star this property answer text <p>The Government is committed to ensuring that zoos are safe places to work and visit, and that there are high standards of welfare for all animals.</p><p> </p><p>The Zoo Licensing Act 1981 sets out comprehensive licensing and inspection requirements for zoos. Responsibility for administering these requirements rests with local authorities. Defra supports this by providing the Secretary of State’s Standards of Modern Zoo Practice, which sets out minimum standards that zoos are expected to meet, covering welfare and safety.</p><p> </p><p>The standards are kept under review by Defra’s Zoos Expert Committee, a group of independent experts that advises Defra on zoo issues. Zoos must also comply with the Health and Safety at Work etc. Act 1974 which ensures the safety of staff.</p> more like this

star this property answer text <p>The UK’s focus in responding to Cyclone Idai in Zimbabwe is on providing essential health supplies, hygiene kits and child protection support. We continue to monitor the situation closely and stand ready to provide further support as needed. The EU retains sanctions against former President Robert Mugabe, his wife Grace Mugabe, and the company Zimbabwe Defence Industries. We consider that sanctions have been an appropriate response to the political violence of the last 15 years. They do no damage to the wider economy or to the people of Zimbabwe and have no impact on the UK’s relief effort.</p> more like this

star this property answer text <p>We regularly press the government of Zimbabwe on the importance of fulfilling their responsibilities to all those who are entitled to a Zimbabwe government pension. In 2016, we secured written agreement from the Government of Zimbabwe that payments would resume when the economic situation allows. This issue remains a key strand of the Government's dialogue with the government of Zimbabwe. We will raise it again in the near future.</p> more like this

Local authorities allocate funding and deliver youth services in line with local need. The Government has made over £200bn available to local authorities to spend on local services over this Spending Review.</p><p>The Government is committed to making sure young people have opportunities to develop their skills and benefit from youth services, which are an important partner in the strategy to tackle the root causes of serious violence.</p><p>My department will continue to work closely with the Home Office on the implementation of the Serious Violence Strategy. <strong> </strong></p> more like this

star this property answer text <p>Local authorities are primarily responsible for allocating public funding to youth organisations in their area.</p><p>Government is committed to strengthening and supporting youth organisations including, but not limited to:</p><ul><li>The Office for Civil Society has allocated over £863m between 2014/15 and 2018/19 to youth programmes - with £195m of that allocated for 2018/19;</li><li>A new £200m Youth Endowment Fund to be delivered over 10 years to support interventions with children and young people at risk of involvement in crime and violence; and</li><li>Supporting the creation of the Youth Futures Foundation - a new, independent organisation created with initial funding of £90m from dormant bank accounts,which will support young people furthest away from the labour market using data from the Race Disparity Audit.</li></ul> more like this

star this property answer text <p>Carrying on the youth justice reforms from 2017, we are providing funding for every Prison Officer in the Youth Custody Service to undertake a youth justice qualification and, on completion, transition into a new youth justice specialist role on promotion and at a higher pay-grade. Over 400 frontline staff are currently enrolled on this qualification.</p><p> </p><p>To better support young people in custody, we are rolling out the Custody Support Plan (CuSP) and implementing the use of Promoting Risk Intervention by Situational Management (PRISM). CuSP will provide each young person with a personal officer to work with in order to build trust and consistency. PRISM is an evidence-based process specifically designed and tested for use within custodial institutions. It provides a comprehensive framework for reviewing features of an environment that are known to contribute to the likelihood and emergence of violence.</p><p> </p><p>As well as this we are working closely with the NHS on ‘Secure Stairs’, which is a new integrated approach to strengthen the provision of health care to address the needs of young people holistically and co-ordinates services through a coherent, joined up approach. In addition, we are increasing psychology staff and support, and opening Enhanced Support Units for young people with the most complex needs.</p>
