star this property answer text <p /> <p /> <p>There are currently three statutory maintenance schemes. The 1993 and 2003 schemes are delivered by the Child Support Agency and the 2012 scheme is delivered by the Child Maintenance Service.</p><p> </p><p>In all schemes, our aim is to act within 72 hours of when we are notified of a missed payment where there is a current liability. The notification trigger comes after a five day tolerance period of a missed payment. This tolerance period is to allow for issues which may have caused the missed payment to be resolved (i.e. clearances through bank accounts) without the need for our intervention. While this trigger is built into the design for the 2012 system, there is no comparable automated process for the 1993 and 2003 systems.</p><p> </p><p>As such, information on (a) the number of notifications of a missed child maintenance payment in cases within the Child Support Agency collection service and (b) the proportion of such cases where the non-resident parent was contacted by the Agency within 72 hours is not available as it is not routinely recorded for management information purposes. To provide this information would require the creation of new information which could only be completed and appropriately assured at a disproportionate cost.</p>

star this property answer text <p /> <p /> <p>The HSSF initiative has funded four organisations which provide telephone support for separating and separated families so that their agents can be trained in delivering appropriate messages about the benefits of collaborative parenting. These organisations are: Relate; Family Lives; the National Youth Advocacy Service; and Wikivorce.</p><p> </p><p>Representatives from all participating organisations have received tailored training and they are now cascading that training to their agents. We expect full roll-out by the end of April 2014.</p><p> </p><p>We are currently considering a variety of evaluation approaches, including call listening, ‘mystery shopping' exercises and a satisfaction survey.</p> more like this

It also includes the costs of the development of the diagnosis tool and the videos hosted on Sorting out Separation.</p><p> </p><p>The Department is in the process of considering the future direction of the Sorting out Separation web app and will shortly be taking steps to improve the profile of the app through search engine optimisation.</p> more like this

star this property answer text <p /> <p /> <p>Since 2008 we have considerably slowed down the growth of arrears via faster case processing and better enforcement. The successful introduction of the new 2012 Child Maintenance Scheme allows most paying parents to be assessed more quickly, which reduces the number of cases that accrue arrears. The new Child Maintenance Scheme is also built to trigger notification of missed payments so we can investigate non-compliance earlier, reducing the time in which arrears could build.</p><p> </p><p>We are also looking at new techniques for collecting older debt. The trial of the process of reclassifying arrears has concluded and we are analysing how this initiative might be used in the future.</p> more like this

star this property answer text <p /> <p /> <p>DWP research report 863: <em>Sorting Out Separation Web App: evaluation of effectiveness</em> highlighted that the longer-term separated found the Sorting out Separation Web app less relevant because they were more likely to know most of the information provided.</p><p> </p><p>The evaluation confirmed that we need better to understand the needs of this group. Several projects funded in the second round of the Innovation Fund are specifically focussing on what type of support works to help longer-term separated couples to collaborate. When these projects have been completed and evaluated, we will be able to consider how further to improve support for longer-term separated parents.</p> more like this

star this property answer text <p /> <p /> <p>The Child Support Agency (CSA) plans to close all 1993 and 2003 scheme cases over a three year period starting in 2014.</p><p> </p><p>When a client's ongoing maintenance liability has ended, the case will be reviewed to ensure any arrears balance is accurate. This process will include any suspended debt to ensure the reason for suspension remains valid and, if not, the debt will be reinstated. Whether the CSA need to contact the client during this process will depend on the circumstances of the individual case.</p><p> </p><p>When the review has been completed, both clients will be informed of the arrears balance and can contact the CSA about this should they wish to do so.</p> more like this
