africa face distinctive challenges as a result of the changing nature of the conflicts they are facing, the environment in which they operate or the capacity and capability of their personnel. Peacekeepers are likely to face violence, insurgency, terrorism and the absence of credible state authority. We welcome the announcement in June, by the United Nations Secretary General, of a review of United Nations peacekeeping. The UK will make an active contribution.</p> more like this

Where burn pits are used on military operations the UK regularly monitors air quality levels.</p><p>If Serving personnel consider that their health has been affected they should seek medical advice from Joint Medical Group, previously Defence Medical Services. For veterans, their healthcare is provided by the National Health Service in England and the Devolved Administrations. Individuals who believe that they are ill as a result of their service are able to claim compensation through the War Pensions Scheme for the period up to 6 April 2005 and Armed Forces Compensation Scheme for illnesses and injuries on or after 6 April 2005</p> more like this

star this property answer text Progress on the implementation of the Building Stability Overseas Strategy (BSOS) – including through the Conflict Pool – has been reported to Parliament annually since 2011. Progress includes: the achievement of 30% of DFID spending going to fragile states; establishment of cross-HMG strategies for priority fragile or conflict-affected States; the implementation of a cross-HMG tool to analyse drivers of conflict; and changes made to the Conflict Pool to reflect the challenges of spending in high-risk environments, including multi-year funding and the introduction of a dedicated crisis response Early Action Facility (EAF). Once the Conflict Pool comes to a close at the end of FY14/15 the FCO, MOD and DFID will commission an external review, covering the three-year Conflict Pool results framework. This report will be published once completed. The BSOS will continue to be one of the key policy drivers for UK activity in fragile states including under the new Conflict, Stability and Security Fund (CSSF), which builds on the success of the Conflict Pool and replaces it from financial year 2015/16. As well as responding to crises, the CSSF will also ensure longer term conflict prevention work to tackle the root causes of conflict abroad.

star this property answer text <p>The Building Stability Overseas Strategy (BSOS), published by the Coalition Government in 2011, set out a new strategic framework for cross-Government work to prevent conflict and build stability in fragile states focussing on better early warning, rapid response, upstream conflict prevention and working with international partners. The BSOS remains one of the Government’s key policy frameworks for activity in fragile states including under the new Conflict, Stability and Security Fund (CSSF), which builds on the success of the Conflict Pool, and replaces it from Financial Year 2015/16. Priorities for the Fund will be set by the National Security Council to ensure a strengthened cross-departmental approach that draws on the most effective combination of defence, diplomacy, development assistance, security and intelligence. This will include funding to ensure the UK can respond quickly to crises. It will also ensure longer term conflict prevention work to tackle the root causes of conflict abroad.</p>

star this property answer text <p>Following the closure of the language centre under the previous Government, the former Secretary of State for Foreign and Commonwealth Affairs, my right Hon. Friend the Member for Richmond (Yorks.) (Mr Hague), restablished one in 2013. Fulltime language training (FTLT) is provided for all officers going overseas where the ability to communicate effectively in another language is considered essential to meet the requirements of their role. Training is provided to either C1 operational level or C2 Extensive level depending on the job requirements. The FCO also provides language training to A2 Confidence level to staff and their spouses/partners being posted overseas into non speaker roles. In 2012 the FCO also introduced a developmental language training programme to enable all staff to learn a new language or maintain existing language skills. The table below summarises the annual spend on all three language training programmes since 2010. Essential fulltime language training includes a period of training overseas. Research has shown that the experience of immersing themselves in a new language and culture makes a huge difference to students’ learning and their future effectiveness in their job. Detained persons should remain within the protection of the law at all times.</p><p>Government policy on the principles governing the detention and interviewing of detainees overseas, and on the passing and receipt of intelligence relating to detainees, is set out in the Consolidated Guidance published in July 2010. star this property answer text <p>The Government takes the welfare of Service personnel and veterans very seriously. As in society as a whole, the Armed Forces will never be able to eradicate the incidence of suicide, however we are not complacent; any suicide is one too many and a tragedy for the individual.</p><p> </p><p>As at 1 February 2018, there have been 29 coroner-confirmed suicide and open verdict deaths to UK Army Service personnel, whilst serving, who had previously deployed to Operation HERRICK (Afghanistan). In addition, there were three coroner-confirmed suicide and open verdict deaths to UK Army Service personnel whilst deployed on Operation HERRICK.</p><p> </p><p>Suicide data for veterans of the UK Armed Forces is not currently captured by the Ministry of Defence (MOD). However, the MOD has commissioned a new study to investigate causes of death, including suicide, amongst all those who served in the UK Armed Forces between 2001 and 2014, covering combat operations in Iraq and Afghanistan. This will include Army personnel who are still in service, and Army personnel who have now transitioned into civilian life.</p><p><a href="https://www.gov.uk/government/news/new-study-into-iraq-and-afghanistan-veterans-launched" target="_blank">https://www.gov.uk/government/news/new-study-into-iraq-and-afghanistan-veterans-launched</a></p><p> </p><p>Every study conducted by the MOD has found that the risk of suicide amongst the Armed Forces community is lower than amongst the general population. The UK Regular Armed Forces male rate of suicide for 2017 was 8 per 100,000. In contrast, the UK general population male rate in 2016 was 19 per 100,000. The UK Regular Armed Forces have seen a declining trend in male suicide rates since the 1990s. Suicide remains a rare event, evidenced by the small number of deaths in each year.</p><p> </p>

