star this property answer text <p>I refer my noble Lord to my answer of 6 July (HL794) in the assessment made by Highways Agency, now Highways England, in relation to motorways and trunk roads.</p><p> </p><p> </p><p> </p><p>The Department for Transport published road condition statistics in March 2015 based upon data reported by local highway authorities. These suggest that principal ‘A’ roads in England under the responsibility of local highway authorities are starting to show an improvement in condition. It is noteworthy that funding allocated to local highway authorities for local highways maintenance in the 2010-2015 Parliament was £1billion more than in the 2005 to 2010 Parliament. The Department for Transport also set out in December 2014 how it is allocating funding of just under £6 billion to local authorities in England, outside London, for highways maintenance between 2015 and 2021. This represents an increase of around 5% compared to the previous six year period.</p><p> </p> more like this

star this property answer text <p>In my response to previous questions by the Noble Lord, I noted that a lessons learnt process had taken place following the 2017 hurricane season involving a range of Departments of Her Majesty's Government, led by the Foreign and Commonwealth Office (FCO). To protect the integrity of this and future lessons learnt processes, the FCO does not propose to make the results externally available. However, the progress made by Departments against actions identified in the lessons learnt exercise was made available to the House in the form of a Written Ministerial Statement on 4 July. On 16 July I held a &quot;drop-in&quot; session for Members of both Houses to discuss hurricane preparation and recovery.</p> more like this

star this property answer text <p>Colombia's 52 year conflict has claimed over 8 million victims including more than 7 million displaced persons. In recent years, only the conflict in Syria has seen a larger number of Internally Displaced Persons (IDPs) caused by internal conflict.</p><p>Speaking times at the Human Rights Council are limited, so it is impossible to cover every country of concern in the UK intervention. On this occasion, the UK chose to prioritise raising Iraq, Syria, South Sudan and the Democratic Republic of the Congo, where the situation for IDPs had deteriorated significantly during recent months.</p><p>Concerns about major displacements in Colombia were also included the Foreign and Commonwealth Office's 2017 Human Rights report, published on 16 July.</p> more like this

Former Ministers are expected to leave official residences as quickly as practicable at the end of their tenure, taking into account their personal circumstances and family requirements. The former Foreign Secretary did so on 31 July. Until then, he continued to be responsible for paying the running costs of the private living area in the residence, for example council tax and utilities. The Foreign and Commonwealth Office pays the annual rent on the property under a lease arrangement with the Crown Estate. star this property answer text <p>The Commonwealth Secretariat plays a valuable role in supporting member states, including Cameroon, to uphold the values and principles enshrined in the Commonwealth Charter, to which member states reaffirmed their &quot;unwavering commitment&quot; at the Commonwealth Heads of Government Meeting in April (CHOGM).</p><p>At CHOGM the UK announced £0.5 million of funding to fund additional human rights advisers in the Commonwealth Secretariat's Small States Office in Geneva, to support the engagement of Commonwealth states with the UN Human Rights Council and its Universal Periodic Review process. We will continue to support the Commonwealth Secretariat in promoting Commonwealth values and principles, including through our High Commission in Cameroon, as well as across all member states through our network of High Commissions.</p> more like this

That is why the UK signed up to the Accountability, Coherence and Transparency Group's Code of Conduct in 2015. The Code of Conduct calls on all Council members not to vote against a credible draft resolution on timely and decisive action to end, or prevent, the commission of genocide, crimes against humanity or war crimes. As of 1 June 2018 the Code of Conduct has been signed by 115 UN member states and 2 observers.</p> more like this

This year, he has made public statements in February, when he ordered the arrest of those carrying illegal arms, announced the deployment of additional security, and offered his condolences to the victims. In April, addressing the congregation at a Catholic Church, he described as &quot;vile, evil and satanic&quot; the killing of worshippers and two priests at a Catholic church in Benue State. He called on Nigerians to refrain from reprisal attacks. In June, he spoke about the killings in Plateau State, and reiterated his Government's determination to bring those responsible to justice. We are not aware of anyone having been charged. We call on communities not to take the law into their own hands but to work with security forces and the authorities to bring those responsible to justice in accordance with the rule of law.</p> more like this

