In this instance, releasing this information at the level of any annual breakdown may assist in determining the effectiveness of detecting cyber-attacks on the NHS, and could compromise measures to protect NHS IT systems, leaving them vulnerable to future cyber-attacks.</p><p>However, in total, over £250 million will have been invested nationally to improve the cyber security of the health and care system between 2016 and 2021. This excludes both investment by local organisations, and wider national IT investment which supports better security such as Microsoft licensing for NHS organisations.</p><p>Regarding the steps taken to defend against cyber attacks on the NHS, the active cyber defence of NHS organisations is a local responsibility for each organisation to carry out. However, there is national support and practical guidance available to NHS organisations which is primarily delivered by NHS Digital but supported and prioritised for the highest risk organisations by NHS England and the Department. 	answer	answer is ministerial correction date of answer 07/11/2018 answer text <p>Individual Placement and Support (IPS) is a National Institute for Health and Care Excellence-approved model of employment support designed to help individuals with severe and enduring mental illness (SMI) get into, and stay in work.</p><p> </p><p>United Kingdom IPS provision has grown in recent years and the Government is committed to a further expansion. In the 2018 Budget the Chancellor announced that the National Health Service will expand IPS services to help patients with SMI, benefitting 55,000 people by 2023-24.</p><p> </p><p>We are not able to forecast at this stage how many people will be supported to enter, or remain in work, or which parts of the country will see these outcomes as a result of this expansion of IPS. The intention is that these trainees will start working in schools during 2019. The National Institute for Health and Care Excellence (NICE) is the independent body responsible for developing authoritative, evidence-based guidance for the National Health Service. NICE’s guidance is based on a thorough assessment of the available evidence and is developed through extensive engagement with stakeholders. NICE has not yet published its final guideline on depression and has recently consulted publicly on its draft guidance. These include staff working in hospital trusts and clinical commissioning groups (CCGs), but not staff working in primary care or in general practitioner surgeries, local authorities or other providers.</p><p> </p><p>The following table shows the full time equivalent (FTE) figures for the mental health and learning disability workforce in National Health Service trusts and CCGs in England as at 31 March each year, since 2014. The plan sets out concrete steps for delivering 21,000 new posts across the mental health system and implementation is underway.</p><p> </p><p>HEE is working with the Royal College of Psychiatrists to encourage more doctors to choose a career in mental health. The NHS Constitution now states that the National Health Service “is designed to improve, prevent, diagnose and treat both physical and mental health problems with equal regard”.</p><p> </p><p>The Department is investing in mental health to expand and improve services via the Mental Health Five Year Forward View. Spending on mental health increased to a planned £11.86 billion in 2017/18. 	answer	answer is ministerial correction date of answer 19/07/2018 answer text <p>The Department has committed to delivering mental health “first aid” training to a member of staff in all schools across England by the end of this Parliament.</p><p> </p><p>The programme to deliver Youth Mental Health First Aid training to secondary school staff is in its second year of delivery. We have so far invested over £450,000 in the programme, and have delivered the training to staff in over 1,300 secondary schools. The Government further reinforced this commitment by welcoming the independent Mental Health Taskforce’s Five Year Forward View for Mental Health report in February 2016. The report set out a strategy for change in four key areas to drive forward improvements in mental health: promoting good mental health and helping people lead the lives they want to live, integrating care, creating a seven-day National Health Service for mental health and hard wiring mental health across health and social care.</p><p>The Government accepted all the report’s recommendations in January 2017 and published a detailed action plan for taking forward the recommendations, including how we will monitor progress and report transparently. NHS England’s Implementation plan for the Five Year Forward View, published in July 2016, also set out a robust plan for delivering the commitments set out in the Five Year Forward View for Mental Health.</p><p>The Government has also set up the first waiting times standards for mental health, including for those experiencing a first episode of psychosis. Latest figures show that over 75% of people experiencing their first episode of psychosis commence treatment within two weeks, exceeding the 50% Early Intervention in Psychosis target set for 2016/17.</p><p>NHS England’s Mental Health Investment Standard also requires the local NHS to increase mental health investment by at least the same proportion as overall allocations. This is planned to be met across England as a whole in 2017/18 and 2018/19. The National Health Service app library is now hosting six digital tools aimed at improving mental health support and early intervention for children and young people.</p><p> </p><p>There is also ongoing work to redesign the NHS.uk website to improve information and access to digital support for mental health. Development is also underway for a specialist mental health assessment module for NHS111 which will provide more appropriate support and signposting.</p><p> </p><p>For people in need of mental health crisis care who have been detained under the Mental Health Act, new technology is being trialled to enable health and social care professionals, community street triage teams and the police to access appropriate Health Based Places of Safety.