The UK works closely with UN, Syrian and International NGO partners to ensure aid reaches those in need within Syria. star this property answer text <p>We welcome the recent Chatham House paper, and note the report’s concerns over alleged Assad regime interference in the delivery of humanitarian aid, including the risk of diverting aid for military and political purposes.</p><p> </p><p>Our aid contribution in Syria is targeted towards those most in need and distributed, impartially, in line with humanitarian principles. On this basis, our partners do work in regime-controlled areas. However, DFID does not work directly with the Assad regime, and our programmes have a range of safeguards in place to mitigate the risks of regime interference and aid diversion.</p><p> </p><p>These measures include independent third-party monitoring of programmes and tight financial controls, which include requiring our partners to record and provide detailed information and evidence about the use of funds. We have a high degree of confidence in these measures, but will continue to keep this position under review.</p> more like this

star this property answer text <p>The Department for International Development has set up a tracking mechanism that will report on the delivery of all the financial commitments made at the February 2016 Supporting Syria and the Region Conference in London, including humanitarian and development funding and loans. As of 21 September 2016, of the $6 billion grants pledged for 2016 at the Conference, donors had committed $6.3 billion and delivered $4.7 billion.</p><p>The UK continues to work with other London Conference co-hosts to urge donors to deliver on the commitments they made in London and to consider what more can be done to meet the funding gaps of the UN appeals. This was discussed at the UN General Assembly in New York in September, where the Secretary of State for International Development co-chaired a Conference follow up event.</p> more like this

star this property answer text <p>On 4 February, the Prime Minister co-hosted the “Supporting Syria &amp; the Region London 2016”, which brought together over 60 countries, international organisations, business, civil society, Syrians and people affected by the conflict to agree a comprehensive new approach on how we respond to this protracted crisis. Donors announced over $11 billion in funding for the Syria crisis response, of which almost $5.9 billion is for 2016. A further $5.4 billion has been committed for 2017-2020 to enable partners to plan ahead. Never has the international community raised so much for a single humanitarian crisis in a single day. The United Nations will track pledges made towards the 2016 UN-coordinated inter-agency appeals for Syria and the region, and we will work alongside the UN to ensure these pledges are disbursed quickly and maintain the momentum on fundraising over the longer-term. This information is being updated on UN Office for the Coordination of Humanitarian Affairs’ Financial Tracking System.</p>

star this property answer text <p>The &quot;Supporting Syria and the Region London 2016&quot; Conference was held on 4 February last week, and more than US$11 billion was pledged to support people in Syria and the region affected by the conflict, the largest amount raised in one day for a humanitarian crisis.</p><p>Commitments made at the Conference will help to create 1.1 million jobs and provide education to an additional 1 million children. The UK remains at the forefront of the response to the crisis in Syria and the region. We have doubled our commitment and have now pledged a total of over £2.3 billion, our largest ever response to a single humanitarian crisis. The focus of the Syria Conference is to raise significant new funding to meet the immediate and longer-term needs of all those affected by the crisis within Syria and to support neighbouring countries, who have shown enormous generosity in hosting refugees, to cope with the impact of the crisis. We also hope that the Conference outcomes will support on-going discussions on a political situation to the conflict.</p><p><br></p><p>Under UN Resolution 1325, we are committed to ensuring appropriate representation of women in Conference delegations and panels. This will be pursued through our engagement with overseas delegations to include strong female representation. The Conference will include a strong focus on the situation inside Syria, the very human impact on women, girls and youth, and ways we can protect them from harm, including sexual and gender-based violence. As you know, on the day before the event, we are also supporting a large gathering of civil society, from which a cross-section, including representation of women and girls, will contribute to discussions in the Conference.</p>
