star this property answer text <p>There are currently over 16,700 more nurses on wards when compared to 2010. The latest data published by the University and College Admissions Service (on 11 July 2019) shows that there has been a 4.6% increase in the number of undergraduate applicants to pre-registration nursing and midwifery courses when compared to the equivalent point in 2018.</p><p>The Department has put in place a number of actions to increase nursing workforce supply, including improving staff retention, return to practice, overseas recruitment and expanding nursing associates.</p><p>The interim People Plan (published on 3 June 2019) puts staff at the heart of National Health Service policy and delivery and sets out how we will secure a capable and motivated multidisciplinary healthcare workforce, of a sufficient size, to meet population health needs. It sets out the immediate actions needed to grow the nursing workforce across all settings by over 40,000 in the next five years. A final People Plan will be published in due course.</p><p> </p>

star this property answer text <p>In the event that the United Kingdom leaves the European Union without a deal on 31 October 2019, the Department has advised National Health Service providers that they should continue to establish eligibility for healthcare in the same manner as they do now, including for those EU citizens who have secured Settled Status.</p><p>The Government has made clear that the rights of EU citizens in the UK on exit day will be protected, and this includes being able to access NHS care without charge on the basis that they are ordinarily resident in the UK. EU citizens already living in the UK on exit day have up until 31 December 2020 to apply for Settled Status, but their access to healthcare will remain the same regardless of whether they apply for Settled Status up to then.</p><p>No additional funding has been allocated to trusts to carry out eligibility checks for EU citizens. The Chancellor announced on 1 August that he has made an additional £2.1 billion available to prepare for EU Exit which includes the creation of an Operational Contingency Fund, to meet the costs of ‘no deal’ operations. This fund is available for bids where EU Exit operational costs arise that cannot be met by existing funding settlements.</p>

star this property answer text <p>In its Long Term Plan, the National Health Service outlined eight potential areas for legislation, including one to increase flexibility in the NHS pricing regime.</p><p>The NHS is now further developing their proposals, and outlined further thinking on this in an engagement document published on 28 February. This was followed by an engagement exercise with staff, the public and other stakeholders to gain their views on the proposals. We are working with them to explore options.</p><p>The Government’s priority is to support the NHS to improve patient outcomes by delivering the Long Term Plan. star this property answer text <p>The education funding reforms announced in the 2015 Spending Review started to take effect from August 2017 and pre-registration nursing students began to access student loans rather than receiving a National Health Service bursary.</p><p>In January 2019, the NHS published its Long Term Plan which sets out a 10 year vision for healthcare in England. The NHS Interim People Plan, published on 3 June, sets out the immediate actions needed to grow the nursing workforce across all settings by over 40,000 in the next five years.</p><p>We will work with the NHS and the Higher Education Institution sector to improve awareness of the financial support packages available to all undergraduate and postgraduate healthcare students and how they can be accessed.</p> more like this

star this property answer text <p>European Union citizens living in the United Kingdom on or before exit day will remain eligible for free National Health Service care as long as they remain ordinarily resident here. Being ordinarily resident broadly means living here on a lawful and properly-settled basis for the time being.</p><p>It is not currently necessary for an EU citizen to demonstrate that they have status under the EU Settlement Scheme in order to access the NHS. The European Settlement Scheme secures the residency rights for EU citizens who have been residing in the UK prior to the day we leave the EU. EU citizens already living in the UK on exit day have up until 31 December 2020 to apply for Settled Status, but their access to healthcare will remain the same regardless of whether they apply for Settled Status up to then.</p> more like this

We want to reassure patients that our plans should ensure the supply of medicines and medical products when we leave the EU on 31 October.</p><p>The Department, in consultation with the devolved administrations, has been working with trade bodies, product suppliers, and the health and care system in England to make detailed plans that should ensure continuation of the supply of medicines to the whole of the United Kingdom and its Crown Dependencies.</p><p> </p><p>On 26 June, we wrote to suppliers of medicines to the UK from or via the EU or European Economic Area setting out our continuing multi-layered approach to support continuity of supply of medicines and medical products from 31 October.</p><p>Further details can be found at the following link:</p><p><a href="https://www.gov.uk/government/news/medicines-and-medical-products-supply-government-updates-no-deal-brexit-plans" target="_blank">https://www.gov.uk/government/news/medicines-and-medical-products-supply-government-updates-no-deal-brexit-plans</a></p><p> </p><p>Ahead of 31 October, all necessary funding will be made available to support our preparations. On 31 July, HM Treasury announced an additional £434 million made available to help ensure continuity of supply of vital medicines and medical products, including through freight capacity, warehousing and stockpiling.</p><p> </p><p>Patients, hospitals and community pharmacies do not need to and should not undertake any stockpiling. Separate guidance issued to all National Health Service trusts, pharmacies and general practices has informed them of our plans and advising them that they can expect to be able to continue accessing medicines through their existing supply routes when the UK leaves the EU.</p><p>The Department’s Medicine Supply Team has well established procedures to deal with medicine shortages and works closely with the Medicines and Healthcare products Regulatory Agency, the pharmaceutical industry, NHS England and others operating in the supply chain to help prevent shortages and to ensure that the risks to patients are minimised when they do arise.</p><p>Both the 2019 Voluntary Scheme for Branded Medicines Pricing and Access and the statutory branded medicines pricing scheme have detailed arrangements for how companies can request an increase to the NHS list price for a product.</p>

