However, we know that women and girls who come into contact with street gangs are at greater risk of violence, particularly sexual violence.<br><br>The Government report on ‘Ending Gang and Youth Violence’ (November 2011) recognised the importance of tackling gang-related violence on girls, and refers to research by Race on the Agenda (2010:11) which exposed the significant harm that girls associated with gangs can experience. Further research has been undertaken by the Office of the Children’s Commissioner and Bedfordshire University. This was set out in their Interim Report (2012): &quot;I thought I was the only one. We worked hard through the Government’s National Council for Child Welfare (NCCW) to ensure that Sudan was represented at the Girl Summit which took place in London in July, and which had a particular focus on FGM and child and early forced marriage (CEFM). We welcome the Government’s subsequent signature of the Girl Summit Charter, which includes a public commitment to ending FGM. We are now in discussion with the NCCW about an event to mark that signature, which would be attended by the Ministry of Social Welfare. On 22 October the Government will host a regional meeting on ending FGM, in which it will showcase its own achievements in changing attitudes.</p><p> </p><p>Advocacy on the need for legislation on Female Genital Mutilation (FGM) forms part of a programme supported by DFID and run by UN Children’s Fund (UNICEF), the World Health Organisation (WHO) and the UN Population Fund (UNFPA). More broadly, the programme aims to end FGM by making it socially unacceptable, and supports the country-wide Saleema campaign which is led by the Government of Sudan.</p><p> </p><p> </p><p> </p><p>DFID is also providing funding to UNICEF’s Multiple Indicator Cluster Survey (MICS), which will include data on the percentage of women who have undergone FGM, and will report by the end of 2014. This reduction has generated significant savings, for example, we saved £60 million by selling a lease on Admiralty Arch.</p><p>On 1 January 2014, 2.5% of the central administrative estate that is mandated to be on e-PIMS (electronic Property Information Management System) was vacant. This is well below the reported national average (private and public sector) of 10.2%. The changes we introduced last year in relation to parcels were to ensure consistency across the estate and to make sure that security can be maintained. There have always been controls on the sending of parcels into prisons, and allowing parcels to be sent in unrestricted would be operationally unmanageable and would lead to a significant risk of drugs and other illicit items being smuggled into prisons.</p><p> </p><p> </p><p> </p><p>We have always recognised the importance of reading and literature in the rehabilitative process, and the positive effects these have on prisoners' welfare. <em>Every prison has a library, to which every prisoner has access. The Parliamentary Under-Secretary of State for Foreign and Commonwealth Affairs, my hon. Friend the Member for Boston and Skegness (Mr Simmonds), pressed the Chad Foreign Minister, Moussa Faki, for further progress when they met on 28 January at the African Union (AU) summit and 2 April at the EU-Africa Summit.</p><p>Chad has announced that it is withdrawing its troops from the African-led International Support Mission to the Central African Republic (MISCA) in agreement with the AU. The UK is not part of MISCA, but has provided £2million to MISCA to cover some essential MISCA costs including food, fuel and water. This applies to the Central African Republic, Sudan, South Sudan, Syria and the Democratic Republic of Congo. Of the five countries in question, the Governments of Sudan, South Sudan and the Democratic Republic of Congo are currently listed for the recruitment and use of children. The latter two have signed action plans with the UN to end this practice. There are also non-state armed groups listed for recruitment and use of children in all the countries in question, except South Sudan. The UK actively participates in the Security Council Working Group on Children and Armed Conflict to hold perpetrators to account as well as working with the UN Secretary General's Special Representative for Children and Armed Conflict and non-governmental organisations to urge those Governments who have not already done so, to enter into time-bound action plans with the UN. The Minister for Africa, my hon. Friend the Member for Boston and Skegness (Mr Simmonds), is leading a campaign to raise awareness and help prevent the recruitment of child soldiers and children from becoming victims of sexual violence. The scale of the crisis demands a coordinated, multi-departmental response by the UK Government.</p><p> </p><p> </p><p> </p><p>On the 17<sup>th</sup> of September, we pledged £100 million in support towards combatting the outbreak. At the heart of this is the provision of 700 treatment beds in Sierra Leone to help to save lives and contain the spread of Ebola. This will increase the number of available beds to more than 1,000 over the coming months. Work has already begun on a 92 bed treatment facility in Kerrytown which will provide 12 dedicated beds specifically for healthcare workers. The MoD will set up, build and operate this facility.</p><p> </p><p> </p><p> </p><p>Given the gravity of the situation in Sierra Leone DFID, together with the MoD, is setting up a forward command and control logistical hub that will provide the backbone of infrastructure, commodities, training and management needed to scale up the response in Sierra Leone. The hub will be staffed by a large multi-agency team including military, humanitarian and health experts. These will ensure that offenders' health needs (mental health, learning disability and substance misuse) are identified and assessed, and that the appropriate referral is made at the earliest opportunity within the criminal justice system. The information gained from such assessments should inform key decision makers within the CJS, so that prosecutors and sentencers are able to make more informed decisions.</p><p> </p><p>Liaison and diversion services will be introduced in police custody suites and criminal courts across England and funding has been transferred to NHS England to commission a test model from April 2014 that will form the basis of the rollout of this national service.</p><p> </p><p>The table below shows the number of offenders starting supervision under Community Orders with mental health treatment requirements attached, in each probation trust in England and Wales, in 2010, 2011, 2012 and January to September 2013. The proposals do not affect any moving traffic offences.
