	answer	answer is ministerial correction date of answer 07/06/2019 answer text <p>Independent Child Trafficking Advocates (ICTAs) are an independent source of advice for trafficked children and somebody who can speak up on their behalf.</p><p>The Government has successfully rolled out ICTAs to one third of all local authorities in England and Wales, in line with the commitment made in July last year. Where the service is available, all children that are potential victims of trafficking are eligible for support.</p><p>The Independent Review of the Modern Slavery Act led by Frank Field, Baroness Butler-Sloss and Maria Miller has recently considered Section 48 of the Modern Slavery Act 2015, which makes provisions for ICTAs. In July 2018, the Government announced that it would roll out the service to eligible children in one third of local authorities in England and Wales by April 2019.</p><p>The Government is committed to rolling ICTAs out nationally. Section 48 of the Modern Slavery Act 2015, which makes provisions for ICTAs, is being considered in the Independent Review of the Modern Slavery Act, led by Frank Field MP, Maria Miller MP, and Baroness Butler-Sloss. The Government will carefully consider any recommendations about ICTAs which come out of the Review ahead of any national rollout.</p><p>Local authorities play a pivotal role in the safeguarding of all children in their care, regardless of their backgrounds or experiences. It is absolutely right that local authorities continue to make decisions about the placement and welfare of children, which includes ensuring they have access to suitable accommodation. 	answer	answer is ministerial correction date of answer 18/04/2018 answer text <p>The Government takes the issue of safeguarding all children, including unaccompanied asylum-seeking children and migrant children, extremely seriously and we remain committed to working with all partners to safeguard vulnerable children.</p><p> </p><p>Last year the Home Office worked with the Department for Education in the development of the <em>Safeguarding Strategy for Unaccompanied Asylum Seeking and Refugee Children</em>. The strategy, which was published in November 2017, sets out a range of actions the Government will undertake to safeguard and promote the welfare of unaccompanied asylum seeking and refugee children to ensure they have access to the care, services and support they require. Where children are found to be victims of modern slavery their safety and welfare needs must be addressed as the priority.</p><p>Local authorities have a duty to safeguard all children in their care, regardless of their backgrounds or experiences including children within the National Referral Mechanism. It is the responsibility of the local authorities to make decisions about the placement and welfare of children in their care, this includes assessing the risks to that child, such as trafficking, and how best to safeguard them.</p><p>In addition to the care and support local authorities provide children in their with, the Government announced in October 2017 that it would commence section 48 of the Modern Slavery Act 2015 and committed to the full national roll out of Independent Child Trafficking Advocates (ICTAs) across England and Wales. Acting in the child’s best interests, ICTAs will provide independent advice and guidance to the child and will be independent of those authorities responsible for making decisions about the child. 	answer	answer is ministerial correction date of answer 10/01/2018 answer text <p>Sarah Newton MP the then Minister for State for Crime, Safeguarding and Vulnerability announced on 26 October that this Government remains committed to rolling out Independent Child Trafficking Advocates (ICTAs) nationally.</p><p>To date we have implemented ICTAs in three early adopter sites (Greater Manchester, Hampshire and the Isle of Wight and nationally in Wales) which have been running since January 2017. It is essential that we learn the lessons from these sites and implement the right model which best supports the specific and diverse needs of these incredibly vulnerable children. This is why we are evaluating the service provided in the early adopter sites, with the help of an Independent expert advisory panel, ahead of national rollout.