A clinician’s role is to provide the relevant healthcare for patients and make decisions on their treatment based on their clinical needs. star this property answer text <p>The Government has proposed to all European Union Member States that when we leave, we should maintain the existing healthcare arrangements including the European Healthcare Insurance Card (EHIC) Scheme until 31 December 2020, with the aim of minimising disruption to healthcare provision for United Kingdom nationals and EU citizens. This is subject to negotiations, which are ongoing.</p><p>In the event that we cannot reach an agreement with EU Member States, EHICs may no longer be valid after exit day. It is not possible for the UK Government to guarantee access unilaterally to healthcare abroad, as this depends on decisions by Member States.</p><p>The Government has always advised UK nationals to take out comprehensive travel insurance when going overseas, both to EU and non-EU destinations. This will remain our advice in all circumstances.</p> more like this

star this property answer text <p>On 5 August 2019 the Prime Minister announced £854 million of new capital funding to provide upgrades to 20 hospitals across England. This is on top of the £2.4 billion capital investment awarded to over 150 sustainability and transformation partnership (STP) schemes across England since July 2017 to modernise and transform the National Health Service’s buildings and services.</p><p>Of the £854 million, £21.3 million has been awarded to United Lincolnshire Hospitals Trust for the Transforming Urgent and Emergency Care at Pilgrim Hospital Boston scheme, which will improve patient flow in Boston by developing urgent and emergency care zones in accident and emergency. In December 2018, Lincolnshire also benefitted from United Lincolnshire Hospitals NHS Trust’s £1.5 million scheme for a Multi-Purpose Education Centre to support University Medical School of Excellence (Lincoln).</p><p>An additional £1 billion was also announced on 5 August to be spent this financial year, allowing existing upgrade programmes to proceed and tackle the most urgent infrastructure projects across the country.</p><p>My Rt. hon. Friend as the Secretary of State for Health and Social Care recently set out, a new Health Infrastructure Plan will be brought forward to deliver a strategic major hospital rebuilding programme, providing the necessary health infrastructure across the country for the years to come.</p><p>NHS facilities in other parts of the United Kingdom are a matter for the devolved administrations.</p>

This includes service specifications and mobilisation plans alongside support events and tools to aid implementation at a local level.</p><p>The programme has established reporting systems with NHS England and NHS Improvement regional teams to provide assurance and support with implementation. star this property answer text <p>The Government has proposed to all European Union Member States that when we leave, we should maintain the existing healthcare arrangements including the European Healthcare Insurance Card (EHIC) Scheme until 31 December 2020, with the aim of minimising disruption to healthcare provision for United Kingdom nationals and European Union citizens. This is subject to negotiations, which are ongoing.</p><p>We understand the concerns of patients who require life-sustaining treatment, such as dialysis, and we are working to secure agreements to ensure ongoing care and treatment in EU Member States is accessible for UK insured individuals.</p><p>However, it is important that individuals make the best decision for their circumstances post exit day. Advice has been published on NHS.UK and GOV.UK, to help individuals make informed decisions about the options available to them.</p><p> </p> more like this

star this property answer text <p>The Government has made clear in a ‘no deal’ scenario, the rights of European Union citizens, including Spanish and Portuguese citizens, in the United Kingdom on exit day will be protected. This includes being able to access National Health Service care without charge on the basis that they are ordinarily resident in the UK, and the NHS will apply the same eligibility tests as it does now. It should be noted that EU citizens already living in the UK on exit day have up until 31 December 2020 to apply for Settled Status, but their access to healthcare will remain the same regardless of whether they apply for Settled Status before then.</p><p>The Government has proposed to all EU Member States that when we leave, we should maintain the existing healthcare arrangements including the European Healthcare Insurance Card (EHIC) Scheme until 31 December 2020, with the aim of minimising disruption to healthcare provision for UK nationals and EU citizens. This is subject to agreement by individual EU Member States.</p><p>For those Spanish and Portuguese citizens visiting the UK after exit day, if agreed under bilateral agreements with Spain and Portugal, visitors will be able to use their EHIC as they do now. Should individual countries not agree to continue reciprocal healthcare, then access to healthcare cover for visitors from those countries may change.</p><p>Visitors from Spain or Portugal to the UK whose visit begins before and continues over exit day will still be able to use their EHIC during that visit, should they fall ill or have a medical emergency.</p><p>We welcome action from EU Member States such as Spain and Portugal who have prepared their own legislation for a ‘no deal’ scenario.</p>

star this property answer text <p>NHS England’s Operational and Planning Guidance for 2019/20 sets out deliverables against key performance areas, including referral-to-treatment and urgent care, and the Government expects the National Health Service to deliver these actions set– in full – as key steps towards fully recovering performance against access standards.</p><p>In addition to this, under the NHS Long Term Plan, an extra £33.9 billion a year is being provided to improve and transform urgent and emergency care services, expand the amount of planned surgery year on year, cut long waits and reduce the waiting list.</p><p>The additional funding will support the NHS in achieving performance standards. More than that, it will also drive the reforms that deliver a better and more sustainable NHS with improved care for patients.</p> more like this

star this property answer text <p>On 4 September as part of the Spending Review, the Chancellor of the Exchequer (Rt. hon. Sajid Javid MP) announced a £210 million package of support for the National Health Service workforce. Funding includes personal development budgets to support nurses’ learning and development needs over the next three years, and a funding boost to wider education and training budgets to support delivery of the NHS Long Term Plan.</p><p>The latest Universities and Colleges Admissions Service (UCAS) data as of 30 August, shows there were 20,190 students accepted onto nursing and midwifery courses, an increase of 4.3% compared to the same point in August 2018. We expect more students will be accepted onto courses before the UCAS clearing period closes on 23 October 2019.</p><p> </p><p>NHS Improvement is currently delivering a rapid clinical placement expansion programme working with trust directors of nursing, the higher education sector and healthcare sector to provide targeted support and resource to increase placement capacity for the September 2019 intake.</p><p> </p><p> </p><p> </p>
