star this property answer text <p>Individual Electoral Registration (IER) is essential in making the system of electoral registration more secure and less vulnerable to fraud. 96% of electors in Great Britain have already transferred to the new IER registers. As the Electoral Commission has said, many of these retained entries are likely to be redundant, for example where electors have moved home. The latest figures on electors retained from registers before IER, broken down to local authority and regional level, are available online:</p><p><a href="http://www.electoralcommission.org.uk/__data/assets/excel_doc/0007/190465/IER-May-2015-electoral-registers-data.xlsx" target="_blank">http://www.electoralcommission.org.uk/__data/assets/excel_doc/0007/190465/IER-May-2015-electoral-registers-data.xlsx</a></p><p>They show that the number of carry forwards had declined by two thirds between summer 2014 and May 2015. These figures do not take into account of the work of the annual canvass, which is currently underway, or extra Government funding available to Local Authorities to target remaining carry forward electors specifically. We expect the number of carry forward entries to decline further as a result.</p>

star this property answer text <p>The Electoral Commission provides detailed guidance to Electoral Registration Officers on access and supply of the full electoral register, including by credit reference agencies.</p><p>The regulations on the supply of electoral roll data to credit reference agencies are set out in The Representation of the People (England and Wales)(Amendment) Regulations 2002. Under Regulation 114, credit reference agencies registered under Part III of the Consumer Credit Act and carrying on the business of providing credit reference services may only use the full electoral register for specified purposes; namely for checking a person’s identity if they apply for credit, and for the prevention of money laundering fraud. Electoral Registration Officers are entitled to charge credit reference agencies a small fee for copies of the full register, to cover administration costs.</p> more like this

star this property answer text <p>Under the Regulation 115 of the Representation of the People (England and Wales)(Amendment) Regulations 2002, anyone who is supplied with the full register is not permitted to sell a copy to any person, disclose any information contained in it, or use it for anything apart from the specified purpose for which the full register has been supplied. In contravening this provision, a person would be guilty of an offence and liable on summary conviction to a fine not exceeding level 5 on the standard scale, which currently stands at £5000.</p> more like this

star this property answer text <p>The Information Commissioner’s Office provides guidance to both private and public sector organisations to help them understand their obligations under the Data Protection Act. Organisations wishing to process personal data in the UK, including credit reference agencies, must register with the ICO and comply with the DPA’s eight data protection principles. Among other things, these principles require personal data to be processed fairly and lawfully; to be accurate and up-to-date; not to be kept for longer than is necessary; and to be processed in accordance with the rights of the data subjects under the DPA.</p><p> </p><p>The ICO’s website provides public information on credit reference agencies’ use of the electoral register at (<a href="https://ico.org.uk/for-the-public/credit/" target="_blank">https://ico.org.uk/for-the-public/credit/</a>).</p><p> </p> more like this

star this property answer text <p>Copies of the electoral register have been made available for sale in one form or another since at least 1832. Credit reference agencies purchase the electoral register because it provides proof to lenders that applicants for credit do in fact live at the address given and that they are not attempting to obtain credit fraudulently using a false name and address. Given the importance of credit in a modern economy, the then Government concluded in 2002 that this was in the public interest. The credit reference agencies are precluded by law from doing anything else with the electoral data, unless the data is also included in the edited register, from which individuals can opt out.</p> more like this
