This data is only available for the last 3 years under contract. Any senior off-payroll workers who fail to provide assurances about their tax arrangements face having their contracts terminated.</p><p>We only use temporary staff to fulfil essential roles within the Ministry of Justice; these staff provide a fast, flexible and efficient way to obtain necessary skills that are not currently available in-house.</p><p>Spend for this requirement has increased due to the demand of our priority programmes – which will deliver significant savings across the Ministry of Justice’s budget. It should be noted that since April 2010 the annual spend on interims as a whole has decreased by £10m.</p>

We only use temporary staff to fill business-critical posts and essential frontline services where they can provide a fast, flexible and efficient way to obtain necessary skills that are not currently available in-house. We will continue to examine our use of contractors and look for further reductions.</p><p><strong> </strong></p><p>In responding to each question we have utilised data provided by our contracted supplier of temporary clerical staff and contracted supplier of temporary operational staff. As the data provided has been supplied by two different third parties there is a slight difference in the way that the answer to question 3 and 4 has been presented.</p><p> </p><p>Temporary operational staff relate to Operational Support Grades (OSGs) used within HM Prison Service. We have contracts in place to provide temporary OSGs to fill in gaps in requirements, for building projects or to fill vacancies short term. Temporary OSGs are a very small proportion of our staff complement.</p><p> </p><p>Uniform operational support staff are Operational Support Grades (OSGs).These are uniformed staff who undertake a wide range of duties in prisons, for example operating prison gates, working in security and managing stores areas. star this property answer text <p /> <p /> <p /> <p>We commissioned a fundamental review of release on temporary licence (ROTL) policy and practice last year and, in March, announced a package of measures to ensure that the public was properly protected. We have brought forward some of those measures so that they begin to take effect immediately; particularly with more serious offenders, where the review concluded that an enhanced risk assessment approach should be taken. These offenders must have their release agreed by the governor or deputy and the board considering release must have sight of a psychologist's case review report. Temporary licence is an important tool in preparing prisoners for release from prison but we must make sure it is done safely and that the public can feel confident in the risk assessment and monitoring arrangements.</p><p> </p><p>Data in relation to the main offence types for offenders released on temporary licence is recorded in the following categories:</p><p> </p><table><tbody><tr><td><p>Violence against the person</p></td></tr><tr><td><p>Sexual offences</p></td></tr><tr><td><p>Robbery</p></td></tr><tr><td><p>Burglary</p></td></tr><tr><td><p>Theft and handling</p></td></tr><tr><td><p>Fraud and forgery</p></td></tr><tr><td><p>Drug offences</p></td></tr><tr><td><p>Motoring offences</p></td></tr><tr><td><p>Other offences</p></td></tr><tr><td><p>Offence not recorded</p></td></tr></tbody></table><p> </p><p>It is therefore not possible to determine the number of offenders serving custodial sentences for serious violent and sexual assaults, who were released on temporary licence, <a target="_blank">without incurring disproportionate cost.</a></p><p> </p><p>Offenders convicted of offences within each of these categories, with the exception of motor offences, were released on temporary licence in each year between 2011 and 2013. Although completeness of full postcode is high (&gt;90%) in each of these four years, it is still possible that partial postcode, missing postcode or clinic postcode instead of residential postcode was provided. This may lead to an underestimate of numbers in the table.</li></ol><p> </p><ol start="2" type="1"><li>Data on patients (including prisoners) seen for care at non-National Health Service funded services are not included.</li></ol><p> </p><ol start="3" type="1"><li>Prisoners with a short sentence might be seen for care after release and therefore not captured in this table.</li></ol><p> </p><p>Recording of prison status is not routine and numbers are likely to be under-reported. This data does not imply that transmission of infection happened while the person was in prison or that the diagnosis was made during the period of incarceration.</p><p> </p><p>Genitourinary Medicine Clinic Activity Dataset data shows that the number of new HIV infections diagnosed in serving prisoners in England in 2011 was nine and in 2012 was 17.</p>

star this property answer text <p /> <p /> <p>Capita TI only gets paid for completed bookings, so if it cannot supply an interpreter, it does not get paid. The Ministry of Justice manages service delivery and performance through a number of methods and remedies open to it under the contract. The Ministry is continually working with the supplier to improve performance delivery standards.</p><p>Service credits can be imposed on Capita in line with the terms of the contract when performance falls below the contractual level of 98% success rate. This level was set to drive very high levels of performance.</p><p>The service credit amounts for Jan 2012 – March 2014 is:</p><p> </p><p>£53,777.00</p><p> </p><p>The new interpreting contract was introduced to tackle the inefficiencies and inconsistencies in the previous system — and it has already saved taxpayers £15m in its first year. We have seen dramatic improvements over the life of the contract so far, with performance currently at 94% success rate, record numbers of bookings are now being made and fulfilled, and we continue to drive further improvement in performance.</p>
