star this property answer text <p>Information on the average waiting time of assessment for patients with severe mental illness is not collected.</p><p> </p><p>The waiting time standard for people with first episode psychosis is for 60% to start treatment in an Early Intervention in Psychosis service within two weeks of referral. In 2017/18 this standard was exceeded, with 76.2% of people accessing services within two weeks in November 2018.</p> more like this

star this property answer text <p>The Home Office and Department of Health work closely, on an ongoing basis, on a wide range of issues related to mental health and policing including those covered by the Concordat.</p><p> </p><p>The Minister for Vulnerability, Safeguarding and Counter Extremism and the Minister for Public Health and Innovation alternately chair the National Steering Group on the Crisis Care Concordat which monitors work across the country on local responses, including of NHS providers, to those in mental health crisis.</p><p> </p><p>The Government has recently allocated some £15m in funding to 88 projects across 40 Crisis Care Concordat partnerships to improve places of safety provision and ensure that people in mental health crisis are not detained in police stations. A further £15m of funding has been announced to continue this work. Both departments are engaged in preparations for forthcoming changes to the Mental Health Act 1983 as contained in the Policing and Crime Act 2017 and which are designed to further improve the response to those in mental health crisis.</p>

star this property answer text <p>The Home Office together with their colleagues in the Department of Health have provided support mental health professionals and the police in England and Wales to enable them to work together to co-ordinate the right responses to people experiencing a mental health crisis.</p><p> </p><p>Between October 2013 and May 2015 the Department of Health funded Street Triage pilots in nine areas. NHS England subsequently published an evaluation into its effectiveness in November 2015. Street Triage schemes now operate in over 25 police force areas for which funding is provided by local partners for example Police and Crime Commissioners and Clinical Commissioning Groups. The Home Office has awarded £155,220 through the Police Innovation Fund to support a North Wales Police Mental Health Triage project. North Wales Police will evaluate the work following the end of the Home Office funding period on 31 March 2017.</p><p> </p><p>Police forces may apply for future funding for Street Triage through the Police Transformation Fund.</p><p> </p><p>For those arrested in England on suspicion of committing an offence and taken to police custody Liaison and Diversion schemes, commissioned by NHS England to a national model, operate in over 50% of police forces areas and will be rolled out nationally by 2020/21. These schemes aim to identify, assess and refer people with mental health and other complex needs into appropriate support and treatment and where appropriate may influence sentencing options. The Department of Health has funded an evaluation into the effectiveness of Liaison and Diversion which is due to report in 2019.</p><p> </p><p>Crisis Care Concordat partnerships have been established in England and Wales since 2015 and play a pivotal role in coordinating these approaches and improving mental health crisis care pathways. Whilst financial support for Mind’s secretariat has been withdrawn, we remain committed to ensuring the Crisis Care Concordat continues to progress and a national steering group is taking this forward.</p><p> </p><p>To assess the adequacy of the legislative framework a joint review of policing powers within the Mental Health Act 1983 was conducted by the Home Office and Department of Health during 2014. Following this review both the Home Office and Department of Health are engaged in preparations for forthcoming changes to the Mental Health Act 1983 as contained in the Policing and Crime Act 2017 and which are designed to further improve the response to those in mental health crisis.</p><p> </p><p> </p><p>To support these legislative provisions we have recently allocated some £15m in funding to 88 projects across 40 Crisis Care Concordat partnerships to improve places of safety provision and ensure that people in mental health crisis are not detained in police stations. A further £15m of funding has been announced to continue this work.</p><p> </p><p>These steps have been successful in reducing the use of cells and National Police Chiefs Council data highlighted a 54% reduction in the use of cells as places of safety from 2014/15 (4,537 occasions) - 2015/16 (2,100 occasions).</p>

star this property answer text <p>The NHS Constitution right to drugs and treatments reflects the legal funding requirement that applies to interventions recommended by the National Institute for Health and Care Excellence (NICE) technology appraisal guidance.</p><p> </p><p>NICE has not been asked to undertake a technical appraisal of psychological therapies. If in the future, psychological therapies are recommended by NICE, and are consequently mandated for use in the National Health Service, we will consider consulting on including a right to psychological therapies within the Constitution.</p><p> </p><p>Over the last spending review we invested over £400 million into the Improving Access to Psychological Therapies programme to ensure access to talking therapies for those who need them and this has contributed to achieving very real improvements in the lives of people with anxiety and depression.</p> more like this

star this property answer text <p>NHS England is responsible for distributing the £120 million funding announced in the new five-year plan for mental health, <em>Achieving Better Access to Mental Health Services by 2020</em>, by the Deputy Prime Minister and the Chief Executive of NHS England on 8 October 2014.</p><p> </p><p> </p><p> </p><p><em>Achieving Better Access to Mental Health Services by 2020</em>, identified £40 million additional National Health Service spending this year and freed up a further £80 million for 2015-16.</p><p> </p><p> </p><p> </p><p>The £40 million investment in mental health for 2014-15 includes an investment of £7 million to end the practice of young people being admitted to mental health beds far away from where they live, or from being inappropriately admitted to adult wards; and an investment of £33 million to support people in mental health crisis, and to boost early intervention services, that help some of the most vulnerable young people in the country to get well and stay well.</p><p> </p><p> </p><p> </p><p>NHS England has set out their approach to the allocation of the £80 million for 2015-16 in the document “<em>NHS England investment in mental health 2015/16</em>”, published on 26 November 2014, which can be accessed by the following link:</p><p> </p><p> </p><p> </p><p><a href="http://www.england.nhs.uk/wp-content/uploads/2014/11/payment-systs-mh-note.pdf" target="_blank">http://www.england.nhs.uk/wp-content/uploads/2014/11/payment-systs-mh-note.pdf</a></p><p> </p><p> </p><p> </p><p> </p><p> </p>

star this property answer text <p>The Early Intervention Psychosis access standard will be monitored via the new Mental Health Service Dataset which is managed and reported against by the Health and Social Care Information Centre.</p><br /><p>As this is a new collection, reporting will be phased starting with basic counts in March 2016 and building in detail as quality is assured. In the meantime NHS England has implemented a bespoke collection to monitor progress against the referral to treatment element of the standard, the first report of which is likely to be available in March 2016.</p> more like this
