	answer	answer is ministerial correction date of answer 18/08/2014 answer text <p>In July 2012, Consumer Focus released a report, ‘Making Progress’ which found that suppliers have all made changes to their policies and processes following their agreement to the 5 Key Principles that Consumer Focus set out in March 2011.</p><p>We know that issues relating to prepayment meters (PPM) remain of broad concern for consumers. The roll out of smart metering should greatly improve the customer experience for prepayment customers. In April 2014, the Secretary of State wrote to suppliers challenging them to ensure that from the end of 2016 current ‘normal’ PPM are replaced only with Smart Meters and offer Smart Meters with ‘pay as you go tariff’ options to all PPM customers by the end of 2016. The UK welcomed the UN declaration which more accurately reflected the severity of the situation on the ground and brought much needed attention and resources from across the UN system to respond to the crisis.</p><p> </p><p> </p><p> </p><p>The UK has been closely monitoring the situation and has committed a total of £18 million in humanitarian funding to CAR in 2014 to help hundreds of thousands of people, along with £7 million in Cameroon and Chad to assist CAR refugees. The funds are going towards the protection of civilians, urgent medical assistance, and to food security and livelihoods assistance through UN agencies, the Red Cross and NGOs. In 2014, the UK is the third largest bilateral humanitarian donor to CAR after the USA (£87 million) and the EU (£39 million). UK support will include the construction of six Ebola treatment centres across the country, providing 700 beds to treat 8,800 patients over the next six months.</p><p> </p><p> </p><p> </p><p>In support of this effort, the UK has deployed 750 military personnel to Sierra Leone. This will support the deployment of RFA Argus and three Merlin helicopters which will provide crucial transport support to medical teams and aid experts. This helped 400,000 people access safe water and sanitation; supplied 150,000 people with food packages; and supported over 6,000 families to rebuild their livelihoods.</p><p> </p><p><br> Since the beginning of the current military operation an additional one million people have registered as displaced. In response to this the UK has provided a further £4.7 million. This will support some of the most vulnerable people who have been identified by our partners in a joint assessment run by the UN and the Government of Pakistan.