star this property answer text <p>Operation Herrick finished in 2014, so many veterans of the campaign will still be serving. All Armed Forces personnel are supported by dedicated and comprehensive medical services, including mental health support. Current Service personnel are provided with pre- and post-operational stress management training, psychiatric and psychological treatments, and initiatives such as Trauma Risk Incident Management (TRiM - peer to peer support after a traumatic incident). The Ministry of Defence announced in October 2017 a new partnership with the Royal Foundation which will provide resources for training and education for the Armed Forces Community around good Mental Fitness.</p><p> </p><p>Further measures introduced to support Armed Forces personnel include a new 24-hour mental health helpline targeted at serving personnel and their families allowing them to access support for any mental health problems anytime, anywhere.</p><p> </p><p>For those who took part in Operation Herrick, but have left Service, the NHS in England and the Devolved Administrations are responsible for healthcare, including mental healthcare, for veterans. Veterans’ health is broadly aligned with that of the rest of the general population and most veterans’ health requirements are sufficiently met by existing NHS provision. However, several tailored initiatives are already in place to cater for specific veteran needs, including priority access to NHS secondary care in England, Scotland and Wales for Service related conditions, subject to the clinical need of all patients.</p><p> </p><p>Further measures to improve support to veterans include the recently announced Veterans Strategy: <a href="https://www.gov.uk/government/publications/strategy-for-our-veterans" target="_blank">https://www.gov.uk/government/publications/strategy-for-our-veterans</a>. By 2028 we will be doing more to ensure that each veteran is valued, contributing and supported. One of our aims is that all veterans enjoy a state of positive physical and mental health and wellbeing, enabling them to contribute to wider aspects of society. In order to achieve this outcome, we will focus our efforts on enabling consistency of medical outcomes for veterans, through a smooth transition of provision from in-Service to post-Service and sharing effective practices amongst clinical and healthcare communities; and providing bespoke treatment for those veterans who have specific health needs because of their service.</p>

Along with a number of EU counterparts, and the European External Action Service, he urged the Israeli authorities to reverse this decision. Discussions are continuing in Brussels on how the EU can best discourage settlement expansion including in Givat Hamatos, E1 and Har Homa, and plans to relocate Bedouin from E1. We support the EU’s recent statement on her case and hope that the verdict will be overturned on appeal. We regularly raise at the highest levels the misuse of blasphemy laws against both Muslims and religious minorities. Most recently, I raised this with the Pakistan High Commissioner on 28 October. We will ensure that these issues continue to be raised at the highest levels in Pakistan and we will continue to express our concerns about such cases.</p> more like this

star this property answer text <p>Operation Herrick finished in 2014, so many veterans of the campaign will still be serving. All Armed Forces personnel are supported by dedicated and comprehensive medical services, including mental health support. Current Service personnel are provided with pre- and post-operational stress management training, psychiatric and psychological treatments, and initiatives such as Trauma Risk Incident Management (TRiM - peer to peer support after a traumatic incident). The Ministry of Defence announced in October 2017 a new partnership with the Royal Foundation which will provide resources for training and education for the Armed Forces Community around good Mental Fitness.</p><p> </p><p>Further measures introduced to support Armed Forces personnel include a new 24-hour mental health helpline targeted at serving personnel and their families allowing them to access support for any mental health problems anytime, anywhere.</p><p> </p><p>For those who took part in Operation Herrick, but have left Service, the NHS in England and the Devolved Administrations are responsible for healthcare, including mental healthcare, for veterans. Veterans’ health is broadly aligned with that of the rest of the general population and most veterans’ health requirements are sufficiently met by existing NHS provision. However, several tailored initiatives are already in place to cater for specific veteran needs, including priority access to NHS secondary care in England, Scotland and Wales for Service related conditions, subject to the clinical need of all patients.</p><p> </p><p>Further measures to improve support to veterans include the recently announced Veterans Strategy: <a href="https://www.gov.uk/government/publications/strategy-for-our-veterans" target="_blank">https://www.gov.uk/government/publications/strategy-for-our-veterans</a>. By 2028 we will be doing more to ensure that each veteran is valued, contributing and supported. One of our aims is that all veterans enjoy a state of positive physical and mental health and wellbeing, enabling them to contribute to wider aspects of society. In order to achieve this outcome, we will focus our efforts on enabling consistency of medical outcomes for veterans, through a smooth transition of provision from in-Service to post-Service and sharing effective practices amongst clinical and healthcare communities; and providing bespoke treatment for those veterans who have specific health needs because of their service.</p>
