The new programmes of study for computing, which will be taught in maintained schools from September 2014, have a much greater emphasis on computer science. For example, pupils at key stage 1 will be taught to create and debug simple programs and key stage 3 pupils will be taught to use two or more programming languages.</p><p>We also working with exam boards and sector experts to review the computer science GCSE and A level so that they reflect and build upon the changes made to the curriculum. The inclusion of computer science in the English Baccalaureate will provide further encouragement for pupils to take up the subject at GCSE level. We are also providing funding for several projects to help teachers acquire the necessary subject knowledge and skills to teach the new computing curriculum.</p><p>We are funding the British Computer Society to build a network of 400 ‘Master Teachers', create online teach-yourself resources and deliver 800 in-school workshops to help primary school teachers improve their subject knowledge. Between November 2012 and September 2013 our central records show that 1,345 paid days were spent by union representatives on such activities. These central records are based on returns submitted by union representatives to account for the time they have spent on their union roles. Information on the amount of paid time spent on trade union activities prior to November 2012 could only be obtained at disproportionate cost.</p><p> </p><p>Since October 2013 the Department has not permitted members of staff elected as union representatives to be granted paid facility time for any trade union activities and in future will only grant paid facility time for such activities in exceptional circumstances and with approval from the Secretary of State. These penalties can be written back on to the system if more information is found – for instance, a new address for the offender.</p><p> </p><p>Legal cancellations can be applied after the case has been reconsidered by a Judge or Magistrate. Typically, legal cancellations are used where a case has been re-opened and the defendant has been found not guilty, following the presentation of additional information. The balance amount imposed that is remaining at the end of the financial year will include amounts that were being paid by instalments or were not due for payment by that time.</p><p> </p><p>HM Courts and Tribunals Service (HMCTS) takes the issue of financial penalty enforcement very seriously and is working to ensure that clamping down on defaulters is a continued priority nationwide. HMCTS actively pursues all outstanding impositions until certain they cannot be collected. Total collection reached an all time high at the end of 2012/13 and collection has continued to rise in this financial year. At the end of September 2013 total collection (all imposition types excluding confiscation orders) across HMCTS was higher than the same point in the previous year and the outstanding balance had reduced since the start of the financial year. On average over the last 12 month 69% of accounts have been either closed or are compliant with payment terms by 12 months after imposition.</p><p> </p><p>HMCTS are actively seeking an external provider for the future delivery of compliance and enforcement services.
