star this property answer text <p>The House of Commons has a good track record for supporting young people into employment, and particularly those from disadvantaged and under-represented groups. We currently achieve this through the paid internships we offer as part of the Speaker's Parliamentary Placement Scheme and our Summer Diversity Internship Programme, as well as through our apprenticeship programme. In line with this commitment the House authorities are currently discussing the best way to engage with the Kickstart scheme, both as an employer and in their role supporting Members and their offices.</p> more like this

star this property answer text <p>The Parliamentary Security Department (PSD) has a Special Services Agreement for provision of policing on the Parliamentary Estate; external policing is a matter for the Metropolitan Police Service (MPS). The House of Commons Commission cannot therefore provide the requested information pertaining to policing arrangements in the vicinity of the Parliamentary Estate in the last 10 years.</p><p>PSD is in frequent communication with the MPS to assess expected protest activity and other events in the surrounding area that may impact access to and/or the safety of Parliament and those working or visiting here. During extended and heightened protest activity, for example around the debates on Brexit, PSD has worked with the MPS and with other parties such as broadcasters to protect Members, staff and the public. PSD also issues advice to Members and other passholders around personal security, including any specific guidance around ongoing events.</p><p>PSD and other Parliamentary officials also liaise with Westminster City Council (WCC), the Greater London Authority (GLA), the MPS and others on issues of safety and security in the nearby area. Parliament has supported the Parliament Square Streetscape Project, which is led jointly by the GLA and WCC and with the involvement of the MPS, to consider the feasibility of improvements to the Streetscape around the Palace of Westminster.</p>

star this property answer text <p>The Parliamentary Maintenance Services Team (PMST) has developed a high-level management plan to identify and control risks relating to air conditioning systems.</p><p>Specific industry guidance on how to operate and use air conditioning systems to minimise the spread of covid-19 has been issued by the Chartered Institution of Building Services Engineers (CIBSE). PMST has applied this guidance and also follow the UK Planned Preventive Maintenance Standard SFG20, which has a specific revision dealing with covid-19. This, in combination with PMST’s management arrangements constitutes a suitable and sufficient assessment of the risk.</p><p>Regarding the operation of the systems, wherever buildings have mechanical ventilation PMST has switched air conditioning units to fresh air only, so there is no recirculation of air from the indoor environment – it is all discharged into the atmosphere outside. PMST is also modifying controls strategies to run plant at 100% 24/7 to ensure greater air exchanges.</p><p>There is no current evidence of ventilation systems transmitting covid-19 at present. The supply air ductwork brings filtered fresh air from outside the buildings into the environment and the extract ductwork discharges air to outside; therefore, there will be no risk to building occupants as no extracted air is recirculated.</p>

This covers Public Bills from the 2002–03 session and Private Bills from the 2001–02 session. Additionally, Bills are indexed in the Parliamentary Search tool on the Parliamentary intranet. This enables users to find any Parliamentary business related to a Bill.</p> more like this

star this property answer text <p>The Commission has no plans to subscribe to the resources referred to which are part of the Public information Online service.</p><p>The Commons Library provides a wide range of commercial information databases and online resources to support the work of Members and their staff and in making decisions on which services to subscribe to it is guided by the importance of ensuring value for money and the need to make the most effective use of the funding the House provides. Consequently, as all the Parliamentary information contained in Public Information Online is already available in the Library, either in printed or online form, and is readily accessible to Members, it has previously concluded that a subscription to this service is not necessary. The Library also provides a skilled team of knowledgeable staff who can assist members and their teams in finding and accessing this information if they should experience any difficulties.</p> more like this

star this property answer text <p>Parliamentary Maintenance Services Team (PMST) has three recorded instances of this roller towel being reported to its Helpdesk – on 18/06/19, 09/09/19 and 16/10/19.</p><p>On each occasion a reactive works request was correctly raised and a tradesperson attended; however this particular roller towel is located in a stainless steel housing which means our standard roller towels do not fit so we were unable to resolve the issue on our initial visit and the requests were incorrectly closed.</p><p>PMST apologises for this oversight and is pleased to confirm that a new modified roller towel has now been installed. In addition PMST has reviewed its procedures to minimise any re-occurrence of reactive works requests being closed incorrectly.</p> more like this

The House of Commons Commission cannot speak on behalf of the PCS who is independent, but the option selected by the Commission was the one which commanded most widespread support during that consultation process, including from the PCS.</p> more like this
