	answer	answer is ministerial correction date of answer 10/12/2018 answer text <p>The Department for Transport (DfT) does not hold estimates of the number of rail passengers who have been delayed by (i) at least thirty minutes, (ii) one hour or more, or (iii) more than two hours each year since 2010.</p><p> </p><p>However, DfT recently published (1 October) the compensation amounts paid by TOCs to passengers for delayed journeys since 2009. Franchised operators have benchmarks for delays (Delay Minutes), cancellations and part cancellations (combined as Cancellations) within the Franchise Agreement. For example, on Northern and Transpennine Express, by 2020 all the trains will be brand new or completely refurbished, and all the Pacer trains will be gone. The East Anglia franchise will deliver over 1,000 new carriages, the West Midlands franchise will see over 400 new carriages, and South Western railways will deliver 750 new carriages. In their planning, operators consider the impact of new rolling stock and the growth in reliability as trains are first introduced. 	answer	answer is ministerial correction date of answer 23/01/2019 answer text <p>Under a special compensation scheme, paid for by the rail industry, following the disruption last summer, over 14,000 claims from season ticket holders and regular travellers on Northern and TransPennine Express services have now been submitted and over £1million paid out in compensation.</p><p> </p><p>Northern introduced Delay Repay 15 (DR15) in December 2018. DR15 entitles passengers who have been delayed by 15-29 minutes to compensation worth 25% of the single fare.
