	answer	answer is ministerial correction date of answer 15/03/2016 answer text <p>Since the abduction of human rights defender Mr Itai Dzamara in March 2015, the UK has worked closely with international partners to raise awareness of his case and to put pressure on the Government of Zimbabwe to investigate it. We regularly raise Mr Dzamara’s disappearance in the course of our discussions with the Government of Zimbabwe. Following a number of statements in 2015, the EU Delegation to Zimbabwe released a further statement on 9 March, in agreement with EU Heads of Mission in Zimbabwe, marking the one year anniversary of Mr Dzamara’s disappearance and expressing its deep disappointment at the lack of progress in this case. We urge the Government of Zimbabwe to take effective steps to prevent the disappearance of human rights defenders and other activists and to investigate existing cases.</p><p>The UK is not a signatory to the International Convention for the Protection of All Persons from Enforced Disappearance and therefore has not made representations to the Government of Zimbabwe to ratify it. Whilst the 4 month DTO is the minimum custodial term available for 16 to 17 year old offenders, the courts also have the power to set aside the minimum term in the event of a guilty plea and/or if time has been served in custody on remand or on a tag. A decision by the courts to reduce the minimum term will result in a community penalty.</p><p>The published figures will change when the outcomes of cases passing through the criminal justice system become available on the Police National Computer. On average it takes 86 days from charging an offender for a knife possession offence to the offender receiving the court outcome. 	answer	answer is ministerial correction date of answer 17/03/2016 answer text <p>I commend the people of Uganda for turning out in large numbers to cast their vote on 18 February 2016 and for their determination to participate in the electoral process. However, the British Government has raised a series of concerns with the Government of Uganda about the conduct of the elections and the post-election environment. These include serious delays to the opening of polling stations, restrictions on social media access and the continuing harassment and intimidation of members of the opposition and journalists by the Uganda Police Force.</p><p>These issues were also reflected in the EU and Commonwealth Election Observation Missions’ preliminary statements of 20 February which we fully endorse. I urge the Government of Uganda to comprehensively address all the issues raised in the Election Observation Missions' reports.</p><p>With international partners we continue to urge all sides to show restraint in the post election period, to abide by the rule of law and to settle election related disputes through the proper legal channels.
