The Recruiting Partnering Project remains within the overall agreed cost of £1.360 <ins class="ministerial">billion. </ins><del class="ministerial">million.</del><br /><br />My right hon. Friend the Secretary of State for Defence (Philip Hammond) set out on 14 January 2014 the cost of Capita providing a new Information Technology platform as part of the Recruiting Partnering Project (Official Report: column 716). At the time, these costs were expected to be around £47.7 million directly linked to the change of hosting provision. Since this statement, these costs have reduced to around £42.9 million. <br /><br />As previously stated by the Secretary of State on 14 January, there has been an additional cost of around £1 million per month to run the Capita system. 	answer	answer is ministerial correction date of answer 07/08/2014 answer text <p>Under previous arrangements, Official Service Residences (OSRs, colloquially known as ‘grace and favour’ residencies) were provided for senior officers in certain posts which required them to undertake official hospitality for Defence purposes. As announced by the then Minister for Personnel, Welfare and Veterans (Andrew Robathan) on 12 December 2011 (Official Report, column 63WS), these arrangements have been discontinued. Properties which were formerly categorised as OSRs are being phased out on a rolling basis as personnel retire or move on to other posts. However, senior officers remain entitled to Service Family Accommodation (Type 1 or Type 2). In addition, the Department is undertaking an ongoing review into domestic assistance policy to ensure that the level of support provided to senior entitled officers is appropriate and driven by a clear business need. There are seven NATO wide cyber exercises planned for 2014. Ministers also attend the Task Force Helmand homecoming parades in London, which include representatives of all the units that deployed. The Prime Minister hosted members of 1st Mechanised Brigade in the Palace of Westminster following their parade in October last year.</p><p> </p><p>In February 2013, the Minister for Defence Personnel, Welfare and Veterans (Anna Soubry) visited Aldershot to visit 1st Battalion, Irish Guards following their return from operational duties in Afghanistan. The figure quoted reflects the media costs of the campaign, and includes approximately £1.2 million from the existing contracted budget. I have placed a copy of the marketing brief and analysis of results for the Step Up campaign in the Library of the House. The Start Thinking Soldier campaign took place four years before the current partnering arrangement between the Army and Capita started. Although formal evaluation is no longer held for Start Thinking Soldier, I have placed the marketing brief for the television advertising in the Library of the House.</p><p> </p><p>The Army is always recruiting, as it requires a constant flow of personnel to enter as privates and officer cadets, and then to gain the knowledge and experience to be promoted through the ranks. Consequently, it will always need to run recruitment campaigns. Member is referring to cases where administrative action was taken, under AGAI Chapter 67 or the equivalent regulations in the Naval Service and RAF, against Service personnel who had been in receipt of a simple police caution, after the amendment to the Rehabilitation of Offenders Act 1974 made by section 49 the Criminal Justice and Immigration Act which came into force on 19 December 2008. <br><br>The range of administrative sanctions which could have been applied in such circumstances is extremely wide, ranging from a formal warning to termination of service. 	answer	answer is ministerial correction date of answer 03/04/2014 answer text <p> </p><p>(holding answer 25 March 2014)</p><p> </p><p> </p><p> </p><p>The Consumer Price Index (CPI) is used to set the inflation target for the Bank of England's Monetary Policy Committee; it is the headline measure of inflation in the UK as reported by the Office of National Statistics, and is an internationally comparable measure.</p><p> </p><p> </p><p> </p><p>CPI is therefore considered by the Government to be the appropriate index to provide protection from inflation, which is why both the Armed Forces and Civil Service pension schemes use this measure.</p><p> </p><p> </p><p> </p><p>The Armed Forces continue to benefit from the only major public sector pension scheme that is non-contributory.</p><p> </p><p> </p><p> </p><p>The information requested is shown in the following table.