</p><p> </p><p>NHS England is working with the National Institute for Health and Care and Excellence in developing a digitally enabled therapy assessment programme which will assess up to 14 digital therapy products for use in Improving Access to Psychological Therapies services by 2020. Time To Change aims to raise awareness of mental health illness and address the fear of stigma that can stop young people and their families from seeking the help that they need. We are also delivering mental health awareness training in every school in England, and given that maternal mental health has a significant impact on the child’s mental health, we are investing £365 million up until 2020/21 to improve access to specialist perinatal mental health services.</p><p> </p><p>In order to transform children and young people’s mental health services, we are making an additional £1.4 billion available from 2015/16 to 2019/20, to ensure access to specialist mental health services for 70,000 additional children and young people each year by 2020/21. This additional money provides funding for clinical commissioning groups and various national programmes, including improving crisis support, expanding the workforce and tackling stigma. Both vaccines are on the National Health Service’s routine immunisation schedule. The quality, safety and efficacy of both M-M-RVaxPro and Priorix have been evaluated before they were given a Marketing Authorisation in Europe, and the Marketing Authorisation Holder for each vaccines is legally required to submit periodic safety update reports to the regulator, which are documents intended to provide an evaluation of the risk-benefit balance of a medicinal product at defined time points after its authorisation. The sites at which the products are manufactured are also required to undergo periodic inspections to ensure that they comply with Good Manufacturing Practices. Each batch of vaccines is tested by an official medicines control laboratory (OMCL). OMCL testing is independent of and in addition to the manufacturer’s testing. 	answer	answer is ministerial correction date of answer 13/07/2017 answer text <p>The Government works with the online sector and other stakeholders to address the impact of potentially harmful content online given that online harms can have a negative effect on individual's mental health.</p><p>The Department has invested:</p><p>- £3 million in MindEd, an online training platform for professionals working with children and young people to recognise when a child needs mental health support; and</p><p>- £12 million between 2016-20 in Time to Change to challenge mental health stigma, which has reached 750,000 children and young people through social marketing campaigns and improved attitudes of over 4.1 million people in England.</p><p>Public Health England has also launched Rise Above, a website to build emotional resilience in young people to help deal with the pressures of growing up, including mental health.</p><p>The Government expect websites, including social media companies, to respond quickly to reports of harmful content/abusive behaviour on their networks.</p><p>The joint Department of Health and Department of Education Green Paper on children and young people’s mental health will consider action to minimise the risks social media poses, whilst maximising its benefits. Work has started on the Department of Digital, Culture, Media and Sport led cross-Government internet safety strategy which will give us the opportunity to consider issues of online safety for children and young people. 	answer	answer is ministerial correction date of answer 22/07/2019 answer text <p>In addition to mainstream mental health services, NHS England commissions two bespoke services for veterans experiencing mental health difficulties.</p><p>The first is the Transition, Intervention and Liaison Service (TILS) which supports serving personnel who need additional support as they are leaving the armed forces and veterans who have mental health issues. The TILS is also the entry point to the Complex Treatment Service (CTS), the second service commissioned by NHS England. The CTS is able to provide a range of more intensive care and treatment for veterans with military related complex mental health difficulties, many of whom will have experienced trauma. 	answer	answer is ministerial correction date of answer 19/03/2019 answer text <p>The Government is committed to ensuring everyone with an eating disorder, regardless of their geographical location has access to timely treatment based on clinical need. NHS England’s ‘Access and Waiting Time Standard for Children and Young People with an Eating Disorder: Commissioning Guide’ sets out guidance on establishing and maintaining eating disorder services.</p><p> </p><p>It states that eating disorder services for young people should follow the overarching principles for service design and development for children’s services required of local transformation plans. These plans support local governance and oversight and are included in sustainability and transformation plans for the wider National Health Service and social care system.</p><p> </p><p>The first waiting times have been set up to improve access to eating disorders services for children and young people. By 2020/21, 95% of children with an eating disorder will receive treatment within one week for urgent cases and within four weeks for routine cases. The latest figures indicate that the NHS is on track to meet that standard.</p><p> </p><p>The NHS Long Term Plan commits to “test four-week waiting times for adult and older adult community mental health teams, with selected local areas”. The growth in non-surgical treatments increases the need for consumer protection and we are currently working with stakeholders to strengthen the regulation of cosmetic procedures.</p><p>The Medicines and Healthcare products Regulatory Agency is responsible for regulating all medicines and medical devices in the United Kingdom.</p><p>Botulinum injections (commonly known under the brand name ‘Botox’) are prescription-only medicines. A prescriber may delegate responsibility for the administration of the medicine, but they retain responsibility for ensuring that the secondary practitioner provides the treatment safely.</p><p>Currently, a dermal filler may be regulated either as a general product, a medicine or a medical device, depending on its composition and intended use. From May 2020 all dermal fillers, irrespective of their composition and intended use, will be regulated as medical devices under Annex XVI of the Medical Device Regulations (EU 2017/745).
