	answer	answer is ministerial correction date of answer 01/07/2014 answer text <p>Local authorities retain their legal responsibility, under section 68 of the Education and Skills Act 2008, to make available to young people aged 13-19 and to those up to the age of 25 with a Learning Difficulty Assessment or Education, Health and Care Plan, support that will encourage, enable or assist them to participate in education or training. Local authorities are expected to pay particular attention to young people who are not in education, employment or training or whose current activity is not known. This includes agreeing how these young people can access intensive support, drawn from the range of education and training support services available locally.</p><p>It is for local authorities to determine what support is necessary to fulfil their statutory responsibilities and consider whether additional services are needed, including wto complement those available from young offender institutions. Local authorities should provide strategic leadership in their areas to support participation, agreeing ways of working with other partners such as voluntary and community sector organisations, young offender institutions and probation services.</p><p>The National Careers Service complements the support available to young people, offering information and advice on education, training and employment options. We are reshaping the service from October 2014 to respond to the changing needs of the economy with a focus on local leadership and providing inspiring careers advice for customers, including a new brokerage service to facilitate relationships between schools and employers. The introduction of 16-19 study programmes will expand the provision of genuine work experience and work-related learning for all post-16 students. We have invested in new apprenticeships that are more employer-led than ever before, and introduced traineeships to give young people the skills and experience they need to compete successfully for a job. From September 2014, the Tech Level qualifications will provide a high-quality vocational alternative to A levels, leading to a recognised occupation.</p><p>These and other reforms arising from Professor Alison Wolf's 2011 review of vocational education have led to far-reaching improvements in vocational education. These include employer recognition of qualifications and simplified and better-funded arrangements for work experience.</p><p>Our reforms to GCSEs and A levels will secure rigorous, challenging qualifications which are responsive to the needs of students and employers. 	answer	answer is ministerial correction date of answer 27/06/2014 answer text <p>The Government is giving more schools greater flexibility to adapt the shape of the school year in the interests of their pupils' education.</p><p> </p><p>Whilst this will extend an existing flexibility to a greater number of schools, our advice will continue to include a clear expectation of schools working with each other and the local authority to coordinate dates to avoid unnecessary disruption to parents and their employers.</p><p> </p><p>The Department has consulted with representatives of the tourist industry. Where schools choose to change their holiday dates, following discussion locally with parents and local businesses, there may well be a positive impact on seaside economies. 	answer	answer is ministerial correction date of answer 28/04/2014 answer text <p>Area cost adjustments for 16-19 education and training are based on the differing wage costs across England, as indicated by the Labour Force Survey (LFS). The same area cost index is used for sixth form colleges as for all other post-16 institutions in England that are funded by the Department for Education. It is also used for education and training for adults funded by the Skills Funding Agency.</p><p>The current area cost index was developed in 2002 by the Learning and Skills Council and has been reviewed on several occasions since then. Initially Cambridgeshire did not have an area cost adjustment, but in 2008 there was a specific review of the area cost adjustment for the county, which considered a range of factors and gave Cambridgeshire an uplift of 2% for the academic year 2009/10 and all years subsequently. 	answer	answer is ministerial correction date of answer 26/06/2014 answer text <p>Schools are responsible for providing music education to their pupils, using the funding they receive for curricula and extra-curricula provision. It is for schools to decide how to spend this, including on music.</p><p>In addition, we are providing £171 million to 123 new music education hubs across 2012-15 to provide core roles, such as ensuring that every child aged 5-18 has the opportunity to learn a musical instrument through whole-class ensemble teaching, and to progress from that, to sing, to play in ensembles, and to perform.</p><p>The hubs have been overseen by Arts Council England (ACE) on our behalf since they were set up in August 2012, and we have confirmed that ACE will continue to carry out this role until at least March 2016. Arrangements beyond this point will be subject to review.</p><p>The Department for Education is monitoring the performance of the hubs on an ongoing basis, through annually collected data and a new Hubs Advisory Group. In the first year of the music education hubs, nearly half a million children were given the opportunity to learn a musical instrument for the first time and hubs provided or supported 15,000 choirs, orchestras and bands. This additional support will fund over 100,000 incentive payments of £1,500 to employers.
