star this property answer text <p>The government undertook the last fundamental review of business rates in 2016 and announced major reforms worth approx. £9bn to businesses by the end of the parliament. At Autumn Budget 2017, the government delivered more support on business rates including businesses’ top priorities to bring forward the switch to CPI indexation, revalue properties more frequently and to address the staircase tax. As a next step, the government is also reviewing the wider taxation of the digital economy. This includes ensuring international corporate tax rules deliver fair results across different businesses and that sellers operating through online marketplaces pay the right amount of VAT.</p> more like this

The Government has introduced the Taxation (Cross-Border Trade) Bill which enables creation of a trade preference scheme. star this property answer text <p>Government responsibility for disability matters resides with the Office of Disability Issues within the Department for Work and Pensions. My Rt hon. Friend, the Minister for Women and Equalities, has not had specific discussions with cabinet colleagues on the scale of bullying of disabled people.</p><p> </p><p>The Government does not tolerate bullying in any form and any sector of our society.</p><p> </p><p>Under the Equality Act 2010, ‘unwanted or prohibited conduct’ related to a protected characteristic (including disability) that violates an individual’s dignity or creates an intimidating, hostile, degrading, humiliating or offensive environment for them, is unlawful. Bullying behaviour may also, in some circumstances, be proscribed by the victimisation provisions of the Act.</p><p> </p><p>The Equality Advisory and Support Service (EASS) record the number of calls they receive about harassment and victimisation of disabled people. They reported that between 1 October 2016, when the current EASS contract started, and 31 October 2017 there were 590 contacts from disabled people about harassment or victimisation, out of a total of 11,817 disability-related calls.</p>

star this property answer text <p>We recognise the essential role local authorities play in the safeguarding of all children in their care, regardless of their backgrounds or experiences. It is absolutely right that local authorities continue to make decisions about the placement and welfare of children they have responsibility for, which includes assessing risks such as trafficking, and considering the need to refer them to the National Referral Mechanism (NRM).</p><p>The recently announced package of reforms to the NRM includes a number of measures that will improve the process for both adults and children. A single expert unit will be created in the Home Office to handle all cases referred from front line staff and to make decisions about whether somebody is a victim of modern slavery. This will replace the current case management units in the National Crime Agency and UK Visas and Immigration and will be separate from the immigration system.</p><p>In addition government will be introducing an independent panel of experts to review all negative conclusive grounds decisions, adding significantly to the scrutiny such cases currently receive.</p>
