We recognise the positive impact it has on safety, resettlement and the prevention of re-offending. The Youth Custody Service recently undertook an internal review to examine how we can improve family contact. I am clear that levels of violence amongst the challenging cohort in our youth secure estate are too high and we are taking strong action to improve safety.</p><p> </p><p>All Youth Custody Service establishments have a safety strategy to address their specific local risks of violence, and conflict resolution practitioners work to resolve conflict where it occurs between individuals or groups. Staff receive specialist training to provide specialised support to young people. They are equipped with body worn video cameras to protect themselves and record vital evidence when an incident occurs.</p><p> </p><p>A safeguarding referral will be made where there is any concern about the wellbeing of a child in our custody. 	answer	answer is ministerial correction date of answer 04/05/2020 answer text <p>Custodial remand should only be used as a last resort for children and only in the most serious cases. When a child is remanded to custody, the child’s case is regularly reviewed by the local Youth Offending Team which, if appropriate, will apply to the court for a bail hearing. The court will then carefully consider the circumstances of the case and reach a decision on whether to bail a child into the community, or remand the child back to custody. These decisions must be considered by the court on a case by case basis, and a child will only be released from custodial remand into the community, if the court deems it is safe to do so. Courts are working very closely with the judiciary to prioritise caseload and case types. We are continually reviewing procedures to support access to justice during the emergency period due to Covid-19, particularly for the most time-critical and sensitive cases, such as youth custodial remand cases.</p><p> </p><p>Information on the number of children held in remand across the Youth Secure Estate is published regularly as part of the Youth Custody Data series, via <a href="https://www.gov.uk/government/statistics/youth-custody-data" target="_blank">https://www.gov.uk/government/statistics/youth-custody-data</a></p><p> </p><p>The latest available published data from the end of February 2020 show that 293 young people were on remand at this time. This can be viewed via https://www.justice.gov.uk/downloads/offenders/psipso/psi-2012/psi-08-2012-care-management-young-people.doc.</p><p> </p><p>As per the Ministry of Justice’s response to the recent report from the Independent Inquiry into Child Sexual Abuse, the PSI is to be updated. In advance of this, the Youth Custody Service has published Building Bridges, a policy framework that replaces some aspects of PSI 08/2012 relating to behavioural management of children (including promoting and maintaining good behaviour, managing challenging behaviour and offending behaviour interventions). This can be viewed at https://www.gov.uk/government/publications/building-bridges-a-positive-behaviour-framework-for-the-children-and-young-people-secure-estate We are also working with the Department for Education to produce a new ‘Keeping Children Safe in Custody’ document, which we anticipated will be published in 2020.</p><p> </p><p>The YCS’s Information Development Project is also working towards launching a revised and harmonised recording process for safeguarding referrals, across all sectors and establishments. The launch of the process will allow for uniform central reporting of safeguarding referrals, facilitating improved central oversight of these key liaisons.</p><p> </p><p>The YCS takes the safety and well-being of young people in custody very seriously. Safeguarding referrals from the youth secure estate to Local Authorities are handled by secure estate establishment staff, as are the maintenance of supporting records. Data provided in this response is therefore the amalgamation of bespoke local records, and is not based with a single methodology. Furthermore, different local authorities have varying protocols in place. For example, in some potential referrals can be ‘triaged’ or reviewed by an on-site social worker before a formal referral is made; in other cases there may be no such arrangement in place and all cases are formally referred to the local authority.
