The figures are the average (median) clearance time of claims cleared between 1<sup>st</sup> November 2016 and 31<sup>st</sup> October 2017.</p><p>4. The median time is the middle value if you were to order all the times within the distribution from lowest value to highest value. The median is presented here instead of the mean because the mean can be unduly affected by outlying cases (e.g. cases were the person has been hard to reach due to being in prison, hospital, failed to attend the assessment on numerous occasions etc.)</p><p>5. The 'Registration to DWP decision (end to end)' clearance time is measured as the average time between the date of registration of the claim and the date of the DWP decision to either award or disallow the claim. It does not include claims that were withdrawn by the claimant or claims that were disallowed by DWP pre-referral to the Assessment Providers (e.g. for failure to meet basic eligibility criteria or failure to return the Part 2 form within the time limit).</p><p>6. A claimant may have multiple disabling conditions but only the primary condition is recorded on PIP systems.</p><p>7. Cancer defined here is any condition falling under “Neoplasms (C00 - D48)” in the International Classification of Diseases (ICD) summary codes, as recorded on the PIP Computer System.</p><p>8. This is unpublished data and it should be used with caution and it may be subject to future revision.</p><p>9. ICD summary codes are based on the International Classification of Diseases, 10th Revision, published by the World Health Organisation. For reporting purposes, the disability conditions as recorded on the PIP IT system have been mapped to reflect as closely as possible the appropriate ICD10 code</p>

star this property answer text <p>5,964 employers are currently signed up to Disability Confident and 2,551 employers have completed their self-assessment to become Disability Confident Employers (Level 2). This includes organisations ranging in size from large multi nationals to local employers, including private businesses, colleges, sports clubs, NHS trusts and social enterprises. All main government Departments are at Level 3 (Disability Confident Leader) and over 80% of Local Authorities are Disability Confident.</p><p> </p><p>The Disability Confident Business Leaders Group (BLG), comprising senior leaders from significant British businesses across all sectors, is helping to increase engagement with employers. The group promotes the business benefits of disability employment and works with DWP officials to identify any changes or developments that will improve the effectiveness of the scheme.</p><p> </p><p>We are also working with Members of Parliament around the country to arrange local events to get them as employers, and businesses in their constituencies, signed up.</p>

star this property answer text <p><em>Thriving at Work; The Stevenson/Farmer Review of mental health and employers</em>, published in October 2017, sets out a compelling business case for employers to support their staff’s mental health. In the review, an independent study on the cost to employers of poor employee mental health commissioned from Deloitte found that:</p><ul><li>There is a large annual cost to employers of between £33 billion and £42 billion (with over half of the cost coming from presenteeism – when individuals are less productive due to poor mental health in work) with additional costs from sickness absence and staff turnover.</li><li>The cost of poor mental health to Government is between £24 billion and £27 billion. This includes costs in providing benefits, falls in tax revenue and costs to the NHS.</li><li>The cost of poor mental health to the economy as a whole is more than both of those together from lost output, at between £74 billion and £99 billion per year.</li></ul><p>The Government’s full response to the review is included in <em>Improving Lives: The Future of Work Health and Disability</em> where we set out a broad ranging strategy to further support disabled people and people with health conditions – including mental health conditions - to enter and thrive in work.</p><p> </p>

star this property answer text <p><strong> </strong></p><p>Any claimant who is required to attend an Employment and Support Allowance or Personal Independent Payment assessment will be reimbursed for any reasonable travel costs associated with attending the assessment. The Department and its assessment providers do not pay travel costs in advance and we have no plans to change the current policy which is consistent with other areas of Government such as the NHS Healthcare Travel Costs Scheme.</p><p> </p><p>All claimants who are required to attend an assessment are advised in their appointment letter to contact the relevant provider if they have any difficulty in attending the assessment. Where such situations arise, the Department expects the assessment providers to explore all possible options to ensure that an assessment can be conducted. For example, this may include changing the location of an assessment or undertaking a home visit where a person’s health condition indicates that either they cannot travel to an assessment, or where travel would require high levels of support or cause significant distress.</p>

Therefore the PIP Assessment Guide for Health Professionals does not contain specific condition based guidance.</p><p> </p><p>55% of PIP recipients with Parkinson’s are in receipt of the enhanced rate daily living and mobility components, compared with 41% of DLA recipients in receipt of the highest rate of DLA care and mobility components.</p> more like this

star this property answer text <p><strong> </strong></p><p>The average processing time for mandatory reconsideration (MR) decisions to be made is:</p><p><strong> </strong></p><p>1 April 2014 – 31 March 2015 - 28.4 working days.</p><p>1 April 2015 – 31 March 2016 - 7.6 working days.</p><p>1 April 2016 – 31 March 2017 - 10.2 working days.</p><p>1 April 2017 – 31 December 2017 - 11.2 working days.</p><p><strong> </strong></p><p>The data relates to all DWP Working Age benefits <em>apart from</em> Child Maintenance and Personal Independence Payment (PIP).</p><p><strong> </strong></p><p>The data is only available from 1 April 2014 because, whilst MR was introduced for the Working Age benefits in October 2013, the volumes from October 2013 – April 2014 (initial Appeals Reform roll-out) were small and so not reflective of normal trends.</p><p><strong> </strong></p><p>The data has been measured using the Actual Average Clearance Time (AACT). This measures the average number of working days (excludes weekends and English Bank Holidays) between a mandatory reconsideration application being made and the date the customer was notified of the decision. Information is not available for Child Maintenance and PIP.</p><p><strong> </strong></p><p>The annual figures cannot be directly compared to each other as different benefits have been included over time. Whilst all data is provided to 31st December 2017, Attendance Allowance (AA)/Disability Living Allowance (DLA) data is included from April 2014, Universal Credit (UC) from November 2014, and DLA over 65 data from February 2015.</p>
