star this property answer text <p>The Government is committed to ensuring that all homes and small businesses are offered smart meters by the end of 2020. The Programme is well underway with around 400,000 being installed every month.There are now over 8.6 million smart and advanced meters operating across homes and businesses across Great Britain. The rollout of smart meters is on track to deliver significant benefits, including putting an end to estimated bills, and is set to save consumers £300m in 2020 alone.</p><p> </p><p>Energy suppliers are responsible for planning and delivering the roll-out of smart meters, working within the legal framework established by the Government. Energy suppliers’ licence conditions require them to take ‘all reasonable steps’ to roll-out smart meters to all their domestic and small business customers by 31 December 2020. Ofgem is responsible for regulating energy suppliers against this obligation.</p> more like this

star this property answer text <p>Energy suppliers are now installing second generation smart (SMETS2) meters, which are connected to the national smart metering communications network run by the Data Communications Company (DCC) from the point of installation, so are already compatible between suppliers.</p><p> </p><p>First generation smart (SMETS1) meters are being moved onto the DCC’s network so that consumers regain and keep smart services if they switch supplier. Meters are being enrolled remotely, without consumers needing to take any action. Priority is being given to those which have temporarily lost smart functionality.</p> more like this

star this property answer text <p>Under Schedule 7 of the Electricity Act 1989, the supplier shall determine the position of the meter within the customer’s premises, unless in all circumstances it is more reasonable to place it outside premises or in some other position. The position of a gas meter must comply with the Gas Safety (Installation and Use) Regulations 1998. This requires consumers to have access to the meter and emergency control valve for safety reasons. If a meter box is locked, the consumer must be provided with the corresponding key.</p><p> </p><p>For prepayment meters, under the terms of their supply licence, suppliers must alter the position of the meter if it is not safe and reasonably practicable in all circumstances for the consumer to use it.</p> more like this

star this property answer text <p>Ofgem wrote to energy suppliers on 8 April 2020 to provide them with flexibility to temporarily deprioritise non-essential meter installations. This enabled energy suppliers to focus on: ensuring that customer needs were met, particularly the most vulnerable; maintaining secure, reliable and safe supplies of energy to consumers in the short to medium term; and ensuring the safety and protection of consumers and their workforces.</p><p> </p><p>The Government is working with energy suppliers to re-mobilise the roll-out of smart meters, further to guidance published on 11 May 2020 on working safely in people’s homes during COVID-19.</p> more like this

star this property answer text <p>Smart meters bring significant benefits to prepayment consumers and have been invaluable during the COVID-19 pandemic. Smart prepayment services enable consumers to top-up remotely without leaving home and without needing to reach inaccessible meters. They also allow consumers to track their balance easily so they do not unknowingly run out of credit.</p><p><br> Energy suppliers are installing second generation smart (SMETS2) meters in prepayment mode across Great Britain. The Government has taken a number of steps to ensure that consumers with low incomes or with prepayment meters can benefit from smart meters. For example, the Government put in place an explicit objective for Smart Energy GB (the industry body responsible for leading coordinated consumer engagement) to assist consumers with low incomes or prepayment meters. Establishing partnerships with trusted organisations, including local community groups, to provide training and tailored information on smart metering has helped to raise awareness of smart metering, ensuring that all consumers are able to realise the benefits as soon as practicable.</p>
