star this property answer text <p>Individual Placement and Support (IPS) is a National Institute for Health and Care Excellence-approved model of employment support designed to help individuals with severe and enduring mental illness (SMI) get into, and stay in work.</p><p> </p><p>United Kingdom IPS provision has grown in recent years and the Government is committed to a further expansion. In the 2018 Budget the Chancellor announced that the National Health Service will expand IPS services to help patients with SMI, benefitting 55,000 people by 2023-24.</p><p> </p><p>We are not able to forecast at this stage how many people will be supported to enter, or remain in work, or which parts of the country will see these outcomes as a result of this expansion of IPS. However, the IPS model is recognised both in the UK and internationally as the most effective way to help individuals with SMI find and keep a job.</p> more like this

star this property answer text <p>An estimated 47% of people with a long-term mental health condition were in employment in 2018-19.</p><p> </p><p>Notes:</p><ol><li>Estimates are derived from the Annual Population Survey (APS) for the year April 2018 to March 2019. The APS is a variant on the Labour Force Survey produced by the Office for National Statistics. Survey estimates may be subject sampling errors and reporting errors.</li><li>Estimates relate to people living in the UK aged 16-64 years.</li><li>Employment is defined according to National Statistics definitions, as used in the ONS’s monthly <em>Labour Market Overview</em> release, in line with internationally-agreed (ILO) guidelines.</li><li>A long-term health condition is defined as a physical or mental health condition or illness lasting or expected to last 12 months or more, in line with Government Statistical Service (GSS) Harmonised Principles. This includes those who are disabled (who report that their condition or illness reduces their ability to carry out day-to-day activities) and those who are not disabled.</li><li>Mental health conditions are defined as any condition reported by survey respondents under the categories “depression, bad nerves or anxiety” or “mental illness, phobias, panics or other nervous disorders”. People who report a long-term health condition but do not specify the type are excluded from this analysis.</li></ol>

star this property answer text <p>In January 2017, the Prime Minister commissioned Lord Dennis Stevenson and Paul Farmer, the Chief Executive of Mind, to conduct an independent review into how employers can better support all employees, including those with mental ill health or wellbeing, to remain in and thrive at work. <em>Thriving at Work: The Stevenson / Farmer review of mental health and employers</em> was published in October 2017.</p><p><br>The Government responded to <em>Thriving at Work</em> through the joint DWP and DHSC Work and Health Unit’s (WHU) <em>Improving Lives: The Future of Work, Health and Disability</em> on 30<sup>th</sup> November 2017. This response welcomed key recommendations from the review for employers to adopt a set of core and enhanced mental health standards and committed WHU to oversee progress across the review’s 40 recommendations that range from short term deliverables to longer term reform.</p><p> </p><p>Government is working with the authors of the review and key stakeholders across the public, private and voluntary sectors to ensure that employers of all sizes act to implement the core and enhanced standards and help them, and their employees, realise the benefits of healthy, inclusive workplaces. One of the actions we have taken is to work with partners, including employers, to develop a framework to support organisations to record and voluntarily report information on disability and mental health in the workplace. This framework was published on 22<sup>nd</sup> November 2018 and is aimed at large employers with 250 or more employees. The Government believes that transparency and reporting are effective levers in driving the culture change required to build a more inclusive society.</p>

star this property answer text <p>The <em>Improving Lives: The Future of Work, Health and Disability</em> paper published on 30 November set out the Government’s strategy to support the ambitious target of getting one million more disabled people in work over the next ten years. Within the Civil Service, we are leading the way as an employer. We are working with external partners through a cross-sector programme on disability inclusion to push the boundaries of best practice in topics such as job-carving. This is a form of workplace adjustment, which could involve redesigning an existing job around the needs of an individual employee with a specific disability, or creating a new role; for example, when an employee returns to work following a serious illness such as cancer or a stroke.</p><p> </p><p>Access to Work (AtW) provides practical and financial support to help with additional costs faced by individuals whose health or disability affects the way in which they do their job. This includes the effects of cancer, or health conditions or disabilities arising from cancer. The type of support is tailored to the needs of the individual and can include travel to work, support workers and specialist aides and equipment.</p><p> </p><p>The Government provides a range of support to employers to help them recruit and retain people with mental health conditions: for example, the Disability Confident scheme and Access to Work, which has a specific Mental Health Support Service. This service helps people by providing telephone and online advice and support. Last year, over 1,800 people with mental health conditions were approved provision from Access to Work – a record number, a 37% increase compared to the previous year.</p>

All work coaches across the Jobcentre Plus network receive training on supporting people with health conditions and disabilities and we have developed an enhanced mental health training programme, which is now available in every country and region across the UK.</p><p> </p><p>In addition, the roll out of the Health and Work Conversation across the UK supports work coaches to continue to build engagement with claimants with disabilities and health issues, backed by comprehensive new training which builds skills of empathy and active listening. We have also recruited new disability employment advisers and community partners who are in place in every country and region of the UK.</p> more like this

star this property answer text <p /> <p>We are committed to helping those with mental health conditions to stay in or get back to work and ensuring we offer the best possible support. This is why, with the Department of Health, we are piloting the most promising and evidence-based approaches to supporting individuals with mental health conditions recommended in the expert report <em>Psychological Wellbeing and Work: Improving Service Provision and Outcomes</em>.</p><p> </p><p>These pilots will contribute to a better evidence base and will inform our thinking about next steps not only for government, but for all who have a role to play including employers, commissioners, service providers and individuals.</p><p> </p><p>The Disability Confident Campaign is working alongside others, including Mind, on events to raise awareness of Access to Work’s Mental Health Support Service. Last year over 1,400 people who had a mental health condition as their primary condition were supported by Access to Work – an almost threefold increase in the volumes supported compared to 2010/11.</p><p> </p>

star this property answer text <p>We are investing significant resources in improving provision to help people with mental health conditions back to work. This includes funding to increase the coverage of the Talking Therapy services by 600,000 people per year to 1.5million by 2020 and investment in a number of voluntary initiatives and trials to test different types of support, with a view to taking forward those that have the most impact.</p><p>In addition we will shortly be publishing a Green Paper on work and health to seek views on what will work to deliver real lasting change for disabled people and those with a health condition. Mental health will be a key focus of our Green Paper as we know that people with mental health conditions fare poorly in the labour market.</p><p>Our aim is to help transform the lives and prospects of disabled people and those with a health condition and contribute to building a society and an economy that works for everyone.</p> more like this
