star this property answer text <p>The Government is convinced of the need for urgent action on climate change, which is why we asked the Committee on Climate Change (CCC) for advice last October on the implications of the Paris Agreement for the UK’s long-term emissions reduction targets, including on setting a net zero target.</p><p> </p><p>The CCC published their advice to Government on 2 May 2019. It sets out a path for the UK to become the first major economy to legislate to end our contribution to global warming entirely. We are studying the CCC’s comprehensive, ground-breaking report, and are committed to responding in due course.</p> more like this

star this property answer text <p>The UK remains a highly attractive destination for both EU and non-EU students, with their numbers remaining at a record high. The total number of international students (EU and non-EU) studying in the UK has increased from 442,000 in 2016/17 to 458,000 in 2017/18.</p><p>The government fully recognises the important economic and cultural contribution that EU and international students make to the UK’s higher education sector. We want that contribution to continue and we are confident – given the world-class quality of our higher education sector – that it will. We welcome international students and there continues to be no limit on the number who can come here to study, nor any plans to limit any institution’s ability to recruit them.</p><p>That is why the government announced on 21 January that an international education strategy will be produced by the Department for Education and the Department for International Trade in 2019. The strategy will set out the government’s ambition for international education, in which international students play a key role, and plans to support the sector in driving growth in education exports.</p><p> </p>

star this property answer text <p>Free speech plays a vital and important role in our society, and universities should be places where students are exposed to a range of issues, however controversial, and are encouraged to debate and challenge them.</p><p> </p><p>The government, with the support of key stakeholders in the higher education sector, has worked alongside the Equalities and Human Rights Commission (EHRC) to produce the recently published Freedom of Expression guidance. This guidance can be found at: <a href="https://www.equalityhumanrights.com/sites/default/files/20150318_foe_legal_framework_guidance_revised_final.pdf" target="_blank">https://www.equalityhumanrights.com/sites/default/files/20150318_foe_legal_framework_guidance_revised_final.pdf</a>. The guidance will enable universities and student unions to understand their obligations for protecting and supporting free speech. The EHRC will continue to maintain this guidance to ensure it remains relevant and accessible to the whole sector.</p><p> </p><p>The Office for Students (OfS) will also have an important role to play in championing free speech and promoting good practice. A new public interest principle relating to free speech has been built into the OfS regulatory framework.</p>

star this property answer text <p>The government has been clear that the Office for Students (OfS) should take firm and robust action to ensure that threats to academic integrity are tackled. We are determined to beat the cheats who threaten the integrity of our higher education (HE) system.</p><p> </p><p>The OfS requires HE providers to design courses that enable the reliable assessment of a student’s genuine achievements. Students are nearly always obligated by their provider to sign a ‘student contract’ at the commencement of their studies. The contract sets out acceptable student behaviours. Many contracts contain a reference to plagiarism and academic fraud. Many also set out possible sanctions that students may face if they are found to have broken the contract.</p><p> </p><p>As independent and autonomous bodies, HE providers have discretion when imposing sanctions, provided that those sanctions are authorised by the contract. The most recent guidance from the Quality Assurance Agency highlights the importance of severe sanctions of suspension or expulsion if ‘extremely serious academic misconduct’ has been discovered.</p><p> </p><p>HE providers' approaches to tackling cheating include deduction of marks, no credit for the work in question, permanent exclusion for a second offence or immediate expulsion depending on seriousness.</p><p> </p><p>In March, the government challenged PayPal to stop processing payments for ‘essay mills’. PayPal is now working with businesses associated with essay-writing services to ensure its platform is not used to facilitate deceptive and fraudulent practices in education.</p><p> </p><p>Furthermore, our recently published Education Technology Strategy challenged technology companies to identify how anti-cheating software can tackle the growth of essay mills and stay one step ahead of the cheats.