star this property answer text <p>We are concerned by the increase in reported hate crime in recent days. We are working alongside communities and police to and monitor the situation and encourage people who may be subject to racist or religious abuse of any kind to report it to the police.</p><p>This Government is committed to tackling hate crime. The UK has one of the strongest legislative frameworks in the world to tackle hate crime. We are working across Government with police, (including National Community Tensions Team), the Crown Prosecution Service and community partners to send out a clear message that hate crime will not be tolerated and we will vigorously pursue and prosecute those who commit these crimes.</p><p>We will shortly be publishing a new Hate Crime Action Plan, covering all forms of hate crime, including xenophobic attacks. The plan has been developed in partnership with communities and departments across Government.</p><p>We want to ensure victims of hate crime are supported and in December 2013, we brought into force a new Code of Practice for Victims of Crime which includes an enhanced level of service for victims of the most serious crime, including victims of hate crime.</p><p>We will continue to work across Government, the criminal justice system and with community partners to provide support for victims and put a stop to hate crime in all its forms.</p>

star this property answer text <p><del class="ministerial">Those</del> <ins class="ministerial">Some </ins>Overseas Territories with financial centres, namely Anguilla, Bermuda, British Virgin Islands, Cayman Islands<del class="ministerial">, Gibraltar</del> and Montserrat have expressed concern about new legislation on sanctions and anti-money laundering (the Sanctions and Anti-Money Laundering Act), which became law on 23 May 2018; in particular the requirement to establish a publicly accessible register of the beneficial ownership of companies registered in each government's jurisdiction.</p><p><ins class="ministerial">Seperately, the aforementioned Territories and Gibraltar have made representations over the potential use of an Order in Council as specified in the Act, believing this to be constitutional overreach by the UK.</ins></p><p>The Prime Minister held a conference call with leaders of affected Territories on 24 May to discuss the issue and a further discussion was held at the Joint Ministerial Council in June. Shortly after the passage of this legislation I visited Anguilla, the Cayman Islands and Montserrat, where I held discussions on this topic. Similarly, in late July I visited the British Virgin Islands and met with representatives of the financial services industry and government of BVI. The Government understands the strength of feeling on this issue and is committed to working collaboratively with affected Territories on implementation.</p>

We understand that he has been able to continue with his work in the UK.</p><p>We encourage those with concerns about any form of mistreatment to report these to the appropriate oversight body. star this property answer text <p>​The UK has been proactive within the Commission for the Conservation of Antarctic Marine Living Resources (CCAMLR) to strengthen the regulation of krill fishing around Antarctica. The British Antarctic Survey has led on a range of relevant scientific activities, including with international partners, to determine the abundance of krill, the factors that influence it's distribution, and the crucial role that krill plays in the Antarctic ecosystem. Work also includes studies to explore the overlap between fishing vessels and krill-eating seabirds and marine mammals, and the risks to these predators. The UK has proposed to CCAMLR that krill fishing activities should be moved offshore to avoid any potential overlap with the foraging areas of breeding wildlife. The UK has therefore welcomed the recent announcement by the Association of Responsible Krill Harvesting Operators (ARK) to voluntarily implement such measures. The UK also recently secured agreement by CCAMLR to protect marine areas that are newly exposed by ice shelf collapse or retreat around the Antarctic Peninsula.</p>

star this property answer text <p>The Government regularly discusses a range of issues with the Governments of the Hong Kong Special Administrative Region and the People’s Republic of China, including Hong Kong’s rights and freedoms, the implementation of the Sino-British Joint Declaration, and the importance of ‘One Country, Two Systems’.</p><p>The Prime Minister discussed Hong Kong with both Premier Li and President Xi during her visit to China earlier this year. She underlined the UK’s ongoing commitment to the successful implementation of ‘One Country, Two Systems’, and stressed that rights and freedoms in Hong Kong should be fully respected.</p><p>The Government issued the following statement on 17 July:</p><p><em>“We note with concern the Hong Kong Special Administrative Region Government plans to prohibit the continued operation of the Hong Kong National Party. The rights to stand for election, of free speech and of freedom of association are enshrined in the Basic Law of the Hong Kong Special Administrative Region and the Hong Kong Bill of Rights. </em><br> <br><em>The UK does not support Hong Kong independence, but Hong Kong’s high degree of autonomy, and its rights and freedoms, are central to its way of life, and it is important they are fully respected.”</em></p>
