star this property answer text <p>We have built into the planning system, through the NPPF and its accompanying guidance, clear expectations on adaptation and resilience to climate change impacts. All plans should take account of a changing climate, including implications for flood risk, coastal change, water supply, biodiversity, landscapes and rising temperatures.</p><p>When considering new development in areas which are vulnerable (e.g. to increased flood risk), care should be taken to ensure that risks can be managed through suitable adaptation measures, including through the provision of green infrastructure such as multi-functional sustainable drainage systems</p><p><br>In the Government’s response to the Environmental Audit Committee’s enquiry into heatwaves we set out our intention to consult on a method for reducing overheating risk in new homes. This will be done alongside the Government’s review into the energy efficiency standards of the Building Regulations.</p> more like this

This fell to 42 per cent in 2016-17 and has increased to 45 per cent in 2017-18.</p><p>Supported by government schemes including Help to Buy and Right to Buy, the number of first-time buyers rose to over 370,000 in 2018, which is an 86 per cent increase since 2010.</p> more like this

star this property answer text <p>The National Planning Policy Framework expects local authorities to give substantial weight to the value of using suitable brownfield land within settlements for new homes and other uses. We ask them to prioritise brownfield wherever practicable, and have provided support in the form of loan funding for site preparation, infrastructure and land assembly; new permitted development rights to put existing buildings to good use as dwellings; and the redevelopment of brownfield sites in Green Belt to allow more affordable homes. Every local authority has published a register of brownfield land suitable for new homes, bringing thousands of hectares of developable land to the attention of house-builders and self-builders.</p><p>Local authorities are also beginning to receive proposals regarding Permission in Principle for housing-led developments on land in brownfield registers. Brownfield sufficient for many hundreds of thousands of new homes is likely to be identified by local authorities, and it is they who must plan how and when to use available, viable and sustainable sites for the housing we so badly need.</p>

star this property answer text <p>The statutory 'reasonable preference’ requirements ensure that priority for social housing is given to certain people, including those who need to move for medical or welfare reasons. Statutory guidance issued to local authorities in 2012 (<a href="https://www.gov.uk/government/publications/allocation-of-accommodation-guidance-for-local-housing-authorities-in-england" target="_blank">https://www.gov.uk/government/publications/allocation-of-accommodation-guidance-for-local-housing-authorities-in-england</a>) includes ‘a mental illness or disorder’ as one of the indicators of the medical and welfare reasonable preference category.</p><p>We are consulting on proposals for new statutory guidance for local authorities designed to improve how members of the Armed Forces community are allocated social housing (<a href="https://www.gov.uk/government/consultations/improving-access-to-social-housing-for-members-of-the-armed-forces" target="_blank">https://www.gov.uk/government/consultations/improving-access-to-social-housing-for-members-of-the-armed-forces</a>). star this property answer text <p>Government has set out a long term and comprehensive strategy to make the housing market work for everyone; including to release more land for homes where people want to live; build the homes we need faster; get more people building more of the kind of homes people want; as well as support people who need help now</p><p>We have acted to make our housing market work better, including:</p><ul><li>planning reforms to ensure more land is available for housing and maximise the potential of our cities and towns to build new homes whilst protecting the Green Belt;</li><li>launching Homes England, bringing together money, expertise, planning and compulsory purchase powers;</li><li>lifting Housing Revenue Account borrowing caps so local authorities can deliver a new generation of council housing;</li><li>Providing more than £15 billion of new financial support over the next five years, taking total financial support to at least £44 billion to 2022/2023, which will boost the delivery of housing and use funds flexibly to unblock the barriers to more housebuilding;</li><li>publishing a Green Paper which sets out a new deal for social housing in England;</li><li>measures to rebalance the relationship between tenants and landlords to deliver a fairer, good quality and more affordable private rented sector;</li><li>and reforms to make sure the leasehold system in England is fair and transparent to the consumer.</li></ul><p>Taken together, our reforms will help create, fund and drive a fairer housing market that delivers 300,000 homes a year on average by the mid-2020s.</p>

star this property answer text <p>The Government currently supports 24 locally-led garden cities, towns and villages through its Garden Communities programme and sponsorship of Ebbsfleet Development Corporation. Locally-led Garden Communities are vital to delivering transformational housing growth that we need. We have provided £22 million of capacity funding to fund dedicated staff teams, key studies and assessments to underpin delivery of our garden towns and villages.</p><p>As of June, local authorities confirm that over 10,000 high quality homes have been completed, leaving a legacy for generations to be proud of – echoing the commitments made in our Housing White Paper.</p><p>Local authorities expect over 5,500 additional homes will be completed by the end of 2019.</p><p>We do not hold data on the occupancy rates of Garden Communities, but the number of long-term vacant dwellings across England remains lower than when records began.</p> more like this
