star this property answer text <p>This department undertakes research into people’s experience of support into work schemes, including the experiences of disabled people. The Department has not conducted or commissioned research on life experiences for people with Down’s Syndrome in the 21<sup>st</sup> Century.</p><p> </p><p>Equal rights for disabled people, including people with Down’s Syndrome, are provided for under the reasonable adjustments provisions in the Equality Act and the Public Sector Equality duty. Each Government Department and public authority is under a duty to make adequate provision for disabled people including people with Down’s Syndrome.</p><p> </p><p>Disability in the UK is mainstreamed. This means that every department is ultimately responsible for considering disability in the development and implementation of its policies and services.</p> more like this

However, we are unable to provide data at constituency level or to separate out individuals for the Limited Capability for Work element of UC. I have therefore provided the total number of individuals claiming UC awaiting an assessment.</p><p> </p><p>(a) As of the 27 April 2020, the number of individuals claiming PIP with either an assessment scheduled or awaiting scheduling in the UK was 166,630. This PIP data does not include Northern Ireland. 20,870 of these cases were in Scotland.</p><p> </p><p>(b) As of the 4 May 2020, the number of individuals claiming ESA with either an assessment scheduled or awaiting scheduling in the UK was 101,910. 14,460 of these cases were in Scotland.</p><p> </p><p>(c) As of the 4 May 2020, the number of individuals claiming UC with either an assessment scheduled or awaiting scheduling in the UK was 121,640. 13,510 of these cases were in Scotland.</p><p> </p><p>Data supplied by Assessment Provider reports, and rounded to the nearest 10.</p><p>Please note this is unpublished data.</p><p> </p><p> </p><p>The latest published journey time for PIP is 8 weeks on average for a new claim assessment and 10 weeks for a DLA to PIP reassessment (based on the latest published data) and 9 weeks for ESA and we are working with our suppliers to ensure those claimants currently going through the assessment journey are seen as quickly as possible.</p>

star this property answer text <p>The services of assistance dogs are provided by a number of UK charities and private sector organisations, including owner trainers, some of whom are accredited by international bodies. The Department for Work and Pensions does not offer financial support or raise awareness for this sector.</p><p> </p><p>As the Government does not directly deliver these services, it does not centrally collect data estimating the prevalence of need for assistance dogs, or record the numbers who have access to one.</p><p>The services and standards of assistance dogs are currently and historically maintained on the basis of a voluntary regulatory framework. There is no specific legislation for the regulation of assistance dogs and no legislation is planned.</p><p>Assistance dogs must be allowed access to premises and services as a reasonable adjustment under the Equality Act 2010. There is also an obligation on service providers to ensure that staff receive disability awareness training. Guidance for service providers on their duties and responsibilities already exists and is available from both the Gov.uk website and from the EHRC – for example:</p><p><a href="https://www.equalityhumanrights.com/en/publication-download/assistance-dogs-guide-all-businesses" target="_blank">https://www.equalityhumanrights.com/en/publication-download/assistance-dogs-guide-all-businesses</a></p><p>The Government continues to encourage service providers to do their utmost to provide the fullest possible access for disabled people.</p><p>Officials at the Office for Disability Issues (part of my Ministerial portfolio) initiated and helped convene different members of the assistance dogs sector to look at access, quality and supply issues for assistance dogs, with a view to creating a UK standard. This work is currently being considered by the assistance dogs sector who are responsible for agreeing and implementing this standard.</p>

star this property answer text <p>When considering your questions, it should be noted that those that use the Access to Work scheme are not a direct subset of the disabled adults of working age. Robust proportions cannot be estimated by simply dividing figures for Access to Work by figures for number of disabled adults of working age. This is because the data would come from different data sources and are different data types.</p><p> </p><p>To be eligible for Access to Work a person must be 16 or older, there is no upper age limit to eligibility therefore some people who receive Access to Work will not be considered working age (16-64 years old). Also Access to Work is available to those that have a disability or health condition (physical or mental) that makes it hard for them to do parts of their job or get to and from work therefore covers a broad range of people not just those who identify themselves as ‘disabled’.</p><p> </p><p>When answering your question, we have interpreted ‘received support’ as received a payment.</p><p> </p><p>The number of people who received a payment from Access to Work for each financial year can be found in Table 8 of the annual Access to Work Statistics publication. Table 8 shows the number of people who received a payment for any Access to Work provision by various customer characteristics including by region.</p><p> </p><p>The latest Access to Work statistics can be found here: <a href="https://www.gov.uk/government/statistics/access-to-work-statistics-april-2007-to-march-2019" target="_blank">https://www.gov.uk/government/statistics/access-to-work-statistics-april-2007-to-march-2019</a></p><p> </p><p>Please note, number of people for each region is based on residency of the beneficiary as opposed to place of work.
